The report offers a global record of how, where, and by whom ocean science is conducted: generating knowledge, helping to protect ocean health, and empowering society to support sustainable ocean management in the framework of the United Nations 2030 Agenda. The GOSR identifies and quantifies the key elements of ocean science at the national, regional and global scales, including workforce, infrastructure and publications. It is the first collective attempt to systematically highlight opportunities as well as capacity gaps to advance international collaboration in ocean science and technology. This report is a resource for policy-makers, academics and other stakeholders seeking to harness the potential of ocean science to address global challenges. A comprehensive view of ocean science capacities at the national and global levels takes us closer to developing the global ocean science knowledge needed to ensure a healthy, sustainable ocean.

Book excerpt: This edited volume provides a variety of insights into the context in which ocean and wetlands policy is placed at the sub-continental level. The governments of Mexico, Canada, and United States of America have recognized the importance of conserving, protecting, and enhancing the environment in their territories. As a result, they have developed an institutional structure aimed at furthering environmental cooperation. However, marine environment has played a secondary role, characterized by scientific cooperation that does not develop into regional policies. This project analyzes how ocean and wetlands preservation is omitted from the North American Agreement on Environmental Cooperation, meaning that collaborative efforts under-perform or remain largely sidelined from mainstream issues. As contributors come from a mix of the social and natural sciences (politics, international relations, law studies, sociology, oceanology, and oceanography), this book presents diverse viewpoints on how to address wetlands protection, deep ocean research collaboration, and the marine context of the Sustainable Development Goals.

Emerging activities such as bioprospecting, deep seabed mineral and hydrocarbon exploration and exploitation, offshore renewable energy developments and marine scientific probes of deep sea areas challenge the applicability of maritime law and policy in new ways. This handbook examines current regulatory and enforcement instruments and mechanisms for different sectors of maritime activity. Covering various jurisdictions, its specially commissioned chapters are authored by some of the world’s foremost authorities on maritime law, and offer unique perspectives on maritime law, policy and practice. This highly relevant collection is organised into four parts: • International Law Considerations in Maritime Regulation and Enforcement • Role of States and other International Actors in Maritime Regulation and Enforcement • Regulation and Enforcement in Different Maritime Sectors • Current Issues and Future Challenges This comprehensive reference work will be of interest to scholars and students of maritime law, practitioners and non-lawyers interested in the regulation of offshore areas, as well as policy-makers.

This book was released on 2016-04-28 with total page 84 pages. Available in PDF, EPUB and Kindle. Book excerpt: Canada’s economic and social development has benefited immensely from centuries of marine shipping. Today, the industry supports economies from coast to coast to coast, shipping hundreds of millions of tonnes of cargo, ranging from fuels to food, to consumer goods lining store shelves. The shipping industry is important to the livelihood of Canadians, but has also faced increased public scrutiny in recent years. The risks associated with opening the Arctic to greater ship traffic, increasing marine shipments of oil from Canada’s oil sands, and the growth in vessel size, especially of container ships, have all contributed to this discussion. Recognizing the need for consensus-building research in this area, the Clear Seas Centre for Responsible Marine Shipping asked the Council of Canadian Academies to convene an expert workshop to identify the risks associated with commercial marine shipping in major Canadian shipping regions. The final workshop report, Commercial Marine Shipping Accidents: Understanding the Risks in Canada, identifies the risks of commercial marine shipping accidents across Canada’s regions and for different cargo types, while highlighting gaps in understanding and areas for further research. The workshop report brings together perspectives from academia, government, and industry and is informed by evidence from a survey of the marine shipping community and an extensive review of the existing literature. It can be used as a tool for policy-makers to help inform decisions related to managing the risks of commercial marine shipping accidents. Overall, this workshop report seeks to contribute to a national dialogue about acceptable levels of risk in commercial marine shipping.

Book excerpt: Bringing together media studies and environmental humanities, the contributors to Saturation develop saturation as a heuristic to analyze phenomena in which the elements involved are difficult or impossible to separate. In ordinary language, saturation describes the condition of being thoroughly soaked, while in chemistry it is the threshold at which something can be maximally dissolved or absorbed in a solution. Contributors to this collection expand notions of saturation beyond water to consider saturation in sound, infrastructure, media, Big Data, capitalism, and visual culture. Essays include analyses of the thresholds of HIV detectability in bloodwork, militarism's saturation of oceans, and the deleterious effects of the saturation of cellphone and wi-fi signals into the human body. By channeling saturation to explore the relationship between media, the environment, technology, capital, and the legacies of settler colonialism, Saturation illuminates how elements, the natural world, and anthropogenic infrastructures, politics, and processes exist in and through each other. Marija Cetinić, Jeff Diamanti, Bishnupriya Ghosh, Lisa Yin Han, Stefan Helmreich, Mél Hogan, Melody Jue, Rahul Mukherjee, Max Ritts, Rafico Ruiz, Bhaskar Sarkar, John Shiga, Avery Slater, Janet Walker, Joanna Zylinska
