God's Clockmaker is a biography of England's greatest medieval scientist, a man who solved major practical and theoretical problems to build an extraordinary and pioneering astronomical and astrological clock. Richard of Wallingford (1292-1336), the son of a blacksmith, was a brilliant mathematician with a genius for the practical solution of technical problems. Trained at Oxford, he became a monk and then abbot of the great abbey of St Albans, where he built his clock. Although as abbot he held great power, he was also a tragic figure, becoming a leper. His achievement, nevertheless, is a striking example of the sophistication of medieval science, based on knowledge handed down from the Greeks via the Arabs.

Book excerpt: In the Middle Ages the astrolabe was the best known and most widely used astronomical instrument both in the Islamic world and in the West. The oldest extant description of the construction of this instrument was written by the well-known Arabic astronomer al-Farghani (Baghdad, ca. 856). His treatise is especially valuable because of the tables it contains to enable an artificer to draw the various circles and arcs on the instrument. The Arabic text of this work, including the tables, is presented here for the first time in a critical edition, accompanied by an English translation and a commentary reproducing al-Farghani's reasoning in modern mathematical notation.

These essays focus on the people, societies and institutions who were doing the transmitting, translating, and transforming -- the "agents". The subject matter ranges from medicine to astronomy, literature to magic, while the cultural context encompasses Islamic and Jewish societies, as well as Byzantium and the Latin West. What unites these studies is their attention to the methodological and conceptual challenges of thinking about agency. Not every agent acted with an agenda, and agenda were sometimes driven by immediate needs or religious considerations that while compelling to the actors, are more opaque to us. What does it mean to say that a text becomes “available” for transmission or translation? And why do some texts, once transmitted, fail to thrive in their new milieu? This collection thus points toward a more sophisticated “ecology” of transmission, where not only individuals and teams of individuals, but also social spaces and local cultures, act as the agents of cultural creativity.

Economic activity is expected to decelerate sharply in 2020 due to the coronavirus disease 2019 pandemic. The authorities have prepared a response plan of 1.7 percent of gross domestic product (GDP) to contain health risks and support the economy. As a result of the projected revenue shortfall and the new measures, the 2020 fiscal deficit is revised upward to 3.5 percent of GDP. The authorities’ policies under the ECF-supported program are substantially adapted to cope with the health and economic emergency. The IMF staff supports the completion of the sixth review under the ECF-supported arrangement. Staff also supports the request for an augmentation of access equivalent to 61.4 percent of quota to address larger financing needs.

Book excerpt: This 2018 Article IV Consultation highlights that Liberia’s economy appears poised for recovery, as growth bottomed out in 2016 and edged to 2.5 percent in 2017. However, Liberia remains fragile with poor living conditions for the majority of the population. Moreover, a decline in aid inflows, which were elevated during 2014–16, has put pressure on the exchange rate and fiscal resources. The government is thus facing the daunting task of pursuing a demanding development agenda in the face of high expectations. Assuming the implementation of sound policies, the medium-term outlook appears favorable. The main upside risk is an increase in commodity prices and output, while downside risks include difficulties in mobilizing resources to fill the financing gap and in pursuing structural and institutional reforms.
