This New Deal would involve the mobilisation of policy actors across all levels-–regional, national and European-–and their commitment to develop a more effective research system based on actions where they have the greatest impact. The book presents, from a viewpoint inside the European Commission, the nuts and bolts of how EU research policy is actually designed. It also provides a comprehensive analysis, on the basis of factual evidence, not only of the positive impacts of European research, but of the various criticisms that have been made of the Framework Programme.

Drawing upon international research, the book examines how these strands of research can contribute to each other. The contributions to this book are based on material presented at a conference at the Centre for Research in Lifelong Learning, UK, and they focus on research into key issues of policy and practice in lifelong learning. Establishing a wider framework for debate about the meaning and significance of lifelong learning, this timely and thought-provoking book provides practitioners in the field with a relevant and current discussion on some very important ideas about non-formal education.

On the one hand, over the last decades it has become politically and economically more important and thus also an object of reforms. On the other hand, higher education has become less special and is no longer able to justify its unique governance arrangements. This volume presents a collection of contributions that go beyond reform agendas as such and focus on the effects of reforms at all relevant levels in higher education systems. It is organised in four themes – education, research, governance, and academic profession – with a variety of levels of analysis, theoretical perspectives, methodological approaches and geographical foci. The topics in focus include the possible impact of latest national and European initiatives, changes in the primary processes (education and research) on the levels of institutions, professions and for individuals as well as higher education dynamics in contexts often overlooked in the literature (e.g. Africa). The aim is to ‘take stock’ of the growing knowledge basis with respect to higher education with a special focus on the influence of reforms on the key aspects of higher education.

Book excerpt: Politically sensitive and economically important, welfare services such as health care, health insurance and education have opened up a heated debate in the EU. The application of EU law to welfare services raises discontent from the part of the Member States who perceive their systems to be under threat. Resisting to the application of the EU law is sometimes seen as part of protecting those values. This book suggests that this resistance is largely unjustified. EU law is not damaging to welfare systems, but it provides adequate balancing mechanisms to ensure that all interests are protected. The approach taken in analysing the impact of EU law on welfare services is to look at the negative integration process and answer the questions related to the extent to which EU law applies to welfare services and the kinds of safeguards the Court offers for these services. The proportionality principle distinguishes itself as the central element in balancing national and Community interests. Being part of the broader integration process, negative harmonization creates legislative lacunae, and therefore, this book also looks at alternative solutions to the negative harmonization process, namely positive and soft law.

Available in PDF, EPUB and Kindle. Book excerpt: The EU public procurement regime has recently undergone an overhaul and now allows Member States and their contracting authorities to pursue strategic goals via public procurement, including environmental and social objectives. The extent to which such interests may be accommodated in the procurement process is ultimately determined by the broader legal context in which the EU public procurement regime exists, which raises pressing questions regarding the scope and limits of Member States' discretion. This volume scrutinises these new legal acts – particularly Directive 2014/24/EU – focusing on discretion and engaging with questions central to the public procurement regime against the EU legal backdrop, including internal market law and environment law, as well as law beyond the EU.

Available in PDF, EPUB and Kindle. Book excerpt: This book sets out political economy explanations for higher education policy reform in Europe in the initial decades of the 21st century. With a sustained focus on the national level of policy implementation, institutional change is considered in relationship to broader trends in economic development and globalization. Since the concept of a “Europe of Knowledge” was presented by the European Commission in 1997, the pursuit of global competitiveness sets the context for the international initiative of the Bologna Process that has created the European Higher Education Area (EHEA). Growing from 29 to 48 participating countries, there are three core explanations for change in the policy process: globalization (economic), intergovernmentalism (political), and Europeanization (social). As part of multi-method research analysis, this book presents qualitative case studies on Portugal and Spain to consider points of comparison, including national governance history and modernization of higher education institutions. The structure of government in these countries affects the policy reforms. Ultimately, the Bologna Process serves as a model for integration of higher education reform in other world regions. This book is essential reading for students, researchers, and policy makers in the fields of education, economics, and public policy.

Book excerpt: This open access book presents the major outcomes of the fourth edition of the Future of Higher Education – Bologna Process Researchers Conference (FOHE-BPRC 4) which was held in January 2020 and which has already established itself as a landmark in the European higher education environment. The conference is part of the official calendar of the European Higher Education Area (EHEA) for events that promote and sustain the development of EHEA. The conference provides a unique forum for dialogue between researchers, experts and policy makers in the field of higher education, all of which is documented in this proceedings volume. The book focuses on the following five sub-themes: - Furthering the Internationalization of Higher Education: Particular - Challenges in the EHEA - Access and Success for Every Learner in Higher Education - Advancing Learning and Teaching in the EHEA: Innovation and Links With Research - The Future of the EHEA - Principles, Challenges and Ways Forward - Bologna Process in the Global Higher Education Arena. Going Digital? While acknowledging the efforts and achievements so far at EHEA level, the Paris Ministerial Communiqué highlights the need to intensify crossdisciplinary and cross-border cooperation. One of the ways to achieve this objective is to develop more efficient peer-learning activities, involving policymakers and other stakeholders from as many member states as possible for which this book provides a platform. It acknowledges the importance of a continued dialogue between researchers and decisionmakers and benefits from the experience already acquired, this way enabling the higher education community to bring its input into the 2020. European Higher Education Area (EHEA) priorities for 2020 onwards. European Higher Education Area: Challenges for a New Decade marks 21 years of Bologna Process and 10 years of EHEA and brings together an unique collection of contributions that not only reflect on all that has been achieved in these years, but more importantly, shape directions for the future.
