Book excerpt: The Department of Defense (DOD) spends over $300 billion each year to develop, produce, field and sustain weapons systems (the U.S. Air Force over $100 billion per year). DOD and Air Force acquisitions programs often experience large cost overruns and schedule delays leading to a loss in confidence in the defense acquisition system and the people who work in it. Part of the DOD and Air Force response to these problems has been to increase the number of program and technical reviews that acquisition programs must undergo. This book looks specifically at the reviews that U.S. Air Force acquisition programs are required to undergo and poses a key question: Can changes in the number, content, or sequence of reviews help Air Force program managers more successfully execute their programs? This book concludes that, unless they do it better than they are now, Air Force and DOD attempts to address poor acquisition program performance with additional reviews will fail. This book makes five recommendations that together form a gold standard for conduct of reviews and if implemented and rigorously managed by Air Force and DOD acquisition executives can increase review effectiveness and efficiency. The bottom line is to help program managers successfully execute their programs.

Owning the technical baseline is a critical component of the Air Force's ability to regain and maintain acquisition excellence. Owning the technical baseline allows the government acquisition team to manage and respond knowledgeably and effectively to systems development, operations, and execution, thereby avoiding technical and other programmatic barriers to mission success. Additionally, owning the technical baseline ensures that government personnel understand the user requirements, why a particular design and its various features have been selected over competing designs, and what the options are to pursue alternative paths to the final product given unanticipated cost, schedule, and performance challenges. Owning the Technical Baseline for Acquisition Programs in the U.S. Air Force discusses the strategic value to the Air Force of owning the technical baseline and the risk of not owning it and highlights key aspects of how agencies other than the Air Force own the technical baseline for their acquisition programs. Book excerpt: Army and the Air Force have encountered limitations in their sustainment plans for some fielded weapon systems because they lacked needed technical data rights. The lack of technical data rights has limited the services flexibility to make changes to sustainment plans that are aimed at achieving cost savings and meeting legislative requirements regarding depot maintenance capabilities. During our review we identified seven Army and Air Force weapon system programs where these military services encountered limitations in implementing revisions to sustainment plans C-17 aircraft, F-22 aircraft, C-130J aircraft, Up-armored High- Mobility Multipurpose Wheeled Vehicle (HMMWV), Stryker family of vehicles, Airborne Warning and Control System (AWACS) aircraft, and M4 carbine. Although the circumstances surrounding each case were unique, earlier decisions made on technical data rights during system acquisition were cited as a primary reason for the limitations subsequently encountered. As a result of the limitations encountered due to the lack of technical data rights, the services had to alter their plans for developing maintenance capability at public depots, new sources of supply to increase production, or competitive offers for the acquisition of spare parts and components to reduce sustainment costs. For example, the Air Force identified a need to develop a capability to perform maintenance on the C-17 at government depots but lacked the requisite technical data rights. Consequently, the Air Force is seeking to form partnerships with C-17 subvendors to develop its depot maintenance capability. Its efforts to form these partnerships have had mixed results, according to Air Force officials, because some sub-vendors have declined to provide the needed technical data.

There are many causes including increased complexity, funding instability, bureaucracy, and more diverse user demands, but a view that is gaining more acceptance is that better systems engineering (SE) could help shorten development time. To investigate this assertion in more detail, the US Air Force asked the NRC to examine the role that SE can play during the acquisition life cycle to address root causes of program failure especially during pre-milestone A and early program phases. This book presents an assessment of the relationship between SE and program outcome; an examination of the SE workforce; and an analysis of SE functions and guidelines. The latter includes a definition of the minimum set of SE processes that need to be accounted for during project development.

Book excerpt: We are pleased to be here today to discuss issues facing the Department of Defense (DOD) in its acquisition of weapon systems, related spare parts, and other goods and services. In response to the many changes that have been witnessed in the defense acquisition environment over the last few years, DOD has begun broad-based changes to its acquisition and contracting processes. However, weapon programs continue to have questionable requirements; unrealistic cost, schedule, and performance estimates; and strategies that begin production before adequate testing has been completed. This discussion of acquisition issues is well-timed, as DOD implements plans to increase its procurement budget to $60 billion in fiscal year 2001-a 40-percent increase over last fiscal year's budget. My testimony focuses on a different approach to improving weapon acquisition outcomes based on best commercial practices and an understanding of the acquisition culture. My testimony also includes some observations on (1) DOD'S management of its acquisition workforce and organization, (2) DOD'S experience with commercial pricing of spare parts, (3) the effectiveness of DOD'S mentor-protege pilot program, and (4) federal agencies' use of multiple award task- and delivery-order contracts.

Book excerpt: Cost and schedule growth is a problem experienced by many types of projects in many fields of endeavor. Based on prior studies of cost growth in NASA and Department of Defense projects, this book identifies specific causes of cost growth associated with NASA Earth and space science missions and provides guidance on how NASA can overcome these specific problems. The recommendations in this book focus on changes in NASA policies that would directly reduce or eliminate the cost growth of Earth and space science missions. Large cost growth is a concern for Earth and space science missions, and it can be a concern for other missions as well. If the cost growth is large enough, it can create liquidity problems for NASA's Science Mission Directorate that in turn cause cost profile changes and development delays that amplify the overall cost growth for other concurrent and/or pending missions. Addressing cost growth through the allocation of artificially high reserves is an inefficient use of resources because it unnecessarily diminishes the portfolio of planned flights. The most efficient use of resources is to establish realistic budgets and reserves and effective management processes that maximize the likelihood that mission costs will not exceed reserves. NASA is already taking action to reduce cost growth; additional steps, as recommended herein, will help improve NASA's mission planning process and achieve the goal of ensuring frequent mission opportunities for NASA Earth and space science.

Four major sources of growth are identified: (1) errors in estimation and scheduling, (2) decisions by the government, (3) financial matters, and (4) miscellaneous. The analysis shows that more than two-thirds of cost growth (measured as simple averages) is caused by decisions, most of which involve quantity changes, requirements growth, and schedule changes.

Book excerpt: In support of the project "The Cost of Future Military Aircraft: Historical Cost Estimating Relationships and Cost Reduction Initiatives," this study gives an overview of a wide range of published estimates and projections of potential cost savings that are attributed to a variety of weapon system acquisition reform (AR) measures. These estimates are compared in accordance with a taxonomy developed by the authors. Although the origins and quality of the estimates are discussed, no independent estimates have been generated, nor are the existing published estimates analyzed in depth. Rather, the authors present a taxonomy of current AR initiatives; review published estimates of the cost savings attributed to these initiatives; report the views of industry and government officials on the potential cost savings from AR; and discuss the structuring and implementation of programmatic AR measures based on lessons learned from existing AR pilot programs. The project is in the RAND Project AIR FORCE Resource Management Program. The research is sponsored by the Principal Deputy, Office of the Assistant Secretary of the Air Force (Acquisition), and by the Office of the Technical Director, Air Force Cost Analysis Agency. This study should be of interest to government and industry officials concerned with assessing the potential cost savings that current AR measures may generate when applied to major weapon system R & D and procurement programs. The information collection cutoff date was December 1999.
