Il accuse et propose. Le grand responsable de la crise ? Une politique monétaire américaine, qui inonde la planète de dollars sans valeur, et pompe littéralement les ressources mondiales. Que faire ? Revenir à un système monétaire international cohérent et équilibré reposant, par exemple, sur l'or. Cette théorie a fait ses preuves. Jacques Rueff a contribué à l'instauration du franc Poincaré en 1926. Il a été, en 1958, l'instigateur et le principal auteur du plan d'assainissement financier mis en œuvre par Antoine Pinay. Le Général de Gaulle rendra justice à ce grand économiste, dont la clairvoyance et la pensée ont été à l'origine des brillants succès de la politique économique du début de la Ve République. « Théorie monétaire » est donc un ouvrage fondamental. Il expose ce qui fut au centre des préoccupations de Jacques Rueff, et à l'origine de son œuvre. Il comporte deux livres. Dans le livre premier, Jacques Rueff met en évidence - et prouve - l'existence des phénomènes monétaires essentiels, appliquant - pour la première fois - les méthodes rigoureuses des sciences physiques à l'économie politique. S'appuyant sur la réalité des faits et des hommes, il élabore ainsi une théorie économique globale, comme s'attacheront à le faire, plus tard, les prix Nobel, Paul Samuelson et Milton Friedman. Le livre second rassemble les principaux articles de Jacques Rueff. Ces textes, depuis 1922, développent, précisent et étendent la théorie conçue auparavant, en particulier sur l'inflation, le taux de l'intérêt, le chômage, la balance des paiements et les taux de change. Un ouvrage de référence, pour qui veut comprendre les grands phénomènes économiques de notre temps.
