Book excerpt: This report summarizes the results of a test of the capability of MGA software to estimate training and retention outcomes from a small sample of first trial data. There were three test objectives: 1)test the ability of STAR software to estimate soldier end-of-course scores; 2) to test the ability of STAR to forecast skill decay over time; and, 3) to determine the frequency of training required to sustain skill.

Mission essential task lists help to scope training requirements based on current performance. However, there presently is no way for unit trainers to systematically schedule their training based on expected performance. The ability to project training status outward, beyond current performance levels, would enhance decisions about scheduling training. The ARI has previously investigated skill retention in order to develop such a capability. Changes in the operational environment and in the theoretical understanding of human performance have created opportunities to advance ARI's research program and have necessitated that these advances be made to assist the warfighter. Our research assessed the implications of the contemporary operational environment for maintaining skilled performance in light of a host of theoretical factors thought to influence skill decay. We implemented our findings in a survey-based instrument to be used for rating individual and collective tasks on several of these retention factors. This paper describes the survey-based instrument, its development, and initial evaluation. In future work, task ratings assigned using this instrument will be compared to actual performance data in order to build and validate a quantitative model of individual and collective skill retention.

Book excerpt: During recent interviews with U.S. Army commanders, researchers from the U.S. Army Research Institute for the Behavioral and Social Sciences learned of a critical requirement for training to support missions aimed at developing and supporting legitimate host-nation governance (HNG). Unfortunately, such training is not currently available. Therefore, the primary purposes of this report were to document the Army's need for governance-related training and provide a tool to aid upcoming efforts to address that need. Through interviews with Soldiers and leaders, we confirmed the training needs initially communicated to us, and learned of the governance activities of Soldiers at squad, platoon, company, and battalion levels. Through a review of recent Army Field Manuals 3-24, 3-07, and 3-24.2, we demonstrated that doctrine has provided an extensive framework upon which governance training can be developed. Through a review of academic and non-governmental literature, we identified commonly used indicators of governance and made note of important considerations for their use. We conclude our report with a preliminary research plan with which we will pursue the development of training that will prepare Soldiers to develop, enhance, and support local level HNG.

Book excerpt: Performance data were collected in the three general Basic Combat Training proficiency areas (rifle marksmanship, physical combat fitness, end-of-cycle tests) from independent groups of soldiers (60 per group) during BCT, during Advanced Individual Training (AIT) and Combat Support Training (CST), and for permanent-party personnel in the Army six to 12 months. These data were collected at three U.S. Army Training Centers under comparable conditions. Results on the three areas tested indicated a general performance decrement over the one-year period sampled. While these performance decrements were statistically significant, the percentage decrements from the BCT level were relatively small and their practical significance is open to question. (Author).

Available in PDF, EPUB and Kindle. Book excerpt: "For military units to be combat ready, they must be proficient in a collective set of tasks trained at various events. This report presents a research tool called the Training Strategies Optimization Prototype (TSOP) that shows potential to aid commanders in making decisions about how to improve strategies and schedules of training. TSOP was developed to determine whether available Army training data are adequate for systematically deriving alternative training strategies to meet commanders' needs. The prototype uses Army battalion level units, but is adaptable to scheduling problems at other echelons within the Army, for other services, and even for joint applications. This report illustrates TSOP's ability to provide the decision maker with an analytical means by which to schedule training events while considering both performance requirements and resource constraints. In many cases, the maximum level of troop proficiency may be attained through more than one combination of training events. TSOP is designed to allow the decision maker to identify the training strategy to attain and sustain troop proficiency within available resources."--DTIC.

It presents a summary of exercise and equipment options and performance optimization techniques. Chapter One, Test Standards, covers test administration, event standards, grading, scoring, equipment requirements and the modified ACFT (ACFT MOD). Chapter Two, Drills and Exercises, contains the Preparation and Recovery Drills and a selection - "top three" - exercises from other Drills that support ACFT-specific training. Video support is available online at www.army.mil/acft so that wherever they train, Soldiers can quickly understand and perform the exercises safely. Appendix A, Testing Equipment and ACFT Field, provides the standards and specifications for the ACFT. ACFT field standards are being developed by the Army Corps of Engineers to meet the requirements for unit and individual testing.

Book excerpt: The purpose of this study was to determine if skill retention for MOS unique skills for 94F Skill Level I enlisted personnel is different for soldiers assigned to FORSCOM units compared to those assigned to Health Services Command (HSC) units. The analysis was accomplished by administering an examination and then performing a statistical comparison of the two population test score means. For interest, the Health Services Command units were broken down into MEDDAC and MEDCEN units to determine if there was a difference in retention between these units. In no instance was there a statistical difference in the retention between these units. In no instance was there a statistical difference between mean test scores.
