The problem is to allocate the server at each moment to minimize the long-run average waiting cost. We propose a Cost-Arrival Weighted (CAW) policy for this problem based on the structure of the optimal policy of a corresponding fluid model. We show that this simple policy enjoys a superior performance by numerical experiments.

Book excerpt: In many queueing networks, users choose a route that will minimize their own cost, which can lead to poor performance in the system overall, and one or more user equilibria may exist. In this thesis, we consider a network of parallel queues, where users can choose to join either a batch-service queue, or one of several FIFO single server queues. We consider the system operating under both probabilistic routing and state-dependent routing.• Probabilistic routing: When the system is operating under probabilistic routing, the users are given only knowledge of the system parameters. In this thesis, we show that user equilibria can be found by considering a certain sub-class of all possible probabilistic routing schemes (FIFO user equilibria); Braess’s paradox may appear when adding extra queues; and the user equilibrium is always unique when the batch size is sufficiently large relative to the number of queues. We also apply a delay-based fee to the users who enter the FIFO queues. We show that uniqueness of the user equilibrium is guaranteed under a specific pricing rule and discuss how the social cost can be deceased by controlling the pricing rate. We also compare the user equilibrium with the socially optimal solution and discuss the price of anarchy. • State-dependent routing: When the system is operating under state-dependent routing, the users have complete information of the state of the system, which includes the number of customers and the expected delays in all the queues. We show that for fixed parameters, there always exist a unique user equilibrium and it possesses multiple monotonicity properties. We compare the system performance at user equilibrium and social optimum by using value iteration algorithm. We also consider a network with delayed information under state-dependent routing, and assume that users only have the information contained in a snapshot of the historical state of the system. We show that the system possesses monotonicity properties only under given conditions and we illustrate how the system dynamics changes by giving a numerical example.

The cases of linear and non-linear customer holding cost functions are both considered. Non-instantaneous start-up times are allowed. The problem is to find an optimal policy for turning the server on and off. The optimality criteria considered are the average cost criterion, the undiscounted cost criterion and the discounted cost criterion. A certain class of simple policies, the hysteretic policies, is considered. Natural hysteretic policies and non- degenerate hysteretic policies are introduced. It is shown that there is a natural hysteretic policy which is average optimal, and that if the start-up times are instantaneous or the holding cost function convex, then there is a natural hysteretic policy which is undiscounted optimal. When discounting is used, the results are not as strong, except for the case where the holding cost function is linear. For the non-linear case we still obtain certain fairly weak sufficient conditions for a natural hysteretic policy to be optimal.
