Book excerpt: On-orbit servicing (OOS) presents new opportunities for refueling, inspection, repair, maintenance, and upgrade of spacecraft (s/c). OOS is a significant area of need for future space growth, enabled by the maturation of technology and the economic prospects. This congestion is leading s/c operators to explore how they can leverage OOS. OOS missions for s/c in geostationary orbit (GEO) are currently underway. This is being driven by the closure of the business case for refueling long lived monolithic chemically propelled GEO assets. However, there are currently no plans for OOS of low-earth orbit (LEO) s/c, aside from technology demonstrations, because of their shorter design life and lower cost. It will become particularly important to enable the servicing of LEO s/c as the industry shifts its focus towards LEO. Designing OOS systems for LEO constellations differs from that of GEO based systems, this difference is attributed to LEO's proliferation of satellites, environmental effects (J2 nodal precession, drag), and different constellation patterns. Satellite constellations in LEO are becoming more distributed due to increased access, distributed risk, flexibility, and cost. OOS of s/c may enable the reduction of requirements on subsystems such as safety and the need for redundancy. These requirement reductions will enable lower risks, lower costs, and increased system resilience. This paper analyzes the benefits of OOS in proliferated LEO constellations. Several OOS system architectures are modeled in various scenarios; in each system architecture the model will vary qualities such as mass, altitudes, time, propulsion system, maneuver, and type of service. The objective of the model will be to optimize for cost, time, and utility to generate a tradespace for an OOS system architecture. OOS provides higher utility over the comparative alternative of using spare satellites in some scenarios. The utility of OOS provides even more utility when considering failure rates of satellites and allowing for an increase in failure rates when adopting an OOS system.

The Global Positioning System Joint Program Office realizes that it must change its mode of operations to quickly meet new requirements while minimizing cost. The possibility of using robotic servicing architectures to solve these problems is considered in this thesis. The authors accomplished this through a systems engineering and decision analysis approach in which a number of different alternatives for on-orbit satellite repair and upgrade were analyzed. This approach involved defining the problem framework and desired user benefits, then developing different system architectures and determining their performance with regard to the specified benefits. Finally, the authors used decision analysis to evaluate the alternative architectures in the context of the user's goals. The results indicate favorable benefit-to-cost relationships for on-orbit servicing architectures as compared to the current mode of operation.

And 3) How do increasing levels of constellation proliferation alter the effectiveness of courses of action to improve resilience? In order to answer these questions, solar weather effects are modeled using a unique process of correlating solar weather event intensities to radiation effects leading to failure. Representative constellation populations are dynamically altered with respect to a Monte Carlo based stochastic simulation of solar cycle 25. The performance degradation, value, and resilience of each system is recorded throughout a solar cycle in baseline cases and then compared to cases employing alternative designs or policy criteria. "The results of this thesis show that New Space architectures are resilient to the radiation effects of even extreme case scenarios of solar weather. The results also show that, of the parameters tested, shielding is among the most effective for improving the resilience of highly proliferated systems. The results also imply that increasing manufacturing and launch timelines are most effective at improving resilience when increased together, rather than one parameter in isolation. Finally, through a net present value analysis, this thesis demonstrates how policies may be valued and assessed. A sample valuation for an emergency launch insurance policy is shown in the results as well as evidence supporting "Careful COTS" as a viable and effective methodology for ensuring resilience of COTS-enabled, proliferated systems. All code, datasets, and sample results depicted are provided in a GitHub at the end of the thesis.

New economies are forming in low- Earth orbit (LEO), driven by miniaturization of technologies and the promise of lower launch costs, which should then allow many of these LEO systems to capitalize on designs incorporating smaller, shorter-lived spacecraft in highly-disaggregated constellations. Meanwhile, many spacecraft at geosynchronous orbit are continuing along a trend towards increasingly massive and longer-lasting satellites, and while they do represent some of the most exquisite, highest-performing satellites ever launched, some experts now feel that such trends are unsustainable and are beginning to place increasing strain on the underlying industry. To support current and future spacecraft, orbital infrastructures have been proposed as a means of providing on-orbit services to customer spacecraft and guiding space architectures towards more sustainable paradigms. In LEO, an infrastructure of communications and data relay spacecraft is envisioned as a means of aiding new and existing space enterprises in the areas of satellite connectivity and downlink capability. Meanwhile, an on-orbit servicing (OOS) infrastructure, located primarily in geosynchronous orbit, would provide services such as repair, rescue, refueling, and upgrading of customer spacecraft, in order to alleviate the identified space industry trends. Physics and cost modeling, as well as tradespace exploration, are used to identify optimal LEO infrastructure designs, while system dynamics modeling is used to assess the trends likely to occur in the overall space industry as OOS is incorporated into space architectures. The primary conclusion from the analysis of LEO infrastructure designs is that, when designing for global connectivity, there is an optimal design point between a small constellation of larger spacecraft and a very large constellation of small spacecraft, but this will also depend on the intended mission of the infrastructure and the number of customers expecting to be serviced. Then, for an OOS infrastructure, it is determined that relatively low costs and heavy incorporation of servicing capabilities into customer architectures are needed to ensure long-term sustainability of such a project. Finally, the policy implications for both infrastructure concepts are discussed, with a heavy focus on options for the funding and development regimes employed to implement the infrastructures, as well as the major political and legal implications expected to accompany these projects.

