Specifically my goal was to determine the efficiency resulting from these often timely and intensive studies. To do this I first looked at several functional areas to include Army Depot level maintenance, Training and Professional Development, family housing or the Residential Communities Initiative, and the Logistics Civil Augmentation program. I then looked at specific installation A-76 studies for three installations, FT Belvoir, Virginia, Aberdeen Proving Grounds, Maryland, and Carlisle Barracks, Pennsylvania. My intent was to study a variety of different cases with different circumstances to include those in which the government operation presided and those in which a contract was awarded.The data gathered is actual data from public documents and numerous interviews with staff officials involved in the A-76 process.In addition I researched the congruent A-76 programs of the other Department of Defense services, the Navy, Air Force and Marines. This study is intended to serve as a comparative analysis to the U.S. Army program and provide a basis for comparison and evaluation of progress. I concluded that the in most cases, actual process of A-76 itself fostered efficiency either in the actual downsizing of government employees or in the increased efficiency of existing work forces due primarily to the detailed study of the work force and its work load. Staffs that did a good job in the A-76 study worked towards a leaner and more efficient staff focused on mission essential tasks. The end result, doing the essential elements of work required with the appropriate staff did save the government dollars with the added benefit of increased efficiency.

Empire's Labor brings us the experience of the hundreds of thousands of men and women who perform jobs such as truck drivers and administrative assistants at bases located in warzones in the Middle East and Africa. He highlights the changes the US military has undergone since the Vietnam War, when the ratio of contractors to uniformed personnel was roughly 1:6. In Afghanistan it has been as high as 4:1. This growth in logistics contracting represents a fundamental change in how the US fights wars, with the military now dependent on a huge pool of contractors recruited from around the world. It also, Moore demonstrates, has social, economic, and political implications that extend well beyond the battlefields. Focusing on workers from the Philippines and Bosnia, two major sources of "third country national" (TCN) military labor, Moore explains the rise of large-scale logistics outsourcing since the end of the Cold War; describes the networks, infrastructures, and practices that span the spaces through which people, information, and goods circulate; and reveals the experiences of foreign workers, from the hidden dynamics of labor activism on bases, to the economic and social impacts these jobs have on their families and the communities they hail from. In Outsourcing War, Amy E. Eckert examines the ethical implications involved in the widespread use of PMCs, and in particular questions whether they can fit within customary ways of understanding the ethical prosecution of warfare. Her concern is with the ius in bello (right conduct in war) strand of just war theory. Just war theorizing is generally built on the assumption that states, and states alone, wield a monopoly on the legitimate use of force. Who holds responsibility for the actions of PMCs? What ethical standards might they be required to observe? How might deviations from such standards be punished? The privatization of warfare poses significant challenges because of its reliance on a statist view of the world. Eckert argues that the tradition of just war theory—which predates the international system of states—can evolve to apply to this changing world order. With an eye toward the practical problems of military command, Eckert delves into particular cases where PMCs have played an active role in armed conflict and derives from those cases the modifications necessary to apply just principles to new agents in the landscape of war.

While privatization is not a new concept for the US military, the public debate on military privatization is limited to legal, financial, and pragmatic concerns. A critical assessment of the ethical dimensions of military privatization in general is missing. More specifically, in light of the increased reliance upon armed contractors, it must be asked whether it is morally permissible for governments to employ them at all. To this end, this book explores four areas that highlight the ethical implications of using armed contractors: how armed contractors are distinct from soldiers and mercenaries; the commodification of force; the belligerent equality of combatants; and the impact of armed contractors on the professional military. While some take an absolutist position, wanting to bar the use of private military altogether, this book reveals how these absolutist arguments are problematic and highlights that there are circumstances where turning to private force may be the only option. Recognising that outsourcing force will continue, this book thus proposes some changes to account for the problems of commodification, belligerent equality, and the challenge to the military profession.
