The governor is authorized to declare a state of emergency at the request of a county governing body or based on his or her determination that an emergency has occurred. During a state of emergency the governor is authorized to control goods, services and commodities, and may, with the legislature's approval, transfer and spend money appropriated for other purposes to meet the emergency. The governor may unilaterally accept federal financial assistance for political subdivisions after the President issues a major disaster declaration; concurrence of the state Emergency Board or the Joint Ways and Means Committee of the Assembly is required for temporary housing assistance or financial aid to individuals and families. This report is one of a series that profiles emergency management and homeland security statutory authorities of the 50 states, the District of Columbia, the Commonwealth of the Northern Mariana Islands, the Commonwealth of Puerto Rico, American Samoa, Guam, and the U.S. Virgin Islands. Each profile identifies the more significant elements of state statutes, generally as codified. Congressional readers may wish to conduct further searches for related provisions using the Internet link presented in the last section of this report. The National Conference of State Legislatures provided primary research assistance in the development of these profiles under contract to the Congressional Research Service (CRS). Summary information on all of the profiles is presented in CRS Report RL32287. This report will be updated as developments warrant.

The book covers both preparedness planning and actual emergency management and includes these helpful features: Uses a modular approach to developing written plans, starting with the Preparedness Plan at the federal, provincial/state levels. At its core is the Emergency Management Plan, which is essentially the establishment and operation of the Emergency Operations Center that is central to any emergency. Instructions also cover other common plans: 1) Emergency Social Services 2) Emergency Public Information 3) Emergency Telecommunications 4) Evacuation 5) Hazard-Specific 6) Mutual Aid Agreements Takes novice emergency planners step-by-step through the four complete processes of mitigation, preparedness, response, and recovery for natural and human-made disasters. Gives tips for a staff training matrix and for developing a timetable of graduated exercises to test the written plan. Includes checklists, summaries, plan outlines, glossary, appendices that list online resources, and suggestions for career and professional development.

Book excerpt: Decision-Making in Emergency Management examines decisions the authors have made over their careers based on their combined training, experience and instinct. Through a broad range of case studies, readers discover how experience impacts decision-making in conjunction with research and tools available. While the use of science, data and industry standards are always the best option when it comes to handling emergency situations, not all emergency situations fit one known solution. This book comprehensively explores the question "Is 'instinct' a viable factor when faced with a challenging situation and how close does it match up with the best science available?" Includes case studies from natural and manmade disasters, providing readers with decision-making skills in various global settings Provides readers the opportunity to learn from someone else's decisions Inspires emergency response personnel to continuously pursue learning, question their strategies and apply changes as appropriate
