The first task was to extend the detailed communication satellite studies to the military case where the value function does not bear the linear relationship between revenues and costs. The second task was to write up all the on orbit servicing studies (OOS) in the form of an extended monograph. The first task was accomplished through the work of two students. Adam Ross showed how to extend the MATE-CON work on helping decision makers make choices from the static case where attributes are defined initially and stay the same to the dynamic case. In the dynamic case, the decision maker preferences may change with time or the decision makers may have unarticulated preferences (typically expressed as a desire for flexibility). This allows us to move from the case of commercial communication satellites (which have well articulated fixed attributes) to the military case where the preferences can change over time. In the work of Matt Richards, a systematic taxonomy has been developed for analyzing which military space system architectures makes sense for OOS.

Using the unique example of the Hubble Space Telescope servicing missions, the upgrade of the payload instruments and the bus subsystems on-board a scientific observatory is modelled. It is shown that satellite upgrades can significantly increase the utility of the mission, in particular if technology is evolving rapidly. It can be concluded from these two case studies that on-orbit servicing is viable and attractive if the increase in utility due to the upgrade is sufficiently large and if there is no other alternative that can offer a similar increase in utility at a lower cost or lower risk. Potential policy barriers to the acceptance of on-orbit servicing are identified and candidate policies are proposed to promote and enable the development of an on-orbit servicing infrastructure. A government intervention is likely to be necessary to overcome the risk averseness of the space industry and the "chicken and egg" problem arising from the necessity of designing the satellite for serviceability.

New technology could be applied in the form of upgrades and on orbit modifications much more efficiently than the current abandon/replace policy for most satellite systems. The first chapters provide background on the proposed concept, OMV and ELVs. Several polar orbiting satellite systems providing mass summary breakdowns and current cost information are described and then OMV payload servicing using the flight telerobotic servicer is discussed. Comparison of estimated OMV satellite servicing costs vs. satellite replacement for several missions is tabulated.

Book excerpt: Satellites are the only major Air Force systems with no maintenance, routine repair, or upgrade capability. The result is expensive satellites and a heavy reliance on access to space. At the same time, satellite design is maturing and reducing the cost to produce satellites with longer design lives. This works against the ability to keep the technology on satellites current without frequent replacement of those satellites. The Global Positioning System Joint Program Office realizes that it must change its mode of operations to quickly meet new requirements while minimizing cost. The possibility of using robotic servicing architectures to solve these problems is considered in this thesis. The authors accomplished this through a systems engineering and decision analysis approach in which a number of different alternatives for on-orbit satellite repair and upgrade were analyzed. This approach involved defining the problem framework and desired user benefits, then developing different system architectures and determining their performance with regard to the specified benefits. Finally, the authors used decision analysis to evaluate the alternative architectures in the context of the user's goals. The results indicate favorable benefit-to-cost relationships for on-orbit servicing architectures as compared to the current mode of operation.

During that time, four space shuttle-based service missions were launched, three of which added major observational capabilities. A fifth â€" SM-4 â€" was intended to replace key telescope systems and install two new instruments. The loss of the space shuttle Columbia, however, resulted in a decision by NASA not to pursue the SM-4 mission leading to a likely end of Hubble's useful life in 2007-2008. This situation resulted in an unprecedented outcry from scientists and the public. As a result, NASA began to explore and develop a robotic servicing mission; and Congress directed NASA to request a study from the National Research Council (NRC) of the robotic and shuttle servicing options for extending the life of Hubble. This report presents an assessment of those two options. It provides an examination of the contributions made by Hubble and those likely as the result of a servicing mission, and a comparative analysis of the potential risk of the two options for servicing Hubble. The study concludes that the Shuttle option would be the most effective one for prolonging Hubble's productive life.
