It first outlines the nature of private & public benefits & costs, including demand-side market benefits such as building consumer confidence; non-market benefits such as reductions in food-borne illness; supply-side benefits such as productivity & logistic improvements; and private supply-side costs such as those related to management, compliance, & monitoring. The report then describes the Hazard Analysis Critical Control Point (HACCP) approach to food safety. The next chapter presents the classification system for identifying benefits & costs from OFFS. Finally, the report classifies potential benefits & costs of EFP. Appendices include a discussion of measurement issues, a technical analysis of the potential effects of these benefits & costs under different scenarios, and a glossary.
