Even though they disagreed about the desired end state, Argentines of all political stripes could agree on the need for economic independence and national sovereignty, which would be brought about through the efforts of a national bourgeoisie. James Brennan and Marcelo Rougier aim to provide a political history of this national bourgeoisie in this book. Deploying an eclectic methodology combining aspects of the &“new institutionalism,&” the &“new economic history,&” Marxist political economy, and deep research in numerous, rarely consulted archives into what they dub the &“new business history,&” the authors offer the first thorough, empirically based history of the national bourgeoisie&’s peak association, the Confederaci&ón General Econ&ómica (CGE), and of the Argentine bourgeoisie&’s relationship with the state. They also investigate the relationship of the bourgeoisie to Per&ón and the Peronist movement by studying the history of one industrial sector, the metalworking industry, and two regional economies&—one primarily industrial, C&órdoba, and another mostly agrarian, Chaco&—with some attention to a third, Tucum&án, a cane-cultivating and sugar-refining region sharing some features of both. Book excerpt: How modern data-driven government originated in the creation and use of administrative archives in the British Empire Over the span of two hundred years, Great Britain established, governed, lost, and reconstructed an empire that embraced three continents and two oceanic worlds. The British ruled this empire by correlating incoming information about the conduct of subjects and aliens in imperial spaces with norms of good governance developed in London. Officials derived these norms by studying the histories of government contained in the official records of both the state and corporations and located in repositories known as archives. As the empire expanded in both the Americas and India, however, this system of political knowledge came to be regarded as inadequate in governing the non-English people who inhabited the lands over which the British asserted sovereignty. This posed a key problem for imperial officials: What kind of knowledge was required to govern an empire populated by a growing number of culturally different people? Using files, pens, and paper, the British defined the information order of the modern state as they debated answers to this question. In tracing the rise and deployment of archives in early modern British imperial rule, Asheesh Kapur Siddique uncovers the origins of our data-driven present.

The journey to an independent United States generated important arguments about the existing condition of Americans, in which rival interpretations of the term "state of nature" played a crucial role. "State of nature" typically implied a pre-political condition and was often invoked in support of individual rights to property and self-defense and the right to exit or to form a political state. It could connote either a paradise, a baseline condition of virtue and health, or a hell on earth. This mutable phrase was well-known in Europe and its empires. In the British colonies, "state of nature" appeared thousands of times in juridical, theological, medical, political, economic, and other texts from 1630 to 1810. But by the 1760s, a distinctively American state-of-nature discourse started to emerge. It combined existing meanings and sidelined others in moments of intense contestation, such as the Stamp Act crisis of 1765-66 and the First Continental Congress of 1774. In laws, resolutions, petitions, sermons, broadsides, pamphlets, letters, and diaries, the American states of nature came to justify independence at least as much as colonial formulations of liberty, property, and individual rights did. In this groundbreaking book, Mark Somos focuses on the formative decade and a half just before the American Revolution. Somos' investigation begins with a 1761 speech by James Otis that John Adams described as "a dissertation on the state of nature," and celebrated as the real start of the Revolution. Drawing on an enormous range of both public and personal writings, many rarely or never before discussed, the book follows the development of America's state-of-nature discourse to 1775. The founding generation transformed this flexible concept into a powerful theme that shapes their legacy to this day. No constitutional history of the Revolution can be written without it.
