Book excerpt: This volume seeks to start a revival of the field of disarmament law scholarship. Law is a fundamental component of disarmament, yet today, most perspectives on the wide range of disarmament issues that exist come primarily from political, diplomatic and public advocacy angles. The aim of this book is to revive the field of disarmament law building on earlier, important and still relevant contributions by international lawyers to the subject. The collection brings together international scholars on various aspects of disarmament. The contributions range across a variety of weapons types, adopt different approaches - doctrinal, historical and critical - to the issues being discussed and taken together, constitute a snapshot of the ideas, concerns and issues that currently occupy disarmament law scholars. The book will be essential reading for academics, researchers and policy-makers working in the area of disarmament.

Available in PDF, EPUB and Kindle. Book excerpt: This open-access book explores the security dynamics amid the polarization, shifting borders, and liquid governance that define the Zeitenwende era in Europe's eastern neighbourhood and Central Asia. Presenting various case studies, the volume unveils the intricate web of border dynamics and practices, including the nuanced interplay of border disputes within the Organization for Security and Cooperation in Europe (OSCE) member states. The contributions shed new light on how contested borders and liquid modes of governance have impacted the engagement of international organizations such as the European Union (EU), North Atlantic Treaty Organization (NATO), and OSCE in security crises and conflict prevention. Delving deeper, a special part dissects the ongoing Russia-Ukraine conflict and examines European and international responses. By analyzing the stances of diverse European countries, their neighborhood, and international organizations, this section uncovers commonalities and disparities in their approaches to the Ukrainian crisis.

Book excerpt: This book offers a general framework for a better understanding of the differences and similarities between the institutional rules of intergovernmental organizations that include parliamentary elements, and analyzes the role of various types of international parliamentary assemblies in the system of global governance, as well as insights into the process known as “parliamentarization of international organizations.” Firstly, it presents a case study of various types of international parliamentary assemblies, which is then used to analyze the law of particular international organizations that include parliamentary assemblies or relate to them. Secondly, the book compares two parliamentary assemblies of international organizations – the Parliamentary Assembly of the Organization for Security and Co-operation in Europe (OSCE PA) and the Parliamentary Assembly of the Council of Europe (PACE) – in terms of structure, powers, and relations with their IGOs. It also investigates the activities of assemblies and their cooperations for the purpose to explore the positive effects of the work of international parliamentary assemblies and their potential for having an impact at the national level. Lastly, the book analyzes the tangible and desirable powers of international assemblies by comparing examples of existing international parliamentary assemblies with the UN Parliamentary Assembly project. Based on that, the author compiles a list of essential requirements and principles for effective international parliamentary assemblies.

Available in PDF, EPUB and Kindle. Book excerpt: After the attacks of 9/11 terrorism and other forms of transnational risks of violence dominated official security policy. Researchers at the Institute for Peace Research and Security Policy at the University of Hamburg investigated the consequences of this change for security governance in a multi-annual research program. Case studies show that transnational security policies changed, but that national governments remained dominant. In other words, the transnationalisation of threat perceptions only led to a limited internationalisaton of security policies. The volume presents results of the research program. It combines conceptual work on security governance with empirical research, for instance on counterterrorism, changing perceptions of security in international organizations, such as the European Union and the Organization for Security and Co-operation in Europe.

Available in PDF, EPUB and Kindle. Book excerpt: This book investigates the extent to which the EU has defined and operationalised the notion of effective multilateralism. Reform has dominated the agenda of the EU in recent years with the adoption and implementation of the Lisbon Treaty. However, various international organisations have also been in reform mode in an attempt to adjust their structure to the changing polarity and counter criticisms about a lack of legitimacy, accountability and effectiveness. The EU and Effective Multilateralism examines the EU’s intention to make multilateral settings more effective, as formulated by the European Security Strategy in December 2003. Firmly grounded in new empirical research, it provides a balanced account of the fit between internal reform (the institutional reform within the EU, notably following the entry into force of the Lisbon Treaty) and external reform (the institutional reform of the international reform in which the EU operates). This book will be of much interest to students of EU politics, European security, international organisations, foreign policy and IR in general.

Available in PDF, EPUB and Kindle. Book excerpt: This book analyses police corruption across four country case studies, exploring how the problem manifests in each country and how it can be reduced. The problem of police corruption ranges from having to pay a bribe to a traffic cop to avoid a speeding fine, right up to more serious forms, such as collusion with organised crime groups and terrorists. The issue therefore constitutes a significant security threat and a human rights issue, but it is often difficult to understand the extent of the problem, and how it varies across contexts. This book analyses the corruption situation in Bulgaria, Germany, Russia and Singapore, identifies similarities and differences across them, and analyses the various means of addressing the problem: punitive, incentivising, technological, administrative and imaging, and the role of civil society. Drawing on existing literature and research, the book also makes extensive use of local sources and original survey data across the four countries. As comparative literature on police corruption remains rare, this book’s survey of the situation in two developed states and two post-communist transition states will be of considerable interest to students and researchers across corruption studies, criminology, police studies and security studies, as well as practitioners working in anti-corruption and law enforcement agencies.

Available in PDF, EPUB and Kindle. Book excerpt: What can be done to warn about and organize political action to prevent genocide and mass atrocities? The international contributors to this volume are either experts or practitioners, often both, who have contributed in substantial ways to analyzing high risk situations, recommending preventive policies and actions, and in several instances helping to organize remedial actions. Whereas current literature on the prevention of genocide is theoretically well grounded, this book explores what can be done, and has been done, in real-world situations. Recommendations and actions are rooted in a generation of experience, based on solid historical, comparative, and empirical research and with a grounding in quantitative methods. This volume examines historical cases to understand the general causes and processes of mass violence and genocide, and engages with ongoing genocidal crises including Darfur and Syria, as well as other forms of related violence such as terrorism and civil conflict. It will be key reading for all students and scholars of genocide, war and conflict studies, human security and security studies in general.