A new generation of LEO constellations is emerging, and understanding the related technical, economic, and policy landscapes will be critical to fostering their success. The most significant value of this research effort comes from its breadth. LEO constellations are becoming essential tools for a wide range of applications, and this work seeks to examine the diverse set of topics facing modern constellation stakeholders. Through a multidisciplinary, systems engineering evaluation, this thesis synthesizes current knowledge gaps and questions related to second-generation LEO constellations. The investigation begins with a discussion of the historical development of DSMs, and three distinct eras of constellation use are identified. The initial time period, 1959 to 1996, captures the early DSMs that framed the development of modern systems. The first generation spans from 1997 to 2009. It begins with the installation of the first commercial, telecommunications constellations and demonstrates logistic growth for commercial DSM member spacecraft. Growth rates surge again as the second generation begins in 2010, and the data reflect current trends toward commercial, remote-sensing applications of DSM systems. The second generation of LEO constellations coincides with an approximately 189% increase in the annual NGSO satellite launch rate and a 92% increase in the number of constellation systems initialized each year over the first generation. This work continues by underscoring technologies that have enabled this growth through a survey of relevant literature and patent filings. Contemporary issues in constellation technology policy are also examined. Through a series of cost and risk focused case studies, limitations within the existing development and maintenance paradigms are illustrated. The new generation of constellations is challenging the assumptions that have traditionally guided such analyses, and opportunities for further framework development are discussed. This thesis represents a contribution to the advancement of constellation systems by assessing the viability of the existing paradigm and identifying critical areas of future research.

The volatility in today's economics has resulted in government attempts to reduce cost while maintaining performance. One of the elements examined by the Defense Advanced Research Projects Agency was the idea of fractionating a current monolithic satellite system into several smaller, space-based group (SBG) satellites. This architecture would allow for multiple, smaller, and less expensive satellites to work together to accomplish the several missions. This study focused on research and analysis of the system FireSat. The analysis removed the ground communications suite from the sensor platform. A Microsoft Excel spreadsheet was used to develop the resulting cost relation for the sensor-only satellite. Using assumptions provided by that analysis, three additional systems, currently in operation, were examined for cost savings if placed into the SBG. The Tracking and Data Relay Satellite was used as a basis for cost of a communications satellite. The cost analysis resulted in an estimated $52 million FY15 to the space segments alone. Additional research is required to determine cost savings within the full architecture and develop a risk-cost analysis to determine whether cost could be further reduced due to higher reliability, lower replacement cost risk, and longer lifetimes. Building on the success of the LEO economy, there is potential for the establishment of a cislunar economy, supporting NASA and providing commercial goods and services well beyond LEO [20]. Successful creation of a cislunar economy will require commercial and government cooperation at an altogether new scale. The vastness of this new domain, however, makes the implementation of an adequate Space Situational Awareness (SSA) capability both necessary and extraordinarily difficult. Future aerospace leaders may find them selves breaking from traditional paradigms for architecture definition, systems engineering, and program costing [43]. Rather than wholesale abandonment of the processes that resulted in decades of successful innovation, however, future architects will benefit from the adoption of a new framework of systems thinking that combines the hard-won knowledge from the Aerospace domain with similarly deep lessons learned from other domains such as Finance and Real Options. This thesis explores a new framework for the analysis of large, dynamic, heterogeneous satellite constellation architectures by focusing on a multi-mode cislunar (SSA) capability. The combination of technical performance models, financial models, and real options analyses into a single tool allows system architects to identify and maintain multiple paths to program success by preserving flexibility in design and implementation throughout the program life cycle. The analyses presented in this thesis explore how Real Options can be used to increase the probability of mission success from as low as 2% to as high as 72% despite wide ranging uncertainty in system cost and performance.

The small size, low cost, standardized form factor, and increasing availability of commercial parts for CubeSats make them ideal for use in constellations. In this work, we provide an in-depth analysis of how to evolve from a single Earth-observing CubeSat to an effective CubeSat constellation. We first consider pointing capability provided by three different CubeSat attitude determination and control system (ADCS) architectures to an Earth-observing payload. Our approach of performing a comprehensive orbital altitude and inclination reference point analysis for all subsystems allows us not only to evaluate trades between subsystems when designing a CubeSat that may be manifest in any low-Earth orbit, but the reference point analysis also provides a database of impacts that the orbital parameters have on subsystems and performance for designing a constellation. Next, we consider the practical challenge of trying to launch and distribute a CubeSat constellation into a specific configuration. We suggest a cost-effective way to launch a constellation of CubeSats via consecutive secondary payload launch opportunities.

Book excerpt: The concept of servicing and repair of satellites in low earth orbit (LEO) using the Orbital Maneuvering Vehicle (OMV) is examined. While current polar orbiting satellites, it could be economically applied to any LEO in which sufficient numbers of satellites are located or where individual satellite cost/ mission justify servicing. Increases in cost effectiveness and operational flexibility of in space systems can be realized when the capability to replenish consumable fluids, propellants and Orbital Replacement Units (ORUs) are incorporated into satellite design. ORUs can be placed in orbit using expendable launch vehicles (ELV), specifically selected to satisfy the mission need. Several suitable small payload, low cost boosters are now under development, with attainment of operational status expected in the early 1990's. The concept calls for modular satellite design and deployment of a space based support platform. New technology could be applied in the form of upgrades and on orbit modifications much more efficiently than the current abandon/replace policy for most satellite systems. The first chapters provide background on the proposed concept, OMV and ELVs. Several polar orbiting satellite systems providing mass summary breakdowns and current cost information are described and then OMV payload servicing using the flight telerobotic servicer is discussed. Comparison of estimated OMV satellite servicing costs vs. satellite replacement for several missions is tabulated.
