Book excerpt: Excerpt from Financial Reform Scrutinized: In a Letter to Sir Henry Parnell, Bart; M. P Sir, The very able and earnest manner in which you have treated many of the subjects discussed in Financial Reform, whilst it excites conviction of the beneficial results that sooner or later must come from your observations, renders it the more to be regretted that in some instances the facts themselves, as well as the deductions drawn, are very questionable. The parts I particularly allude to, though not extending to the means of raising millions, have for their object the means of saving the need for some of those millions; and it has appeared to me that those means stand the more in need of investigation since a nation, like an individual, must be the happier when its financial difficulties are remediable, not by any diminution of its necessaries or even luxuries, but by a more economical mode of obtaining them. For this reason the Government of the United States should not enter the discount and deposit business Of banking; but, on the other hand, it should supervise and regulate a cooperative means Of assistance, like an enlarged clearing-house association, in the common interest, and require the banks to pay all the cost Of providing capital, supplying gold reserves, and issuing notes under its close supervision. Thus the surplus profits of note-issues and Of discounts would go to the people of the United States. Moreover, in any legislation, care should be taken that control Of our credit system should not pass into the hands Of any sinister political or financial interests. Book excerpt: Excerpt from Six Speeches on Financial Reform Increased in number and extent with a frightful rapidity, until, in the reign of George III, taxes became so numerous that there was nothing further left to tax; and although premiums were offered for fresh subjects for taxation, none could be found. This state of affairs is thus graphically described by Sidney Smith We must pay taxes upon every article which enters into the mouth, or covers the back, or is placed under the foot; taxes upon everything which is plea sant to see, hear, feel, smell, and taste; taxes upon warmth, light, and locomotion; taxes upon everything on earth, and the waters under the earth; on every thing that comes from abroad, or is grown at home; taxes on raw material; taxes on every value that is added to it by the industry of man taxes on the sauce which pampers man's appetite, and the drug which restores him to health on the ermine which decorates the judge, and the rope which hangs the criminal; on the brass nails of the coffin, and on the ribands of the bride; at bed or at board, couchant or levant, we must pay. The beardless youth manages his taxed horse with a taxed bridle on a taxed road; and the dying Englishman, pouring his medicine, which has paid seven per cent., into a spoon which has paid thirty per cent, throws himself back upon his chintz bed. Book excerpt: Excerpt from The Public Debt, Its Influence and Its Management Considered in a Different Point of View From Sir Henry Parnell in His Work on Financial Reform The debt of Great Britain, and its influence on the general welfare of the country, has given rise as yet to comparatively few controversies; nearly'all writers and orators having concurred in opinion, that it has been detrimental to thepublic interests and prosperity. Already, in the time of William III., when the debt was in its very infancy, it was called enormous. A writer of great reputation, then said, that England could not provide a revenue of more than two millions sterling, (equal to eight millions of the present time, ) without ruining her trade and manufactures. During the whole course of last century, we have seen every writer assail the debt. Hume declares, that if the nation does not destroy credit, credit will destroy the nation. Dr. Price says, that the evils and dangers of an exorbitant debt are so great, that they cannot be exaggerated, and that we have reached so nearly the end of our resources, that but little time is left to save us from impending ruin. An exorbitant debt, he adds, leads to despotism, towards which all Governments have a natural tendency. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from Reform: An Essay on the Political, Financial, and Social Condition of the United States Showing Dangers, Defects, and Remedies "Multum in Parvo" is the opening motto of this book, - an essay on the political, financial and social condition of the United States, showing the dangers that beset this great Republic, the defects of its institutions, and the remedies to be applied. The work is written in an absolutely patriotic spirit, free from prejudice and passion; the language used is plain and comprehensive for all classes of our immense population, from the haughty banker and so-called merchant prince to the plain artisan and humble day-laborer. In order to show that the author is competent to handle the great subject developed in this book, and that "he knoweth whereof he writeth," he begs leave of the kind and indulgent reader to make the following preliminary declaration: Although of foreign birth the writer came to this country when a boy, became a citizen in 1856, and has resided here ever since, with the exception of several years' residence and travel in Mexico during the civil strife prior to the advent of Maximilian, and travel in Central America and Europe in 1890 and 1891. He had the honor of being acquainted with and a protege of General Winfield Scott, was present at the inauguration of President Franklin Pierce, at the funerals of Daniel Webster and Henry