Book excerpt: How the drug war transformed American political culture Since the 1950s, the American war on drugs has positioned white middle-class youth as sympathetic victims of illegal drug markets who need rehabilitation instead of incarceration whenever they break the law. The Suburban Crisis traces how politicians, the media, and grassroots political activists crusaded to protect white families from perceived threats while criminalizing and incarcerating urban minorities, and how a troubling legacy of racial injustice continues to inform the war on drugs today. In this incisive political history, Matthew Lassiter shows how the category of the “white middle-class victim” has been as central to the politics and culture of the drug war as racial stereotypes like the “foreign trafficker,” “urban pusher,” and “predatory ghetto addict.” He describes how the futile mission to safeguard and control white suburban youth shaped the enactment of the nation’s first mandatory-minimum drug laws in the 1950s, and how soaring marijuana arrests of white Americans led to demands to refocus on “real criminals” in inner cities. The 1980s brought “just say no” moralizing in the white suburbs and militarized crackdowns in urban centers. The Suburban Crisis reveals how the escalating drug war merged punitive law enforcement and coercive public health into a discriminatory system for the social control of teenagers and young adults, and how liberal and conservative lawmakers alike pursued an agenda of racialized criminalization.

Available in PDF, EPUB and Kindle. Book excerpt: The rise—and fall—of research into the therapeutic potential of LSD. After LSD arrived in the United States in 1949, the drug's therapeutic promise quickly captured the interests of psychiatrists. In the decade that followed, modern psychopharmacology was born and research into the drug's perceptual and psychological effects boomed. By the early 1960s, psychiatrists focused on a particularly promising treatment known as psychedelic therapy: a single, carefully guided, high-dose LSD session coupled with brief but intensive psychotherapy. Researchers reported an astounding 50 percent success rate in treating chronic alcoholism, as well as substantial improvement in patients suffering from a range of other disorders. Yet despite this success, LSD officially remained an experimental drug only. Research into its effects, psychological and otherwise, dwindled before coming to a close in the 1970s. In The Trials of Psychedelic Therapy, Matthew Oram traces the early promise and eventual demise of LSD psychotherapy in the United States. While the common perception is that LSD's prohibition terminated legitimate research, Oram draws on files from the Food and Drug Administration and the personal papers of LSD researchers to reveal that the most significant issue was not the drug's illegality, but the persistent question of its efficacy. The landmark Kefauver-Harris Drug Amendments of 1962 installed strict standards for efficacy evaluation, which LSD researchers struggled to meet due to the unorthodox nature of their treatment. Exploring the complex interactions between clinical science, regulation, and therapeutics in American medicine, The Trials of Psychedelic Therapy explains how an age of empirical research and limited government oversight gave way to sophisticated controlled clinical trials and complex federal regulations. Analyzing the debates around how to understand and evaluate treatment efficacy, this book will appeal to anyone with an interest in LSD and psychedelics, as well as mental health professionals, regulators, and scholars of the history of psychiatry, psychotherapy, drug regulation, and pharmaceutical research and development.

Available in PDF, EPUB and Kindle. Book excerpt: How the FDA became the world's most powerful regulatory agency The U.S. Food and Drug Administration is the most powerful regulatory agency in the world. How did the FDA become so influential? And how exactly does it wield its extraordinary power? Reputation and Power traces the history of FDA regulation of pharmaceuticals, revealing how the agency's organizational reputation has been the primary source of its power, yet also one of its ultimate constraints. Daniel Carpenter describes how the FDA cultivated a reputation for competence and vigilance throughout the last century, and how this organizational image has enabled the agency to regulate an industry as powerful as American pharmaceuticals while resisting efforts to curb its own authority. Carpenter explains how the FDA's reputation and power have played out among committees in Congress, and with drug companies, advocacy groups, the media, research hospitals and universities, and governments in Europe and India. He shows how FDA regulatory power has influenced the way that business, medicine, and science are conducted in the United States and worldwide. Along the way, Carpenter offers new insights into the therapeutic revolution of the 1940s and 1950s; the 1980s AIDS crisis; the advent of oral contraceptives and cancer chemotherapy; the rise of antiregulatory conservatism; and the FDA's waning influence in drug regulation today. Reputation and Power demonstrates how reputation shapes the power and behavior of government agencies, and sheds new light on how that power is used and contested.
