It is, at the same time, a subject of overwhelming importance to the fate of the United States and civilization itself. Col. Dennis M. Drew and Dr. Donald M. Snow have done a considerable service by drawing together many of the diverse threads of national security strategy into a coherent whole. They consider political and military strategy elements as part of a larger decisionmaking process influenced by economic, technological, cultural, and historical factors. I know of no other recent volume that addresses the entire national security milieu in such a logical manner and yet also manages to address current concerns so thoroughly. It is equally remarkable that they have addressed so many contentious problems in such an evenhanded manner. Rather than facing an ideologically driven great power alliance, the new threat appears to be emanating from failed or failing states. And rather than preparing to deter, and if necessary, defeat, a military super power the United States has entered into long, costly, and uncertain nation building efforts that are falling out of favor with the American public facing a deep recession. Nation building efforts in Iraq and Afghanistan have exposed an imbalance in the capabilities of the departments and agencies and an inability to achieve a unity of effort, a whole of government effort. High level commissions recommend a reallocation of resources to achieve a new balance in the instruments of power and major reorganizations to affect a better orchestration of the instruments. Others are completely redefining national security. Traditionally, threats to national security were military problems with military solutions. What were considered issues of foreign policy -- including pandemics and environmental degradation -- are increasingly cast as national security matters. They are not military problems with military solutions. A national security strategy aligns ends, ways, and means. Finding a new alignment must take place in an environment of a deep and wide recession, partisan gridlock, and uncertainty about the very meaning of national security. This book presents the reader with the information necessary to engage in an informed debate on national security strategy and the system that supports it.

The Seabees were created in answer to a crucial demand for builders who could fight. Using sailors to build shore-based facilities; however, was not a new idea. Ancient Egyptians, Phoenicians, Greeks, and Romans did it. In more recent times, from the earliest days ofthe United States Navy, sailors who were handy with tools occasionally did minor construction chores at land bases. After the 7 December 1941 Japanese attack on Pearl Harbor and the United States entry into the war, the use of civilian labor in war zones became impractical. Under international law civilians were not permitted to resist enemy military attack. Resistance meant summary execution as guerrillas. The need for a militarized Naval Construction Force to build advance bases in the war zone was self-evident. Therefore, Rear Admiral Ben Moreell determined to activate, organize, and man Navy construction units. On 28 December 1941, he requested specific authority to carry out this decision, and on 5 January 1942, he gained authority from the Bureau of Navigation to recruit men from the construction trades for assignment to a Naval Construction Regiment composed of three Naval Construction Battalions. This is the actual beginning of the renowned Seabees, who obtained their designation from the initial letters of Construction Battalion. Admiral Moreell personally furnished them with their official motto: Construimus, Batuimus -- "We Build, We Fight."

Book excerpt: It is not the purpose of this work to write a treatise on instrumentation or to prepare a pedagogical analysis of orchestration only, but rather to trace the evolu-tion of the orchestra and of orchestration in connection with the history of music proper. Special emphasis will be laid upon what may be termed the IMPELLING FORCES to which the development of orchestration is due. This necessitates a considerable repetition of familiar facts that do not lend themselves to further original treatment. The restatement of such facts, however, would seem to form an indispensable background for the main theme, which is thereby exposed with all its attending phases of logical evolution. In addition to extended studies of orchestral scores themselves, the standard works of Berlioz, Gevaërt, Riemann, Parry, and others have, as a matter of course, been referred to. The subject under discussion has already been admirably handled by Lavoix in his voluminous work entitled "Histoire de L'Instrumentation," but it was unquestionably done through French glasses, and the scores of not one German romanticist are submitted to careful analysis beyond those of Weber and Wagner. "Parsifal" had not been produced at the time when Lavoix's book went to press, nor had such representative composers as Brahms, Saint-Saëns, Tschaikowsky, Dvorak then won their full meed of recognition. It is obvious, therefore, that the orchestration especially of the nineteenth century offers a fertile field for further profitable research. Again, the present writer is not aware of the existence of any comprehensive work in the English language upon the history of the orchestra and of orchestration. Throughout these pages the achievements of the more prominent composers are set forth in such manner as to indicate not only the distinctive features of their orchestration but of their general creative ability as well. In each case, the general style of composition and its significance as a contribution to musical literature are first enlarged upon. This is followed by an examination of the differentiated treatment of the strings, the wood, the brass, presented in logical sequence. A final analysis is then made of the individual method of orchestration as a whole, together with its relative value in the evolution of orchestration.
