Book excerpt: Philip Resnick examines the role of British Columbia in the Canadian unity debate and explores what makes it stand apart as a region. He looks at the views of politicians, opinion-makers, and ordinary British Columbians on the challenges posed by Quebec nationalism, their sense of estrangement from central Canada, and what they see as the future of Canadian unity. He provides a provocative new way of thinking about British Columbia's place within the federation, and his wide range of sources - government documents, media, and academic literature on regionalism and nationalism - capture what underlies the often fractured relationship between Canada's westemmost province and the rest of the country.

Available in PDF, EPUB and Kindle. Book excerpt: In this systematic investigation of how central executives in western Canadian provinces actually function, Christopher Dunn describes the evolution of cabinet decision making from a relatively uncoordinated structure into the institutionalized (or structured) cabinet of the postwar era. Dunn investigates the factors that led to the initiation and persistence of institutionalized cabinets in the governments of T.C. Douglas in Saskatchewan, Duff Roblin and Walter Weir in Manitoba, and W.R. Bennett in British Columbia. He describes the transition from unaided central executive structures to those that are more structured, collegial, and prone to emphasize planning and coordination. He also examines how the premier's role has expanded from simply choosing cabinets to reorganizing their structure and decision-making processes. The institutionalization of provincial cabinets has had major effects on both political actors and functions in the three provinces studied. Dunn shows that cabinet structure has changed, and been changed by, power relations within the cabinet.

Book excerpt: A frequent criticism of contemporary political science is that empirical research too seldom is combined with in-depth inquiry into the philosophical, historical, and legal foundations of the societies it seeks to understand. Others suggest that political scientists specializing in U.S. government too rarely collaborate with those who study other countries. The contributions in this volume belie these claims. The authors, all colleagues, students, and friends of Henry W. Ehrmann, represent the U.S., France, Germany, and Canada, the four countries in which Dr. Ehrmann has lived. The essays reflect the breadth and scope of Ehrmann's work as a teacher, scholar, and political activist. The contributions to this volume cover a broad range of topics, among them political theory and methodology of comparative politics and the interrelationships of economic, social, historical, and political developments, and include theoretically oriented studies of such problems as interest group politics, political culture, and parties. Integrating constitutional law and political philosophy with comparative sociological and historical research and theory, Henry Ehrmann's approach to teaching and research sets an excellent example for the contemporary study of political science.

Available in PDF, EPUB and Kindle. Book excerpt: Since the 1970s, the Site C Dam in northeastern British Columbia's Peace River Valley has been touted by B.C. Hydro and successive governments as necessary to meet the province's increasing energy needs. With its enormous $10 billion price tag, the dam would be the largest public works project in BC history. It would be the third dam on the Peace River, and destroy traditional unceded territory belonging to Treaty 8 First Nations. Following the last provincial election, the newly appointed NDP government called for a review of the project, but work on the dam continues. This comes after protests by aboriginal groups and landowners, several lawsuits against the government, and federal government intervention to let the dam go ahead. More recently, there has been a call from a United Nations panel to review how the dam will affect Indigenous land. This book presents the independent voices of citizen experts describing every important impact of the dam, including: Sustainable energy expert Guy Dauncey on future energy demand, and whether there is likely to be a need for the dam's electricity An interview with aboriginal activist Helen Knott on the dam's assault on traditional lands and culture, in particular Indigenous women Agrologist Wendy Holm on the farm land impact — prime horticulture land important to food security and nutrition Family physician Warren Bell on the effect that loss of traditional way of life and connection to the land has had on the health of aboriginal people Wildlife biologist Brian Churchill with forty years' experience of studying its land and wildlife Former environmental minister Joan Sawicki on government cover-ups and smoking guns Energy industry watchdog Andrew Nikiforuk on the links between dams, fracking and earthquakes Award-winning broadcaster Rafe Mair on how party politics corrupts political leadership, and the role of activism and civil disobedience in shaping government decision-making David Schindler, one of the world's foremost water ecologists, explains the role dams like Site C will play in Canada's climate change strategy Joyce Nelson connects the dots between the Site C dam and continental water sharing plans

Book excerpt: British Columbia has long been a source of fascination to political observers. Canadian socialism sank its earliest and deepest roots there, and it is one of only three provinces where the New Democratic Party has formed the government. It is one of only two provinces where Social Credit has governed and the only one in which the party still commands significant support. Provincial peculiarities have affected federal politics too -- British Columbia has come closer than any province to effecting a complete separation of federal and provincial party systems. This book presents a detailed look at the inhabitants of these two political worlds. It traces the evolution of the two party systems and analyzes the behaviour of the voters who participate in them.

Available in PDF, EPUB and Kindle. Book excerpt: After the Japanese attack on Pearl Harbor, a fear of invasion swept North America—particularly the West Coast. Immediate steps needed to be taken to defend the Far Northwest. With Canada’s approval, Washington drew up plans for an Alaska Highway to connect Edmonton, Alberta, with Fairbanks, Alaska, and a pipeline to connect oil fields in the Northwest Territories with the Pacific Coast. Between 1942 and 1946, about 40,000 American military and civilian personnel invaded the Canadian Northwest. Where there had been few or no roads, a highway more than 1,500 miles long was built in less than a year. Navigation facilities were improved, and pipelines were laid from Fairbanks to the Pacific. Airfields were upgraded and new ones built, and a telephone network was constructed. The Northwest was totally unprepared for this friendly invasion. The Alaska Highway ran through semi-wilderness where many inhabitants pursued a nomadic lifestyle, and towns and settlements were overwhelmed by the American “army of occupation.” This lively history of an American civil and military engineering milestone draws on interviews with veterans and local residents and research in Canadian and U.S. archives. The participants’ stories provide humor and insights on the building of this transformational highway.
