Book excerpt: With the goals of describing trade-offs and complements in water use and efficient allocation strategies, this study analyzes multi-country and intersectoral water allocation and use at the river basin level. It describes the river basin as a unit of analysis and management, outlines integrated economic-hydraulic water modeling at the basin scale, discusses the valuation of water resources, determines the water availability and use in the Mekong river basin, considers the influence of the Mekong regime, and details a program of optimal allocation. Book excerpt: Case studies were conducted in five selected Asian countries on their water policy reform initiatives. Of the five countries, China stands out as the country that has derived the most from on-going global efforts in promoting water sector institutional reforms and the concept of integrated water resources management (IWRM). China has emerged as the leader in adapting these concepts to suit the context of the country. Advanced stages of water development in many parts of the country and increased water shortages due to rapid economic development have prompted China to forge ahead in the search for institutional solutions to make the water sector more productive, and the management of water resources more sustainable. In the other selected countries, efforts to replicate the models of developed countries without much adaptation and due reference to their stages of development have generally failed. The dominance of irrigation within the water sector and the informality of the economy related to water in these countries seem to make the application of prescribed IWRM principles rather unfeasible. The lesson to be drawn from policy reviews of the five countries is that effective waterinstitutions are not static systems, but are adaptive and dynamic institutional developments compatible with the local context, particularly with the structure of the overall economy of the country and its water sector.

Book excerpt: In A Procedural Framework for Transboundary Water Management in the Mekong River Basin: Shared Mekong for a Common Future, Qi Gao explores procedural implications of integrated water resources management and its application in the Mekong River Basin. As a problem-based study, enlightening conclusions are made based on the increasingly polycentric nature of transboundary cooperation in the Mekong region. The procedural requirements in the Mekong context, both the ideal and practical scenarios are considered, combined with selected case studies. Qi Gao convincingly asserts the necessity to enhance decision-making processes and suggests procedural legal mechanisms to institutionalize sustainability concepts in transboundary cooperation.

Book excerpt: The report focuses on the establishment of the Red River Basin Organization (RRBO) in Vietnam, but expands its analysis to the wider transformations of the water sector that impinge on the formation and effectiveness of this organization. A few reflections on the policy process are drawn from this analysis, albeit in a tentative form given the relatively limited period of time considered here. The report shows that the promotion of IWRM icons such as RBOs by donors has been quite disconnected from the existing institutional framework. However, the establishment of RBOs might eventually strengthen a better separation of operation and regulation roles. Institutional change is shown to result from the interaction between endogenous processes and external pressures, in ways that are barely predictable.

Available in PDF, EPUB and Kindle. Book excerpt: An international river basin is an ecological system, an economic thoroughfare, a geographical area, a font of life and livelihoods, a geopolitical network and, often, a cultural icon. It is also a socio-legal phenomenon. This book is the first detailed study of an international river basin from a socio-legal perspective. The Mekong River Basin, which sustains approximately 70 million people across Cambodia, China, Laos, Myanmar, Thailand and Vietnam, provides a prime example of the socio-legal complexities of governing a transboundary river and its tributaries. The book applies its socio-legal analysis to bring a fresh approach to understanding conflicts surrounding water governance in the Mekong River Basin. The authors describe the wide range of uses being made of legal doctrine and legal argument in ongoing disputes surrounding hydropower development in the Basin, putting to rest lingering caricatures of a single, ‘ASEAN’ way of navigating conflict. They call into question some of the common assumptions concerning the relationship between law and development. The book also sheds light on important questions concerning the global hybridization or crossover of public and private power and its ramifications for water governance. With current debates and looming conflicts over water governance globally, and over shared rivers in particular, these issues could not be more pressing.

Book excerpt: The Mekong River has been a main source of conquest, conflict, and cooperation in the Southeast Asian region. Much has been written on the vital and critical importance of the Mekong River fresh water to the sustainable economic development of the Mekong Delta. This book selects the Mekong Delta as a case study of regional cooperation for water and food security for not only for Vietnam but also for the world in a new century of global economy. It focuses not only on the Mekong Delta as an integral part of the River but also on Can Tho City and its 12 provinces that produce over 50 percent of the country’s rice output and 60 percent of total fishery output. The book takes a micro approach to examine how each province is adapting to the twin threats of mainstream dams construction and climate change, reducing fresh water flows and increasing saline infusions on its present and future economy. Finally, it reviews the roles of international institutional arrangements, namely the Mekong Committee and the Mekong River Commission, in promoting regional cooperation among the riparian states for political and economic development of the Mekong Delta.

Available in PDF, EPUB and Kindle. Book excerpt: The Mekong Region has come to represent many of the important water governance challenges faced more broadly by the mainland Southeast Asian region. This book focuses on the complex nature of water rights and social justice in the Mekong region. The chapters delve into the diverse social, political and cultural dynamics that shape the various realities and scales of water governance in the region, in an effort to bring to the forefront some of the local nuances required in the formulation of a larger vision of justice in water governance. It is hoped that this contextualized analysis will deepen our understanding of the potential of, and constraints, on water rights in the region, particularly in relation to the need to realize social justice. The authors show how vitally important it is that water governance is democratized to allow a more equitable sharing of water resources and counteract the pressures of economic growth that may pose risks to social welfare and environmental sustainability.

Governments, companies and banks are driving new investment in roads, dams, diversions, irrigation schemes, navigation facilities, power plants and other emblems of conventional "development." Their plans and interventions pose multiple burdens and risks to the livelihoods of millions of people dependent on wetlands, floodplains, fisheries and aquatic resources.

The Mekong Committee (1957-1975) pursued integrated basin development, which was not achieved due to geopolitical changes after the Vietnam War. During the Interim Mekong Committee era (1978-1992), the Mekong countries pursued independent water resources development, creating conflicts over water allocation. The Mekong River Commission (1995-present) aims to help member states share water in the post-Cold War era. The institutional framework of the Mekong River Commission reflects the historical legacy of the Mekong regime and must be understood in this context. Regional geopolitics, international development assistance, and water management norms are used to explain the evolution of the Mekong regime over four decades.
