The data used in this study are from the World Bank's 1995 North and Northeast China Living Standards Survey. The objectives are two fold. The first objective explores the relationship between the farm operators' off-farm labor supply and the household's farming efficiency, and identifies the factors affecting the farm operators' off-farm labor supply. Alternative approaches are used to measure farming efficiency. The theoretical model predicts an inverse relationship between farming efficiency and off-farm labor supply. However, the empirical results show that the crop production technical efficiency is positively related to off-farm labor supply and the agricultural production technical efficiency exhibits no significant effect on off-farm labor supply. There appears to be a surplus of labor in the agrarian sector in China. Restrictions on the movement of labor among regions and in the reallocation of farmland serve to maintain this surplus and thus bring about economic inefficiencies. The second objective investigates the switching nature of the operator's off-farm labor supply depending on the spouse's participation status in off-farm labor markets. An endogenous switching regression model shows that the spouse's participation status is endogenous to the operator's off-farm labor supply decision. The off-farm labor supply behavior of operators with spouses working off-farm exhibits some differences from that of the operators with spouses' not working off-farm. The results support that the agricultural household is a more relevant decision unit for resource allocation than is its individual members.

Agrarian values and "love of the land" seem to yield public conclusions for the support of the industry. Much of this support is in the interest of preserving a viable food producing sector in an volatile world climate. High interest rates, declining land values and highly competitive export markets have spurred renewed concern for farm survival in the past ten years. One alternative to traditional price supports and tariffs for farm household support is off-farm income. This may take many forms including off-farm wages and salaries, rental income, interest and dividend income and, retirement or pension funds. Central to the analysis of nonfarm income generation is the allocation of time by farm households. For farmers who place a high value on the farm lifestyle, occupational choice is embedded in the time decision to such an extent that the resource allocations based on economic efficiency criteria may be altered. Tobit techniques offer a new approach to the analysis of farm household decisions on time allocation. The procedure allows the investigator to estimate and evaluate parameters that may affect the amount of off-farm work by farm household members. The Tobit analysis is designed for censored data sets. The data in this study were censored because there were missing observations on the quantity of off-farm work for those individuals who did not work off-farm in 1986. Results of Tobit analyses of off-farm work by farm operators and spouses in three Oregon counties indicated that high levels of gross farm income reduce the likelihood and extent of off-farm work. Middle-aged operators worked off-farm more while the presence of small children and elderly dependents in the farm household inhibited off-farm work. The allocation decisions of the spouse and the operator appeared to be independent; this supports a nonsimultaneous Tobit specification like the one used in this research.

Book excerpt: The economic sustainability of farm households is frequently dependent on the availability of off-farm employment. This paper uses farm-level data to examine the impact of the Common Agricultural Policy (CAP) direct payment scheme, farm household characteristics and agricultural market conditions on farm households' labour allocation decisions in Ireland. Among other things, the hypothesis that decoupled direct payments induce farm household members to allocate more time to off-farm employment is tested. The analysis presented here suggests that decoupled direct payments are significantly and negatively associated with both the probability and amount of time allocated to off-farm work in the case of the farm operator. For married couples, the analysis finds a negative relationship between decoupled payments and the probability of both the farm operator and the spouse working in off-farm employment. Interestingly, decoupled payments have no significant relationship with the probability of the spouse only working in off-farm employment. This result corresponds to the finding of El-Osta et al. (2008) and suggests that decoupled payments tend to play a very limited role in explaining the off-farm employment decisions of the spouse. This analysis contributes to our understanding about the importance of off-farm labour in supporting farm household income. Furthermore, the analysis contributes to our understanding about the role of the farm spouse in contributing towards farm household income, the farm viability and the relationship between off-farm labour decisions and agricultural policy.

Off-farm sources represent 85 percent of the income earned by the average farm household and have turned into their main source of health insurance coverage. Farmers receive various government farm program payments, including the recently added Market Facilitation Program (MFP) payments. These payments have an unintended consequence on labor supply by farm operator households. Using farm household-level data from the 2019 Agricultural Resource Management Survey, this study investigates the impact of employer-sponsored health insurance coverage and participation in MFP on off-farm labor allocation decisions of U.S. farm families. Results from our empirical model show that farm families are 52% more likely to work off the farm if off-farm jobs provide employer-sponsored health insurance coverage. More importantly, results show that MFP payments have a significant and negative effect on the off-farm employment of U.S. farm-operator households.

Book excerpt: This book presents the basic model of an agricultural household that underlies most of the case studies undertaken so far. The model assumes that households are price-takers and is therefore recursive. The decisions modeled include those affecting production and the demand for inputs and those affecting consumption and the supply of labor. Comparative results on selected elasticities are presented for a number of economies. The empirical significance of the approach is demonstrated in a comparison of models that treat production and consumption decisions separately and those in which the decisionmaking process is recursive. The book summarizes the implications of agricultural pricing policy for the welfare of farm households, marketed surplus, the demand for nonagricultural goods and services, the rural labor market, budget revenues, and foreign exchange earnings. In addition, it is shown that the basic model can be extended in order to explore the effects of government policy on crop composition, nutritional status, health, saving, and investment and to provide a more comprehensive analysis of the effects on budget revenues and foreign exchange earnings. Methodological topics, primarily the data requirements of the basic model and its extensions, along with aggregation, market interaction, uncertainty, and market imperfections are discussed. The most important methodological issues - the question of the recursive property of these models - is also discussed.

Book excerpt: In the first chapter, we systematically examine factors affecting all three components of total factor productivity change in U.S. agriculture -- technical change, technical efficiency change, and scale and mix efficiency change. We find that climate change (measured as lagged 50-year rolling averages of temperature and precipitation) has the largest impact on each of the components. Its impact, however, is heterogeneous both among components and across states. Further, results show that technical change (the main component affecting total factor productivity change) is significantly impacted by innovation through public research and improved human capital through education and health care access.

The main challenge is how to build policies and programs on a gender perspective approach taking into account gender differences in behavior between male and female at the level of the household. This study is undertaken in a context of two earner partners living in mixed farming systems in Senegal where earnings come primarily from crops and livestock. This book provides substantial research focused on household decision-making regarding resource allocation and consumption. Moreover, it attempts to show empirical findings on the analysis of welfare and well-being through an innovative combination of subjective and objective methods. The research shows how important socioeconomic and cultural factors are in determining earnings from agricultural activities. Important determinants of productivity are related to women’s land access, non-labor income (transfers from migrants), and the wife's access to credit and health care. The research illustrates also that women's bargaining power may be strongly linked to their access to livestock resources, their mobility in purchasing food and medicine and their participation in the management of household finance. Analysis of decision-making regarding expenditures shows that women, more than men, value household goods (related to food, health and schooling expenditures) more than private goods. The results suggest that policies aimed at improving household livelihoods must understand gender differences, obligations and priorities.
