Book Synopsis Quality Matters by : John Winston Mayne
Download or read book Quality Matters written by John Winston Mayne and published by Routledge. This book was released on 2018-12-12 with total page 389 pages. Available in PDF, EPUB and Kindle. Book excerpt: Information--regular, systematic, reliable--is the life-blood of democracy and the fuel of effective management. Surely today there is no problem with information, for this is the age of information overload. It pours onto our computer screens and out of our printers. Indeed, many governments claim, often with some justification, to be more open and transparent than ever before. But what if the life-blood is contaminated, or the fuel polluted? Then the body politic sickens and the engine of public management runs rough. It is the vital issue of the quality of the information we receive that this book addresses. Quality Matters compares approaches across different jurisdictional settings and across three different types of information evaluation. The chapters describe and analyze quality assurance in a number of countries and within a variety of international organizations. These have been selected either because they are widely considered to be leaders in evaluating information or because they have experience with assuring quality information that can instruct others. Contributors are from Australia, Canada, the European Union, France, the Netherlands, New Zealand, Sweden, Switzerland, United Kingdom, United States, and the World Bank. This pioneering study analyzes practices for assuring the quality of evaluation, performance auditing, and reporting in the face of political, organizational, and technical obstacles. A final chapter addresses the extent to which quality assurance systems become bothersome rituals or remain meaningful mechanisms to ensure quality control. This well-structured volume will be of particular interest to policymakers and adds much to the literature on program evaluation and performance auditing.
Book Synopsis Budget Theory in the Public Sector by : Aman Khan
Download or read book Budget Theory in the Public Sector written by Aman Khan and published by Bloomsbury Publishing USA. This book was released on 2002-12-30 with total page 314 pages. Available in PDF, EPUB and Kindle. Book excerpt: Dominated by multiple, competing, and occasionally overlapping theories, the act of budgeting is by no means a staid, dispiriting task. Kahn, Hildreth, and their group of scholars and practitioners show that budgeting is an institutional process, an incremental decision-making tool, and when correctly applied becomes a tribute to managerial and administrative efficiency. Taken together, the chapters provide an unusually coherent conceptual foundation for budgeting as a legitimate field of study, and demonstrate yet again that in its current state the field is truly eclectic but compartmentalized. They also show why it is so difficult to come up with one unified theory of budgeting—and that is one of the book's major benefits. It opens new areas of inquiry that, in the opinion of Khan, Hildreth, and others, will generate renewed interest in probing the field's theory and applications. Understandable and readable for those with limited knowledge of the subject but needing a sufficiently useful grasp of its various issues and problems, the book is both an important reference work for scholars in the field and a practical guide for students of administration, their teachers, and for managers throughout the public sector.

Book excerpt: Children and youth become involved with the juvenile justice system at a significant rate. While some children move just as quickly out of the system and go on to live productive lives as adults, other children become enmeshed in the system, developing deeper problems and/or transferring into the adult criminal justice system. Justice for Kids is a volume of work by leading academics and activists that focuses on ways to intervene at the earliest possible point to rehabilitate and redirectoto keep kids out of the systemorather than to punish and drive kids deeper. Justice for Kids presents a compelling argument for rethinking and restructuring the juvenile justice system as we know it. This unique collection explores the system's fault lines with respect to all children, and focuses in particular on issues of race, gender, and sexual orientation that skew the system. Most importantly, it provides specific program initiatives that offer alternatives to our thinking about prevention and deterrence, with an ultimate focus on keeping kids out of the system altogether.

Download or read book Paving Paradise written by Craig Pittman and published by University Press of Florida. This book was released on 2010-05-25 with total page 499 pages. Available in PDF, EPUB and Kindle. Book excerpt: Florida possesses more wetlands than any other state except Alaska, yet since 1990 more than 84,000 acres have been lost to development despite presidential pledges to protect them. How and why the state's wetlands are continuing to disappear is the subject of Paving Paradise. Journalists Craig Pittman and Matthew Waite spent nearly four years investigating the political expedience, corruption, and negligence on the part of federal and state agencies that led to a failure to enforce regulations on developers. They traveled throughout the state, interviewed hundreds of people, dug through thousands of documents, and analyzed satellite imagery to identify former wetlands that were now houses, stores, and parking lots. Exposing the unseen environmental consequences of rampant sprawl, Pittman and Waite explain how wetland protection creates the illusion of environmental protection while doing little to stem the tide of destruction.
Book Synopsis Public Performance Budgeting by : Elaine Yi Lu
Download or read book Public Performance Budgeting written by Elaine Yi Lu and published by Routledge. This book was released on 2018-10-26 with total page 204 pages. Available in PDF, EPUB and Kindle. Book excerpt: Performance budgeting involves costs, from the drafting and passage of legal foundations, and the political capital and will to implement it, to training personnel to create a performance-oriented culture, and information technology requirements to track performance. Through comprehensive examination of performance budgeting laws, in-depth interviews of those practicing in government agencies, and quantitative survey analysis, Public Performance Budgeting examines the influence of performance measurement and evaluation on all phases of the budgeting process. Lu and Willoughby present original research and case studies to explore how performance is linked to public budgets and government results, its impacts on budgeting systems, and possible unintended consequences. A summary assessment of how performance measurement could and should play a role in furthering performance budgeting is explored in a concluding chapter. The first of its kind to spotlight budget practice through the lens of juvenile justice, this book is required reading for all those studying public budgeting, management, and policy.
