Book excerpt: This thesis examines the operational environment for social organizations working to address the challenges facing Ho Chi Minh City's increasing migrant population. After Vietnam introduced sweeping economic reforms in 1986, the country began to experience rapid industrialization and urbanization. Ho Chi Minh City has since emerged as the country's financial hub, and it finds itself at the epicenter of a significant population shift and the destination of a large number of migrants seeking economic opportunity. This thesis seeks to uncover the difficulties that arise from Vietnam's urban migration by exploring the challenges facing the migrant community in Ho Chi Minh City. It further analyzes how migrant needs may or may not be addressed by existing social organizations. Given Ho Chi Minh City's unique political environment, how does this highly regulated environment influence the social activities of local non-profit organizations and how do such organizations adapt to these challenges in order to meet the needs of migrant workers? This research clarifies the inequalities that emerge from urban migration and the importance of social organizations to address the pressing needs that arise from these shifting dynamics. This thesis suggests that Vietnam's unique operational environment presents added challenges to addressing these issues. In light of global migration and urbanization trends, Vietnam still has far to go in its development, and how the state chooses to interact with these organizations may determine the success of its progress.

In addition to the data from the VRUM project, the book draws on other widely used data sources to provide a comprehensive picture of rural-urban migrants in Vietnam. By highlighting the issues and challenges brought about by the large-scale rural-urban migration in Vietnam, the book helps researchers and policymakers more effectively formulate policies to respond to those challenges. Moreover, Vietnam’s experience can serve as lessons learnt to other transitional/developing countries.

Book excerpt: Since the Doi Moi policy of economic renovation was introduced in 1986, Vietnam has undergone deep transformations as a result of the transition to a socialist-oriented market economy. Social and urban transition has taken place in parallel, as urban dynamics were spurred on by Vietnamese public and private stakeholders, and by external agents such as international organizations and international solidarity organizations, experts, consultants and bilateral aid organizations.Here are the results of research carried out by French, Canadian and Vietnamese teams from the north and south of the country on the overarching theme of Vietnamese cities in transition. Some of this research deals with urban dynamics, some with the issues at stake within such dynamics, or with the strategies of the most significant stakeholders in urban transition: civil society, donors within the framework of official aid for development, consultants and international consultancy firms. These projects were carried out between 2001 and 2004 as part of the Urban Research Programme for Development (PRUD), and mainly focus on Hanoi and Ho Chi Minh City, or both in the case of comparative studies.Is there such a thing as a Vietnamese model of an Asian city? It seems that urban transition in Vietnam is not taking place in as radical and abrupt a manner as in China. The country's capacity for absorbing external models, the quest for a third way between state intervention and economic liberalism, and the fact that the country's architectural heritage is taken into account in urban planning, are just some of the reasons for its particularity. The issues addressed in each chapter, as well as the proposals for further research suggested by the contributors, should act as a catalyst for urban research in Vietnam.

It shows that to a significant degree, measures dealing with climate change can be taken from the toolbox of sustainable urban development and reflects how institutional structures need to change to enhance chances for implementation given socio-cultural and economic constraints. This is merged and integrated into a holistic perspective of planning recommendations, supporting the municipal government to increase its adaptive capacity. The authors are members of a German government funded research project on how to support HCMC’s municipal government to adapt to risks related to climate change.

It goes beyond arguments of defective law enforcement and copyright legal systems by applying sociological perspectives to examine the socio-economic forces behind the advent of piracy in the region. Using documentary and ethnographic data, in addition to resistance and ecological theories in sociology of law and technology as the overall theoretical framework, the book investigates factors that contribute to this phenomenon and factors that impede the full formalization of the optical media trade in the two countries. These factors include the government’s attitude towards the informal sector and strong resistance to tougher IPR protection, unstable and sometimes conflicting policies on technologies, burdensome business registration process and weak enforcement of business regulations, bureaucratic corruption and loopholes in law enforcement system as well as trade ties with China. In addition to that, the book highlights the social background of the actors behind the illegal business of counterfeit CDs and DVDs, thereby explaining the reasons they continue to persist in this type of trade. Much of this literature focuses on analyzing poverty at the national level, or spatial disaggregation by general categories of urban or rural areas, with adjustments made for regional price differentials. Yet for an individual city attempting to tackle the problems of urban poverty, this level of aggregation is not sufficient for answering specific questions such as where the poor are located in the city, whether there are differences between poor areas, if access to services varies by subgroup, whether specific programs are reaching the poorest, and how to design effective poverty reduction programs and policies. Answering these questions is critical, particularly for large, sprawling cities with highly diverse populations and growing problems of urban poverty. Understanding urban poverty presents a set of issues distinct from general poverty analysis and thus may require additional tools and techniques. Baker and Schuler summarize the main issues in conducting urban poverty analysis, with a focus on presenting a sample of case studies from urban areas that were implemented by a number of different agencies using a range of analytical approaches for studying urban poverty. Specific conclusions regarding design and analysis, data, timing, cost, and implementation issues are discussed.
