Book excerpt: In 1965 the UK enacted the Race Relations Act while the International Convention on the Elimination of all Forms of Racial Discrimination (ICERD) opened for signature and ratification. In the US, the changes that brought down the walls of segregation, conveying some equality to black people essentially began with the Civil Rights Act of 1964. These ground-breaking instruments marked a commitment—domestically and internationally by the state parties to the ICERD—to address racial injustice and inequality through legal means. Yet, the intervening years reveal the challenges of pursuing racial justice and equality through the medium of law. In recent years, allegations of institutional racism have been levelled against numerous public institutions in the UK, while the rise of populism globally has challenged the ability of law to effect change. This edited collection draws attention to the need to reflect on the persistence of racial inequalities and injustices despite law’s intervention and arguably because of its ‘unconscious’ role in their promotion. Recent crises have proved, though, why aid is so important for us as well as for the countries we assist. The 2015 Spending Review is therefore being used to fundamentally review how this budget is spent. Spending will be shaped according to four strategic objectives. The strategy sets out how, as a result of the new approach, we will: allocate 50% of all DFID's spending to fragile states and regions; increase aid spending for the Syrian crisis and the related region; end all traditional general budget support - so we can better target spending; use an expanded cross-government Conflict, Stability and Security Fund (CSSF) to underpin our security objectives by supporting the international work of the National Security Council (NSC); create a £500 million ODA crisis reserve to allow still greater flexibility to respond to emerging crises such as the displacement of Syrian refugees; fund a new £1 billion commitment to global public health (the "Ross Fund") which will fund work to tackle the most dangerous infectious diseases, including malaria. The fund will also support work to fight diseases of epidemic potential, such as Ebola, neglected tropical diseases, and drug resistant infections; and use a new cross-government Prosperity Fund, led by the NSC, to drive forward our aim of promoting global prosperity.

Although the RCP existed for barely two decades, it left a curiously lasting impact on British politics, and its legacies have provoked bewilderment, suspicion, and animosity. Formed as the Revolutionary Communist Tendency in 1978, the RCP represented a distinct and often controversial offshoot of the Trotskyist left. Campaigning principally around 'unconditional support for Irish freedom' and anti-racism, RCP cadres expounded an independent revolutionary politics to supersede capitalism. In the 1990s, however, the RCP leadership ruefully declared that the working class had suffered an historic defeat, and the party dissolved in 1996. Combining wide-ranging archival research and twenty-four life-history interviews with former activists, Preparing for Power examines ideological continuity and change among the ex-RCP milieu. Explaining the party's key ideas, their evolution, and their retrospective contestation, Jack Hepworth analyses the RCP's trajectory in a broader political context.