Clay, and on the night of the 15th of December, 1858, had an interview at the White House with President James Buchanan and General Cass, Secretary of State, in consequence of which a United States Minister was sent to Vera Cruz and recognized the Juarez Government of Mexico, at that time located in the heroic seaport. Book excerpt: Excerpt from Money and Banking: Illustrated by American History Very few persons, if any, are satisfied with our present monetary condition. While I write these lines a withdrawal of $2, 3 gold from the Treasury causes a fresh tremor and confusion of tongues. Everybody assures everybody else, and tries to assure himself, that it is of no consequence. Probably no harm will come of it, but why should it be noticed at all, except by a few dealers in foreign exchange? Because the public Treasury undertakes to maintain the ultimate gold reserve of the country, and because people doubt whether it can do so at all times. Are these doubts unreasonable? The only law on the statute book really effective for the discharge of this obligation was passed in 1862 for a different emergency, had been forgotten a quar ter of a century, and was discovered by accident the last day in the afternoon. As regards the act of 187 5 (under which gold was twice procured last year for the replenish ment of the Treasury) it is a matter of dispute whether it is still in force, or whether it lapsed when specie payments were resumed. A dispute on such a question is itself an incentive to panic. Moreover, everything depends upon the mood and temper of the Administration for the time being whether such powers as the law confers shall be exercised wisely and promptly, or exercised at all. Book excerpt: Excerpt from Recent Indian Finance This brochure owes its origin to the request made to me by my friend Mr. N atesan of Madras to reprint in their present form the letters on Indian Finance which, thanks to the courtesy of {its accomplished Editor, I had lately contributed 'to the columns of the Times of India. In com plying with his request I have embraced the opportunity to preface the letters by an article which I contributed to the Indian Review on the subject of Indian Financial Reform and by a few supplementary observations called for by the speech which Mr. Montagu, the Under Secretary of State for India, made in the House of Com mons on 26th July last. These papers will inform those who take an interest in the finances of the Empire how imperative is the necessity for effectually checking and controlling expenditure which for some years past has been allowed to overrun the normal revenue at a pace which is positively disquieting, if not alarming. Book excerpt: Excerpt from The Movement for Budgetary Reform in the States In our volume on The Problem of a National Budget, the attempt was made to do three things: to present an analysis of the problem of a budget; to trace the history of the movement for budgetary reform in the national government; and to point out certain steps which it is believed should be taken by that government with a view to the introduction of a budgetary sys tem as the basis for the administration Of its financial affairs. The present volume has for its purpose to do a somewhat similar work for the state governments. In view of the fact that the problem of a budget has been subjected to detailed analysis in the volume relating to the national government, it is unnecessary to attempt such a work here. The problem is substantially the same in both the national and state governments. Differences exist only in respect to the conditions to be met. These differ ences will be considered in the introductory chapter of the present volume. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from Appeal to the People of the State of New York: Adopted by the Executive Committee of Citizens and Taxpayers for the Financial Reform of the City and County of New York There is no occasion for advice from this Committee as to the details of the great fight against all forms of ofi'lcial corruption which has made such cheering progress in this city. If the feeling which prevails among all our good citizens shall be shared by those who are further removed from the evils which at first appalled and then stung us into activity, earnest hearts will find ready means to incarnate honest purposes in noble actions, and to redeem the fair fame of our State for gener' ations to come. We have tried to define the issue as it has pressed on us. If we have succeeded, and if you feel, as we do, that it is now the honest manhood of the State that is on trial, no combination of political tricksters can repress or even d root the swelling tide of popular indignation and resolve. In its presence all ordinary political issues will sink out of sight, and next November will witness a vindi' cation of the manhood of the people of New York, as proud and momentous in its consequences as that which was attested when the State rose as one man at the call of a different form of patriotism. Book excerpt: Excerpt from Plans for Reform of the International Monetary System It is symptomatic of the tempo with which economic matters conditions, institutions, policies, and plans - are changing nowadays that. A paper describing current plans for reform of the international monetary system calls for a new and much enlarged edition within one year. This new edition exceeds the obsolete version by 34 per cent in terms of words printed. The number of footnotes increased from 69 in the first edition to 105, or by 52 per cent, an increase which is accounted for, not by afterthoughts, but by new publications relevant to the subject.
