My Lord, --I Have the honour to report to your Lordship that addresses to the army and people of Tuscany have been clandestinely circulated lately in the Grand Duchy, for the purpose of exciting them to assist Sardinia, in case of a war breaking out between that country and Austria. Baldasseroni, the President of the Council, upon the present aspect of affairs in Europe, and I again pressed upon his Excellency the inexpediency of allowing Austrian troops to enter the Grand Duchy. His Excellency again declared that there was no intention to invite them to do so, as their assistance was not required to preserve order, and that no object would be gained by their occupying this country, as, in case of war between France and Austria, its fate would be decided in the plains of Lombardy. He added that, as the Grand Duke was absent, he could not answer for what His Imperial Highness might have done, but that the desire of the Government was to.maintain the status quo, and that nothing but a successful revolutionary movement in this country could induce Tuscany to assist Sardinia in a war against Austria, in which case they would look to the powers who signed the Treaty of Vienna for assistance to maintain it.
