Book excerpt: State of Giving is a survey of the urgent challenges facing Oregon's communities, and the central role that nonprofits, philanthropists, and volunteers play in their resolution. There are ways in which we all--regardless of age, wealth, location, or background--can give back to our communities, and the need for such engagement is great. In addition to introducing Oregon's key areas of need and demonstrating diverse pathways into civic engagement, the book provides resources for prospective volunteers and donors seeking to maximize their impact. Ultimately, State of Giving makes the case for nonprofits and their supporters as undervalued pillars of civic structure, as cornerstones of progress, and as crucial to the future of a prosperous Oregon. It's an accessible call-to-arms, and an essential text for anyone interested in strengthening their community and their state.

Book excerpt: Norma Petersen Paulus grew up in Depression-era poverty in Eastern Oregon. She survived a bout with polio in her teens, taught herself to be a legal secretary, and graduated from law school with honors despite not attending college first. Anyone with such a story would be remarkable, but this was just her beginning. Paulus came from a family of Roosevelt Democrats, but when a friend campaigned for a Republication seat in the state legislature, she switched parties. Amid the nationwide political upheavals of the late 1960s, Oregon's Republicans, led by popular governor Tom McCall, seemed to be her kind of people-principled, pragmatic, and committed to education, the environment, and equality for all citizens under the law Paulus's appointment by Governor McCall to the Marion-Polk Boundary Commission in 1969 launched her on a long and distinguished career of public service. She ran successfully for the Oregon House of Representatives in 1970. After three terms in the House, she was elected Oregon's Secretary of State in 1976-the first woman to be elected to a statewide office in Oregon. She was the Republican candidate for governor in 1986, served a stint on the Northwest Power and Conservation Council, went on to become Oregon's superintendent of public instruction, and at the end of her long career, headed the Oregon Historical Society. During her years of public service, Norma Paulus occupied a distinctive niche in Oregon's progressive political ecosystem. Her vivid personality and strong convictions endeared her to a broad swath of citizens. Engaging and opinionated, charming and forceful, Paulus was widely covered in statewide and national media during her eventful, sometimes controversial career. Now, The Only Woman in the Room documents her life and work in a lively, anecdotal history that will appeal to historians, political scientists, newshounds, and ordinary citizens alike. Book jacket.

Available in PDF, EPUB and Kindle. Book excerpt: “Sprawl” is one of the ugliest words in the American political lexicon. Virtually no one wants America’s rural landscapes, farmland, and natural areas to be lost to bland, placeless malls, freeways, and subdivisions. Yet few of America’s fast-growing rural areas have effective rules to limit or contain sprawl. Oregon is one of the nation’s most celebrated exceptions. In the early 1970s Oregon established the nation’s first and only comprehensive statewide system of land-use planning and largely succeeded in confining residential and commercial growth to urban areas while preserving the state’s rural farmland, forests, and natural areas. Despite repeated political attacks, the state’s planning system remained essentially politically unscathed for three decades. In the early- and mid-2000s, however, the Oregon public appeared disenchanted, voting repeatedly in favor of statewide ballot initiatives that undermined the ability of the state to regulate growth. One of America’s most celebrated “success stories” in the war against sprawl appeared to crumble, inspiring property rights activists in numerous other western states to launch copycat ballot initiatives against land-use regulation. This is the first book to tell the story of Oregon’s unique land-use planning system from its rise in the early 1970s to its near-death experience in the first decade of the 2000s. Using participant observation and extensive original interviews with key figures on both sides of the state’s land use wars past and present, this book examines the question of how and why a planning system that was once the nation’s most visible and successful example of a comprehensive regulatory approach to preventing runaway sprawl nearly collapsed. Planning Paradise is tough love for Oregon planning. While admiring much of what the state’s planning system has accomplished, Walker and Hurley believe that scholars, professionals, activists, and citizens engaged in the battle against sprawl would be well advised to think long and deeply about the lessons that the recent struggles of one of America’s most celebrated planning systems may hold for the future of land-use planning in Oregon and beyond.

Fifty State Capitols shows how the architecture of state capitols contributes to the success of representative government. The formality, timelessness, and public grandeur of representative government are on public display at every one of America's fifty state capitols. Fifty State Capitols describes the majesty and stateliness of each state capitol's exterior form and selected interior details, in words and photographs, including a brief history of the building.
