The office prints documents produced by and for the federal government, including Congress, the Supreme Court, the Executive Office of the President and other executive departments, and independent agencies. A hearing is a meeting of the Senate, House, joint or certain Government committee that is open to the public so that they can listen in on the opinions of the legislation. Hearings can also be held to explore certain topics or a current issue. It typically takes between two months up to two years to be published. This is one of those hearings.

Available in PDF, EPUB and Kindle. Book excerpt: Four alternative theories of oil inventory management and their implication for the level of private petroleum stockpiling are explored. The assumptions made were: that the product market for oil is competitive and that the capital market through which investments in oil stockpiles are financed is efficient. It is assumed that these conditions are expected to prevail even in the event of a supply interruption. These assumptions constitute the benchmark theory of oil inventory management. Variations on this theme provide the alternative theories of inventory behavior explored.

Available in PDF, EPUB and Kindle. Book excerpt: The global crude oil market is critically important in many respects. It is the fuel that drives the global economy and, as such, is the focus of climate policies. Moreover, crude oil is the basis of a tradable financial asset. It is therefore connected to several outstanding macroeconomic developments of recent years, including financial market fluctuations, the financial crisis and the exceptional conduct of monetary policy. This book investigates the impacts of monetary policy and the financial system on the global crude oil market. Furthermore, it outlines how monetary policy may also be used to guarantee stability and to contribute to ecological sustainability.

Book excerpt: This study analyzes the procedures for establishing authorized fuel levels at DoD facilities to determine if present petroleum inventories represent actual needs. Three aspects of the formula that is used by both the Defense Fuel Supply Center and the Air Force in computing peacetime operating stocks were studied. To estimate the effect of costs to the government of various inventory policies, the storage of petroleum was modeled in a linear programming fashion using a transportation model that minimized storage costs. A hypothetical scenario consisting of locations using/storing bulk petroleum was described and subsequently modeled as a transportation problem. The conditions delineating this scenario were then changed to reflect several alternate methods of calculating required inventory levels. The value of the objective function for each of these scenarios was measured against the minimum cost solution of the original conditions to determine the net effect on storage costs.

Book excerpt: To help prevent a repetition of the economic dislocation caused by the 1973-74 Arab oil embargo, Congress authorised the Strategic Petroleum Reserve (SPR) in the Energy Policy and Conservation Act (EPCA, P.L. 94-163). Physically, the SPR comprises five underground storage facilities, hollowed out from naturally occurring salt domes, located in Texas and Louisiana. Oil stored at one of the sites, Weeks Island, was transferred after problems with the structural integrity of the cavern were discovered in the mid-1990s. Hurricane Katrina made landfall early in the morning of August 29, 2005 inflicting severe damage and shutting down oil and gas production and refining activities in the Gulf of Mexico. Damage assessments continue. By September 2, three requests for loans totalling 8.5 million barrels had been approved; a few others are pending. The Administration also announced it was making 30 million barrels available. However, as a policy tool to respond to the crisis, the SPR has limitations because a barrel of crude contributes to product supply only if there is refining capacity to turn the crude into gasoline or diesel fuel. Consequently, recovery from the hurricane's effects will depend upon resumption of production and refining operations in the Gulf, and the ability to transport petroleum products. On August 8, 2005, the President signed the Energy Policy Act of 2005 (H.R. 6). The bill as enacted permanently authorises the SPR and requires, "as expeditiously as practicable," expansion of the SPR to its authorised maximum of 1 billion barrels. The Secretary is required to develop procedures for achieving the fill objective without "incurring excessive cost," or placing upward pressure on prices. Any fill policy is also to take into consideration minimising income foregone to the Treasury by filling the SPR with additional royalty-in-kind (RIK) oil.

Available in PDF, EPUB and Kindle. Book excerpt: An up-to-date and comprehensive treatment of the fundamentals of scheduling theory, including recent advances and state-of-the-art topics Principles of Sequencing and Scheduling strikes a unique balance between theory and practice, providing an accessible introduction to the concepts, methods, and results of scheduling theory and its core topics. With real-world examples and up-to-date modeling techniques, the book equips readers with the basic knowledge needed for understanding scheduling theory and delving into its applications. The authors begin with an introduction and overview of sequencing and scheduling, including single-machine sequencing, optimization and heuristic solution methods, and models with earliness and tardiness penalties. The most current material on stochastic scheduling, including correct scheduling of safety time and the use of simulation for optimization, is then presented and integrated with deterministic models. Additional topical coverage includes: Extensions of the basic model Parallel-machine models Flow shop scheduling Scheduling groups of jobs The job shop problem Simulation models for the dynamic job shop Network methods for project scheduling Resource-constrained project scheduling Stochastic and safe scheduling Extensive end-of-chapter exercises are provided, some of which are spreadsheet-oriented, and link scheduling theory to the most popular analytic platform among today's students and practitioners—the Microsoft Office Excel® spreadsheet. Extensive references direct readers to additional literature, and the book's related Web site houses material that reinforces the book's concepts, including research notes, data sets, and examples from the text. Principles of Sequencing and Scheduling is an excellent book for courses on sequencing and scheduling at the upper-undergraduate and graduate levels. It is also a valuable reference for researchers and practitioners in the fields of statistics, computer science, operations research, and engineering.

Available in PDF, EPUB and Kindle. Book excerpt: This paper examines how information on the time pattern of expected future prices for crude oil, based on the term structure of futures contracts, can be used in informing whether to draw down, or contribute to the Strategic Petroleum Reserve (SPR). Such price information provides insight on expected changes in the supply-demand balance in the market and can also facilitate cost-effective transitions for SPR holdings. Backwardation in futures curves suggests that market participants expect shocks to be transitory, creating a stronger case for SPR releases. We use vector autoregression to analyze the relationship between the term structure of futures contracts, the management of private oil inventories, and other variables of interest. This relationship is used to estimate the magnitude of the impacts of SPR releases into the much larger global inventories system. Under the assumption that strategic releases can be modeled as surprise inventory additions, impulse response functions suggest that a strategic release of 10 million barrels would temporarily reduce spot prices by about 2% to 3% and mitigate backwardation by approximately 0.8 percentage points. Historical simulations suggest that past releases reduced spot prices by 15% to 20% and avoided about 5 percentage points of backwardation in futures curves, relative to a no-release counterfactual. This research can help policymakers determine when to release SPR reserves based on economic principles informed by market prices. It also provides an econometric model that can help inform the amount of SPR releases necessary to achieve given policy goals, such as reductions in prices or spreads.
