Book excerpt: The Chemical Weapons Convention requires, among other things, that the signatories to the conventionâ€"which includes the United Statesâ€"destroy by April 29, 2007, or as soon possible thereafter, any chemical warfare materiel that has been recovered from sites where it has been buried once discovered. For several years the United States and several other countries have been developing and using technologies to dispose of this non-stockpile materiel. To determine whether international efforts have resulted in technologies that would benefit the U.S. program, the U.S. Army asked the NRC to evaluate and compare such technologies to those now used by the United States. This book presents a discussion of factors used in the evaluations, summaries of evaluations of several promising international technologies for processing munitions and for agent-only processing, and summaries of other technologies that are less likely to be of benefit to the U.S. program at this time.

Book excerpt: From a former senior advisor to Senator John McCain comes an urgent wake-up call about how new technologies are threatening America's military might. For generations of Americans, our country has been the world's dominant military power. How the US military fights, and the systems and weapons that it fights with, have been uncontested. That old reality, however, is rapidly deteriorating. America's traditional sources of power are eroding amid the emergence of new technologies and the growing military threat posed by rivals such as China. America is at grave risk of losing a future war. As Christian Brose reveals in this urgent wake-up call, the future will be defined by artificial intelligence, autonomous systems, and other emerging technologies that are revolutionizing global industries and are now poised to overturn the model of American defense. This fascinating, if disturbing, book confronts the existential risks on the horizon, charting a way for America's military to adapt and succeed with new thinking as well as new technology. America must build a battle network of systems that enables people to rapidly understand threats, make decisions, and take military actions, the process known as "the kill chain." Examining threats from China, Russia, and elsewhere, The Kill Chain offers hope and, ultimately, insights on how America can apply advanced technologies to prevent war, deter aggression, and maintain peace.

Book excerpt: The U.S. military has a stockpile of approximately 400,000 tons of excess, obsolete, or unserviceable munitions. About 60,000 tons are added to the stockpile each year. Munitions include projectiles, bombs, rockets, landmines, and missiles. Open burning/open detonation (OB/OD) of these munitions has been a common disposal practice for decades, although it has decreased significantly since 2011. OB/OD is relatively quick, procedurally straightforward, and inexpensive. However, the downside of OB and OD is that they release contaminants from the operation directly into the environment. Over time, a number of technology alternatives to OB/OD have become available and more are in research and development. Alternative technologies generally involve some type of contained destruction of the energetic materials, including contained burning or contained detonation as well as contained methods that forego combustion or detonation. Alternatives for the Demilitarization of Conventional Munitions reviews the current conventional munitions demilitarization stockpile and analyzes existing and emerging disposal, treatment, and reuse technologies. This report identifies and evaluates any barriers to full-scale deployment of alternatives to OB/OD or non-closed loop incineration/combustion, and provides recommendations to overcome such barriers.

Book excerpt: July 2019 Printed in BLACK AND WHITE The Army's Weapon Systems Handbook was updated in July 2019, but is still titled "Weapon Systems Handbook 2018." We are printing this in black and white to keep the price low. It presents many of the acquisition programs currently fielded or in development. The U.S. Army Acquisition Corps, with its 36,000 professionals, bears a unique responsibility for the oversight and systems management of the Army's acquisition lifecycle. With responsibility for hundreds of acquisition programs, civilian and military professionals collectively oversee research, development and acquisition activities totaling more than $20 billion in Fiscal Year 2016 alone. Why buy a book you can download for free? We print this so you don't have to. We at 4th Watch Publishing are former government employees, so we know how government employees actually use the standards. When a new standard is released, somebody has to print it, punch holes and put it in a 3-ring binder. While this is not a big deal for a 5 or 10-page document, many DoD documents are over 400 pages and printing a large document is a time- consuming effort. So, a person that's paid $25 an hour is spending hours simply printing out the tools needed to do the job. That's time that could be better spent doing mission. We publish these documents so you can focus on what you are there for. It's much more cost-effective to just order the latest version from Amazon.com. Available in PDF, EPUB and Kindle. Book excerpt: The Department of the Army meets its materiel requirements principally through purchase from private sources. However, the Army produces certain ordnance-related items and performs some ordnance-related services in a set of arsenals, ammunition plants, other ammunition activities, and depots. The Army operates some of these facilities; contractors operate others. Although this set of facilities has been reduced since the end of the Cold War, the remaining facilities still operate at less than their full capacity today. The unused and underused capacity raises questions about how many of these facilities the Army needs, how large they need to be, and who should own and operate them. This report represents the third phase of a multiyear study that examines the Army's ordnance industrial base and makes recommendations about these issues.

It explores how gunpowder and artillery played a pivotal role in the military ascendancy of the East India Company in India. The monograph argues that the contemporary Indian military landscape was extremely dynamic, with contemporary indigenous polities (Mysore, the Maratha Confederacy and the Khalsa Kingdom) attempting to transform their military systems by modelling their armies on European lines. It shows how the Company established an edge through an efficient bureaucracy and a standardised manufacturing system, while the Indian powers primarily focused on continuous innovation and failed to introduce standardisation of production. Drawing on archival records from India and the UK, this volume makes a significant intervention in our understanding of the rise of the British Empire in South Asia. It will be of great interest to scholars and researchers of history, especially military history, military and strategic studies and South Asian studies.
