Hierfür wird zunächst der Begriff "offene Kinder- und Jugendarbeit" näher beleuchtet. Hierzu werden auch die Charakteristika, Prinzipien und Konzepte, die diesem Bereich zugrunde liegen, näher betrachtet. Dabei werden auch die Rechtsgrundlage und die Ziele, die sich daraus für die offene Kinder- und Jugendarbeit ergeben, in den Blick genommen. Anschließend an diese Analyse sollen die aktuelle Situation betrachtet sowie diesbezügliche Kritiken beschrieben werden. Diese Auseinandersetzung soll letztlich dazu führen, das Zitat von Deinet verstehen und einordnen zu können. In diesem Zusammenhang wird auf die Fragen: "Inwieweit ist offene Jugendarbeit noch zeitgemäß? Oder wird sie nicht schon längst funktionalisiert?" eingegangen. Abschließend werden ausblickend weitere Entwicklungsmöglichkeiten und Trends in diesem Arbeitsbereich aufgezeigt. Die Anfänge der Jugendarbeit waren weniger von Pädagogik und Bildungszielen geprägt. Sie hatten vor allem politischen Charakter. Bis heute gibt es keine einheitliche Definition zur offenen Kinder- und Jugendarbeit als einen Bereich der Kinder- und Jugendhilfe. Dies zeigt sich auch in dem sehr bunt aufgestellten Einrichtungsspektrum der offenen Jugendarbeit mit unterschiedlichen theoretischen und konzeptionellen Ausrichtungen, Konzepten und Angeboten. Wenn es keine einheitliche Theorie gibt, so gibt es doch eine fundamentale rechtliche Grundlage und damit einen klaren Rahmen, welcher Ziele und Prinzipien der offenen Kinder- und Jugendarbeit festlegt.

Deinet verweist in seinem Artikel „Zukunftsmodell Offene Kinder- und Jugendarbeit“ daraufhin, dass „das alte Konzept der offenen Arbeit, d.h. das Prinzip der Offenheit für alle und jeden, stilisiert im offenen Bereich eines jeden Jugendhauses, in dem sich alle Jugendlichen treffen sollen, schon lange an der Wirklichkeit vorbeigeht (Deinet).“ K. Mollenhauer, C.W. Müller, H. Kentler und H. Giesecke, Autoren der außerschulischen Jugendarbeit, fragten zudem Anfang der 60er Jahre „‚Was ist Jugendarbeit?‘ bzw. L. Böhnisch und R. Münchmeier Mitte der 80er Jahre ‚Wozu Jugendarbeit?‘, so scheint im Zuge fiskalpolitisch motivierter Überlegungen seit Mitte der 90er Jahre ‚Warum überhaupt noch Jugendarbeit?‘ zur alles entscheidenden Frage zu avancieren (Scherr/Thole, 1998 zit. n. Fimpler/Hannen, 2016).“ In meinen Betrachtungen zum Thema Offene Kinder- und Jugendarbeit möchte ich den beiden Aussagen wie auch den Fragen nachgehen und in einem abschließendem Fazit resümieren.

Ein Blick auf die aktuellen Zahlen der Kinder- und Jugendarbeit macht deutlich, wie wichtig die Offene Jugendarbeit ist und welchen Stellenwert sie in unserer Gesellschaft einnimmt. Laut der Zwölften Shell Jugendstudie (1997) waren im Jahr 1997 noch 43 Prozent aller Jugendlichen im Alter von 15 bis 24 Jahren in einem Sportverein Mitglied. Laut Statistischem Bundesamt geht dieser Anteil seit 1997 immer weiter zurück, genauso wie der Anteil der angebotenen Maßnahmen durch die öffentlichen und freien Träger der Jugendhilfe. Auch der Anteil der hauptamtlich sowie ehrenamtlichen Mitarbeiterinnen und Mitarbeiter ist bis zum Jahr 2004 rückläufig. Die Zahlen der Teilnahmebereitschaft an der Offenen Jugendarbeit sind auch im Jahr 2020 weiter rückläufig. Ein Grund hierfür ist, dass Jugendliche heutzutage im Vergleich zu früheren Zeiten viel mehr Möglichkeiten haben, wie sie ihre Freizeit gestalten. Viele verbringen ihre Freizeit auch in virtuellen Welten, zu denen fast jeder Jugendliche mit Smartphone, Tablet usw. Zugang hat. Ein weiterer wichtiger Punkt ist auch die finanziellen Einschränkungen, mit denen viele Träger rechnen müssen. Staatliche Zuschüsse werden immer knapper in Zeiten, in denen die meisten öffentlichen Kassen leer sind. Seit der ersten Hälfte der 2000er-Jahre sind die Ausgaben für den Bereich der offenen Jugendarbeit kontinuierlich zurückgegangen. Viele Träger in diesem Bereich verzeichnen einen deutlichen Rückgang an Beteiligungen bei Angeboten und es kommt immer häufiger zu Personalabbau in diesem Bereich.
