Book excerpt: Since the early 1960s, when Joseph Valachi provided dramatic testimony concerning the activities of La Cosa Nostra, many people (including representatives of leading law enforcement agencies) have gained the impression that organized crime in the United States is dominated by, or consists almost totally of, the LCN "families" whose members are of Italian origin. Other criminal groups of different background have frequently been described merely as "emerging" groups. In its efforts to develop detailed information on these "emerging" groups, the President?s Commission on Organized Crime decided that its third hearing, in October, 1984, should concentrate on criminal groups in this country whose members have ethnic origins in three countries in Asia: China, Japan, and Vietnam.Because far less is publicly known about the size, composition, and activities of these Asian groups, the Commission solicited testimony from numerous law enforcement officials in local and Federal agencies, and even from police officers in foreign jurisdictions such as Toronto and Amsterdam. The Commission also obtained testimony from various cooperating witnesses with first-hand knowledge of the activities of these groups. Finally, the Commission made use of the powers conferred on it by its enabling legislation to issue subpoenas to, and to compel the testimony of, other witnesses. Through these witnesses, the Commission sought to develop some of the information that law enforcement agencies previously have lacked about these groups, and to assess their significance in comparison with other criminal organizations.

In Japan, a gang of a different breed would arise - one underscored by honor, respect, family, and a code of ethics. They are the Yakuza. The Yakuza claim to be the Robin Hoods of the Far East. While they may lean towards the other side of the law, justice is all they truly aim for. After all, for a time, these tattoo-covered "thugs" have even been praised by the public. On the other hand, most are quick to say otherwise. Either way, the Yakuza is a nefarious network of stone-faced, theatrically tattooed families, with descendants that continue to make even the most seasoned of authorities quake in their shoes. From running guns to white-collar crimes in cyberspace and illegal seafood, the Triads, the mafia of China, are potent figures in the world of organized crime. Going by enigmatic names like the 14K Triad and the United Bamboo Gang, these criminal groups are enormous, with some organizations boosting memberships ranging in the tens of thousands. A powerful factor in China and throughout Asia, Triads are entrenched in society and the masters of multiple enterprises ranging from extortion, narcotics, prostitution and white collar crime. Despite their origins in mainland China, the Triads are most powerful in Hong Kong and Taiwan; as an international organization, the Triads have expanded into North America and other Western countries. The various Triad organizations are different but share many similarities, including a hierarchical structure, exclusive membership, common commercial money-making activities, the use of violence as a tool and the codification of rituals for the group. Although the various Triad groups share a common Chinese ethnic origin, these groups are fiercely territorial and do not collaborate together too often. The modern Triads trace their lineage to a group called the Hung Mun (Heaven and Earth Association). Originating in the Qing Dynasty as a secret society focused on Han solidarity and the restoration of the Ming Dynasty, these groups sought to overthrow the foreign Manchu Qing rulers. The Hung Mun positioned themselves as self-help organizations to disfranchised Chinese workers, providing them money loans and welfare when they were ignored by the government. From these secretive anti-Qing groups to their current existence as powerful organized crime groups, the Triads have continued to evolve and grow. The first two concern movement between the countries of the region, one for general labour and one for sexual exploitation. The third concerns the smuggling of migrants from the region to the rich countries of the West, and the last focuses on migrants smuggled through the region from the poor and conflicted countries of South and Southwest Asia. Drug trafficking: The production and use of opiates has a long history in the region, but the main opiate problem in the 21st century involves the more refined form of the drug: heroin. In addition, methamphetamine has been a threat in parts of East Asia for decades (in the form of yaba tablets), but crystal methamphetamine has recently grown greatly in popularity. Virtually every country in the region has some crystal methamphetamine users, and some populations consume at very high levels.Resources: Resource-related crimes include those related to both extractive industries, such as the illegal harvesting of wildlife and timber, and other crimes that have a negative impact on the environment, such as the dumping of e-waste and the trade in ozone-depleting substances. In all cases, the threat goes beyond borders, jeopardizing the global environmental heritage. These are therefore crimes of inherent international significance, though they are frequently dealt with lightly under local legislation.Counterfeit goods: The trade in counterfeit goods is often perceived as a "soft" form of crime, but can have dangerous consequences for public health and safety. Fraudulent medicines in particular pose a threat to public health, and their use can foster the growth of treatment resistant pathogens.
