Available in PDF, EPUB and Kindle. Book excerpt: It is imperative that we train leaders who are able to intervene efficiently with service users and to support a better organization of the workplace. It is especially important to look at the many issues related to postsecondary training and human resources, such as recruiting and keeping these leading professionals. Accessibility and Active Offer thus combines theory and empirical data to help future professionals understand the workplace issues of accessibility and active offer of minority-language services. This English-language adaptation of Accessibilité et offre active features an additional chapter by Richard Bourhis on issues specific to Anglophone communities in Québec. This multidisciplinary collective work is the first to unite researchers in health, social work, sociology, political science, public administration, law and education, in order to gain more thorough knowledge of linguistic issues in health and social services, as well as of active offer of French-language services. Published in English.

Book excerpt: “Did you ever go to bed and wonder if your child was getting enough to eat?” For food insecure mothers, the worry is constant, and babies are at risk of going hungry. Through compelling interviews, Lesley Frank answers the breastfeeding paradox: why women who can least afford to buy infant formula are less likely to breastfeed. She reveals that what and how infants are fed is linked to the social and economic status of those who feed them. She exposes the reality of food insecurity for formula-fed babies, the constraints limiting mothers’ ability to breastfeed, and the lengths to which mothers must go to provide for their children. In a country that leaves the problem of food insecurity to charities, public policies are failing to support the most vulnerable populations. Out of Milk calls out the pressing need to establish the economic and social conditions necessary for successful breastfeeding and for accessible and safe formula feeding for families everywhere.

Available in PDF, EPUB and Kindle. Book excerpt: Gathering Strength is an integrated government-wide plan to address the key challenges facing Canada's Aboriginal people. Following an initial section on reconciliation of historic grievances, this report describes initiatives in the four areas addressed by the action plan: (1) partnerships (all schools received public awareness materials; students and teachers participated in cross-cultural programs; Aboriginal language and culture programs were funded and conducted; federal, provincial, and territorial ministers of Aboriginal affairs and five national Aboriginal organizations met for the first time in 2 years; and national and regional partnership think tanks were conducted); (2) governance (legislation for the Nisga'a Final Agreement was passed; 86 land claims were settled or negotiated; and over 100 professional development projects were completed for Aboriginal administrators); (3) new fiscal relationships (93 percent of First Nations communities completed community accountability and management assessments; a national model was completed for the Canada/First Nations Funding Agreement; the Aboriginal Financial Officers Association awarded its first Certified Aboriginal Financial Manager designations; and Canada, Saskatchewan, and the Federation of Saskatchewan Indian Nations completed exploratory fiscal relations and governance discussions); and (4) community, people, and economies (132 Income Security Reform demonstration projects were conducted in 354 First Nations communities, and numerous First Nations communities participated in initiatives related to community-based housing, water and sewer systems, and policing agreements). A final section describes progress on the Northern Agenda, including creation of Canada's third territory, Nunavut, in 1999, and various agreements related to land claims, self-government, transfer of programs and services, and job creation. Book excerpt: The University of New Brunswick started in 1785 with a formal petition to the Crown. From its initial shared schoolhouse accommodations to the opening of its own monumental stone quarters overlooking the town of Fredericton in 1829, UNB enjoyed slow but steady growth in the early 20th century. In the 1950s and 1960s, the Fredericton campus quadrupled in size, often using traditional red-brick Georgian designs, while the new Saint John campus pursued a more modernist direction. The meandering course of UNB's architectural development embodies the hopes, dreams, and occasional disappointments of the University in a way that deserves a long overdue appraisal. Generously illustrated with current and archival photographs, drawings, and maps, Building a University traces the development of the two UNB campuses. From its tentative wood-frame structures to landmark buildings such as the Richard J. Currie Centre at UNB Fredericton and the University Commons building at UNBSJ, Leroux captures the personalities of UNB's builders and architects and the character and value of their built legacy.

Book excerpt: In 1987, the Atlantic Canada Opportunities Agency (ACOA) set out to pursue four main activities known as the four pillars of ACOA: advocacy of Atlantic Canadian interests at the federal level; coordination of federal programs and policies in the region; the promotion of cooperation among all participants in the region's economy; and the promotion of business actions that develop economic opportunities. Though all four activities had been carried out by that government before the creation of the Agency, only the Action Program and the Cooperation Program have readily comparable antecedents. This paper examines the performance of the Action and Cooperation programs, and compares it with earlier efforts.
