L. 1982, p. 2107, which enacts several provisions based on population and repeals several other provisions based on population has the seeming effect of repealing certain Code sections even though enacted in the Act. The Act should not be read in this manner but should be read as expressing legislative intent pursuant to paragraph (13) of subsection (b) of Code Section 1 - 1-10. Based upon that provision, if the General Assembly had not repealed the underlying population Act when enacting the Code section based upon that Act, both provisions would have remained in effect. Constitutional amendments. Only constitutional amendments which have been ratified have been indexed. Pursuant to the Constitution of 1983, Art. XI, Sec. I, Par. IV, (a), many local constitutional amendments have been continued in effect by local law or by home rule ordinance or resolution. These are indicated by parenthetical notation. Pursuant to sub-paragraph (c) of that provision, many local constitutional amendments have been permitted to expire; indexing for these provisions has been moved from Current to Noncurrent, and a parenthetical explanation has been inserted following the reference.
