Book excerpt: Excerpt from Our Natural Rights: A Pamphlet for the People The following Pamphlet was written and published by me about seven years ago - before I had, yet, thrown myself upon the turbid current of public life. The views it contains were drawn from the fount of Nature - and it gives me pride, even at this distant period, that neither the "loyal" doctrines of the Orangemen - nor the sham-patriotism of the "liberals" have polluted a single line of this humble production. It begins by exhibiting the true merits of the British Government - and it proceeds to show the actual position of political affairs in the British Islands. This was, indeed, necessary, because at the time I speak of the mass of the Irish people knew almost nothing of the system that oppressed them. Religious animosities had taken possession of the whole people. The "loyal Orangeman" was rackrented to the point of starvation, yet he cried "to H - with the Pope' and toasted 'the glorious and immortal memory' with as much zeal as if he were not himself as abject a serf as his Catholic fellow countryman. On the other hand the Catholic would shout praise and glory to any lord or Duke - no matter how tyrannical - who called himsef a 'liberal', and subscribed 10 towards building a Chapel out of the ten thousand which his rapacity wrung annually from the famished tillers of the soil. I therefore began with, delineating the actual nature of the Government, and the actual state of parties - an arrangement that will, I think, be found useful in the present edition. But the main object of the pamphlet is to discuss, and define the nature, and true extent, of land Ownership. This is a subject which had received no attention in the British Islands up to the publication of this Tract. The unlimited right of a few hundred individuals to appropriate the entire soil to themselves had never been disputed. Often have I heard the Farmer declare that he would not pay Tithe because he did not receive any value from the Parson, but he did not grudge to pay the landlord, because he "gave him value for his money." With two exceptions, Wentworth Higginson and Rufus Leighton, they had no special acquaintance with the man, Parker; their knowledge of him is derived from books or from hearsay; to some extent from his biographies. But I knew the man personally for six or eight years, and for most of that time was in close and often daily intimacy with him. After years of this intimacy, he selected me, one of the youngest of his hearers and associates, as his literary executor, - an office which circumstances elsewhere explained, forbade me to perform. When, therefore, I have heard him described with cool misunderstanding, or evident prejudice, I have had only to recur to the memory of my long association with him, to correct the false impressions thus conveyed by persons who never knew him. Especially is this true of his relation to the national sin and curse, negro slavery, against which every great and wise American protested by voice or example, and which no truly sagacious fellow-countryman ever defended for any length of time. Many good men apologized for it, some who, like Jefferson, portrayed with searching acuteness its evils and dangers, may afterwards have seemed to excuse it; but only because they could not see the way clearly to its abolition in their day. While this work has been passing through the press, several of these States have adopted constitutions under the Reconstruction Acts, and have been admitted to representation in Congress. Maryland has also adopted a new constitution. The changes, how ever, which have been made by these constitutions, in particulars important to the present work, are not numerous, nor often im portant. The new constitutions of Arkansas and Florida forbid special legislative acts authorizing the sale of lands of infants and other persons under disability. In the clauses from the constitutions of Florida and North Car olina quoted in the note on page 352, the word freeman is changed to person by the new instruments. Regarding liberty of speech and of the press, no changes are made by the new constitutions of Alabama, Florida, Georgia, and Louisiana, and only a change of the word liberty to privilege in that of Maryland.
