High-ranking nobles and royalties were often the victims of imprisonment and, at times, had to wait many years until their ransom was paid. Similarly, slavery existed throughout Christian Europe and in the Arab world. However, while imprisonment occasionally proved to be the catalyst for major writings and creativity, slaves in the Ottoman empire and in Egypt succeeded in rising to the highest position in society (Janissaries, Mamluks, and others).

The number of these prisons grew enormously between 1987 and 1998, with proponents suggesting that allowing facilities to be operated by the private sector could result in cost reductions of 20%. The study examined the historical factors that gave rise to the higher incarceration rates, fueling the privatization movement, and the role played by the private sector in the prison system. It outlines the arguments, both in support of and opposition to, privatized prisons, reviews current literature on the subject, and examines issues that will have an impact on future privatizations. The report concludes that, rather than the projected 20-percent savings, the average saving from privatization was only about 1 percent, and most of that was achieved through lower labor costs. Nevertheless, there were indications that the mere prospect of privatization had a positive effect on prison administration, making it more responsive to reform.

TDCJ has hired the lowest qualified of the applicant pool many times in the last 25 years and regularly destroys statistics on violence. TDCJ Dir. Collier led the prison to model Louisiana Warden Burl Cain, the most scandal-ridden in penal history according to a host of published news stories for 20 years. Therein, Collier led TDCJ to favor the smallest segment of religious society within Evangelical Dominionism. Texas has no business endorsing the truth of any religion over another. We close with a proposal that utilizes the 400,000,000 hours of officer contact over ten years as a definitive influence in contrast to a commissioner that spends less than 10 minutes on each decision. Maness has been lobbying Austin for 15 years to definitively access staff for his “100,000 Mothers’ 1% Certainty Parole Texas Constitutional Amendment,” which would revolutionize prison culture and save Texans millions of the dollars.
