Book excerpt: In 2006 the Demand Response Research Center (DRRC) formed an Industrial Demand Response Team to investigate opportunities and barriers to implementation of Automated Demand Response (Auto-DR) systems in California industries. Auto-DR is an open, interoperable communications and technology platform designed to: Provide customers with automated, electronic price and reliability signals; Provide customers with capability to automate customized DR strategies; Automate DR, providing utilities with dispatchable operational capability similar to conventional generation resources. This research began with a review of previous Auto-DR research on the commercial sector. Implementing Auto-DR in industry presents a number of challenges, both practical and perceived. Some of these include: the variation in loads and processes across and within sectors, resource-dependent loading patterns that are driven by outside factors such as customer orders or time-critical processing (e.g. tomato canning), the perceived lack of control inherent in the term 'Auto-DR', and aversion to risk, especially unscheduled downtime. While industry has demonstrated a willingness to temporarily provide large sheds and shifts to maintain grid reliability and be a good corporate citizen, the drivers for widespread Auto-DR will likely differ. Ultimately, most industrial facilities will balance the real and perceived risks associated with Auto-DR against the potential for economic gain through favorable pricing or incentives. Auto-DR, as with any ongoing industrial activity, will need to function effectively within market structures. The goal of the industrial research is to facilitate deployment of industrial Auto-DR that is economically attractive and technologically feasible. Automation will make DR: More visible by providing greater transparency through two-way end-to-end communication of DR signals from end-use customers; More repeatable, reliable, and persistent because the automated controls strategies that are 'hardened' and pre-programmed into facility's software and hardware; More affordable because automation can help reduce labor costs associated with manual DR strategies initiated by facility staff and can be used for long-term.

Book excerpt: Industrial refrigerated warehouses that implemented energy efficiency measures and have centralized control systems can be excellent candidates for Automated Demand Response (Auto-DR) due to equipment synergies, and receptivity of facility managers to strategies that control energy costs without disrupting facility operations. Auto-DR utilizes OpenADR protocol for continuous and open communication signals over internet, allowing facilities to automate their Demand Response (DR). Refrigerated warehouses were selected for research because: They have significant power demand especially during utility peak periods; most processes are not sensitive to short-term (2-4 hours) lower power and DR activities are often not disruptive to facility operations; the number of processes is limited and well understood; and past experience with some DR strategies successful in commercial buildings may apply to refrigerated warehouses. This paper presents an overview of the potential for load sheds and shifts from baseline electricity use in response to DR events, along with physical configurations and operating characteristics of refrigerated warehouses. Analysis of data from two case studies and nine facilities in Pacific Gas and Electric territory, confirmed the DR abilities inherent to refrigerated warehouses but showed significant variation across facilities. Further, while load from California's refrigerated warehouses in 2008 was 360 MW with estimated DR potential of 45-90 MW, actual achieved was much less due to low participation. Efforts to overcome barriers to increased participation may include, improved marketing and recruitment of potential DR sites, better alignment and emphasis on financial benefits of participation, and use of Auto-DR to increase consistency of participation.

Book excerpt: California's electricity markets are moving toward dynamic pricing models, such as real-time pricing, within the next few years, which could have a significant impact on an industrial facility's cost of energy use during the times of peak use. Adequate controls and automated systems that provide industrial facility managers real-time energy use and cost information are necessary for successful implementation of a comprehensive electricity strategy; however, little is known about the current control capacity of California industries. To address this gap, Lawrence Berkeley National Laboratory, in close collaboration with California industrial trade associations, conducted a survey to determine the current state of controls technologies in California industries. This, study identifies sectors that have the technical capability to implement Demand Response (DR) and Automated Demand Response (Auto-DR). In an effort to assist policy makers and industry in meeting the challenges of real-time pricing, facility operational and organizational factors were taken into consideration to generate recommendations on which sectors Demand Response efforts should be focused. Analysis of the survey responses showed that while the vast majority of industrial facilities have semi- or fully automated control systems, participation in Demand Response programs is still low due to perceived barriers. The results also showed that the facilities that use continuous processes are good Demand Response candidates. When comparing facilities participating in Demand Response to those not participating, several similarities and differences emerged. Demand Response-participating facilities and non-participating facilities had similar timings of peak energy use, production processes, and participation in energy audits. Though the survey sample was smaller than anticipated, the results seemed to support our preliminary assumptions. Demonstrations of Auto-Demand Response in industrial facilities with good control capabilities are needed to dispel perceived barriers to participation and to investigate industrial subsectors suggested of having inherent Demand Response potential.
