Book excerpt: Further validation of the Hanford Waste Vitrification Plant (HWVP) feed simulants will be performed by analyzing offgases during crucible melting of actual waste glasses and simulants. The existing method of vitrifying radioactive laboratory-scale samples will be modified to allow offgas analysis during preparation of glass for product testing. The analysis equipment will include two gas chromatographs (GC) with thermal conductivity detectors (TCD) and one NO/NO[sub x] analyzer. This equipment is part of the radioactive formating offgas system. The system will provide real-time analysis of H[sub 2], O[sub 2], N[sub 2], NO, N[sub 2]O, NO[sub 2], CO, CO[sub 2], H[sub 2]O, and SO[sub 2]. As with the prior melting method, the product glass will be compatible with durability testing, i.e., Product Consistency Test (PCT) and Material Characterization Center (MCC-1), and crystallinity analysis. Procedures have been included to ensure glass homogeneity and quenching. The radioactive glass will be adaptable to Fe[sup +2]/[Sigma]Fe measurement procedures because the atmosphere above the melt can be controlled. The 325 A-hot cell facility is being established as the permanent location for radioactive offgas analysis during formating, and can be easily adapted to crucible melt tests. The total costs necessary to set up and perform offgas measurements on the first radioactive core sample is estimated at $115K. Costs for repeating the test on each additional core sample are estimated to be $60K. The schedule allows for performing the test on the next available core sample.

The received sample (Envelope C) had been pretreated at the Savannah River Technology Center (SRTC) for removal of strontium and transuranic ions by precipitation and removal of cesium and technetium via ion exchange. The resulting pretreated Low Activity Waste (LAW) stream was the feed material for this evaporation test. The goals of this evaporation were to: (1) provide operating data -- including foaming and scaling tendencies -- for scale-up purposes, (2) obtain liquid and off-gas samples during steady-state operation for regulatory analysis, (3) conduct a ''final boildown'' after the steady-state operation to determine the solubility endpoint of the solution and the major precipitants, and (4) provide concentrated feed for a melter vitrification study to produce several kilograms of immobilized LAW glass product.

DOE and its predecessors have been involved in the management of radioactive wastes since 1943, when such wastes were first generated in significant quantities as by-products of nuclear weapons production. Waste connected with DOE's nuclear weapons complex has been accumulating as a result of various operations spanning over five decades. The cost estimates for nuclear waste cleanup in the United States have been rapidly rising. It has recently been estimated to be in a range from $200 to $350 billion. Costs could vary considerably based on future philosophies as to whether to isolate certain sites (the ""iron fence"" philosophy), or clean them up to a pristine condition (the ""greenfields"" philosophy). Funding will also be based on Congressional action that may reduce environmental cleanup, based on budget considerations.

The report concludes that DOE's overall plan is workable, but some important challenges must be overcomeâ€"including the removal of residual waste from some tanks, especially at Hanford and Savannah River. The report recommends that DOE pursue a more risk-informed, consistent, participatory, and transparent for making decisions about how much waste to retrieve from tanks and how much to dispose of onsite. The report offers several other detailed recommendations to improve the technical soundness of DOE's tank cleanup plans.
