Download or read book Overcoming Obstacles to Peace written by James Dobbins and published by Rand Corporation. This book was released on 2013 with total page 394 pages. Available in PDF, EPUB and Kindle. Book excerpt: "This volume analyzes the impediments that local conditions pose to successful outcomes of nation-building interventions in conflict-affected areas. Previous RAND studies of nation-building focused on external interveners' activities. This volume shifts the focus to internal circumstances, first identifying the conditions that gave rise to conflicts or threatened to perpetuate them, and then determining how external and local actors were able to modify or work around them to promote enduring peace. It examines in depth six varied societies: Cambodia, El Salvador, Bosnia and Herzegovina, East Timor, Sierra Leone, and the Democratic Republic of the Congo. It then analyzes a larger set of 20 major post-Cold War nation-building interventions. The authors assess the risk of renewed conflict at the onset of the interventions and subsequent progress along five dimensions: security, democratization, government effectiveness, economic growth, and human development. They find that transformation of many of the specific conditions that gave rise to or fueled conflict often is not feasible in the time frame of nation-building operations but that such transformation has not proven essential to achieving the primary goal of nation-building -- establishing peace. Most interventions in the past 25 years have led to enduring peace, as well as some degree of improvement in the other dimensions assessed. The findings suggest the importance of setting realistic expectations -- neither expecting nation-building operations to quickly lift countries out of poverty and create liberal democracies, nor being swayed by a negative stereotype of nation-building that does not recognize its signal achievements in the great majority of cases."--Page 4 of cover.

Download or read book The War of Return written by Adi Schwartz and published by All Points Books. This book was released on 2020-04-28 with total page 170 pages. Available in PDF, EPUB and Kindle. Book excerpt: Two prominent Israeli liberals argue that for the conflict between Israel and the Palestinians to end with peace, Palestinians must come to terms with the fact that there will be no "right of return." In 1948, seven hundred thousand Palestinians were forced out of their homes by the first Arab-Israeli War. More than seventy years later, most of their houses are long gone, but millions of their descendants are still registered as refugees, with many living in refugee camps. This group—unlike countless others that were displaced in the aftermath of World War II and other conflicts—has remained unsettled, demanding to settle in the state of Israel. Their belief in a "right of return" is one of the largest obstacles to successful diplomacy and lasting peace in the region. In The War of Return, Adi Schwartz and Einat Wilf—both liberal Israelis supportive of a two-state solution—reveal the origins of the idea of a right of return, and explain how UNRWA - the very agency charged with finding a solution for the refugees - gave in to Palestinian, Arab and international political pressure to create a permanent “refugee” problem. They argue that this Palestinian demand for a “right of return” has no legal or moral basis and make an impassioned plea for the US, the UN, and the EU to recognize this fact, for the good of Israelis and Palestinians alike. A runaway bestseller in Israel, the first English translation of The War of Return is certain to spark lively debate throughout America and abroad.
Book Synopsis Pathways for Peace by : United Nations;World Bank
Download or read book Pathways for Peace written by United Nations;World Bank and published by World Bank Publications. This book was released on 2018-04-13 with total page 415 pages. Available in PDF, EPUB and Kindle. Book excerpt: Violent conflicts today are complex and increasingly protracted, involving more nonstate groups and regional and international actors. It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.

Book Synopsis The Costs of Conversation by : Oriana Skylar Mastro
Download or read book The Costs of Conversation written by Oriana Skylar Mastro and published by Cornell University Press. This book was released on 2019-03-15 with total page 160 pages. Available in PDF, EPUB and Kindle. Book excerpt: After a war breaks out, what factors influence the warring parties' decisions about whether to talk to their enemy, and when may their position on wartime diplomacy change? How do we get from only fighting to also talking? In The Costs of Conversation, Oriana Skylar Mastro argues that states are primarily concerned with the strategic costs of conversation, and these costs need to be low before combatants are willing to engage in direct talks with their enemy. Specifically, Mastro writes, leaders look to two factors when determining the probable strategic costs of demonstrating a willingness to talk: the likelihood the enemy will interpret openness to diplomacy as a sign of weakness, and how the enemy may change its strategy in response to such an interpretation. Only if a state thinks it has demonstrated adequate strength and resiliency to avoid the inference of weakness, and believes that its enemy has limited capacity to escalate or intensify the war, will it be open to talking with the enemy. Through four primary case studies—North Vietnamese diplomatic decisions during the Vietnam War, those of China in the Korean War and Sino-Indian War, and Indian diplomatic decision making in the latter conflict—The Costs of Conversation demonstrates that the costly conversations thesis best explains the timing and nature of countries' approach to wartime talks, and therefore when peace talks begin. As a result, Mastro's findings have significant theoretical and practical implications for war duration and termination, as well as for military strategy, diplomacy, and mediation.

Download or read book Stopping Wars written by James D D Smith and published by Routledge. This book was released on 2018-03-13 with total page 275 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is an attempt to catalogue the reasons why some wars are so difficult to stop - even when both sides want the fighting to end. Through detailed case studies, the book assesses the obstacles and points toward solutions for ending wars more quickly. Each chapter is devoted to a specific obstacle which the author analyzes and then illustrates with case studies, drawing on such conflicts as the Iran-Iraq War, the Gulf War and the Yugoslav wars. He assesses the role of third parties in trying to persuade people to stop fighting and examines what happens when obstacles to a cease-fire cannot be overcome.

Book Synopsis One Land, Two States by : Mark LeVine
Download or read book One Land, Two States written by Mark LeVine and published by University of California Press. This book was released on 2014-06-20 with total page 296 pages. Available in PDF, EPUB and Kindle. Book excerpt: One Land, Two States imagines a new vision for Israel and Palestine in a situation where the peace process has failed to deliver an end of conflict. “If the land cannot be shared by geographical division, and if a one-state solution remains unacceptable,” the book asks, “can the land be shared in some other way?” Leading Palestinian and Israeli experts along with international diplomats and scholars answer this timely question by examining a scenario with two parallel state structures, both covering the whole territory between the Mediterranean and the Jordan River, allowing for shared rather than competing claims of sovereignty. Such a political architecture would radically transform the nature and stakes of the Israel-Palestine conflict, open up for Israelis to remain in the West Bank and maintain their security position, enable Palestinians to settle in all of historic Palestine, and transform Jerusalem into a capital for both of full equality and independence—all without disturbing the demographic balance of each state. Exploring themes of security, resistance, diaspora, globalism, and religion, as well as forms of political and economic power that are not dependent on claims of exclusive territorial sovereignty, this pioneering book offers new ideas for the resolution of conflicts worldwide.

Book Synopsis We Can Have Peace in the Holy Land by : Jimmy Carter
Download or read book We Can Have Peace in the Holy Land written by Jimmy Carter and published by Simon and Schuster. This book was released on 2010-02-18 with total page 201 pages. Available in PDF, EPUB and Kindle. Book excerpt: President Carter has been a student of the biblical Holy Land all his life. For the last three decades, as president of the United States and as founder of The Carter Center, he has studied the complex and interrelated issues of the region's conflicts and has been actively involved in reconciling them. He knows the leaders of all factions in the region who will need to play key roles, and he sees encouraging signs among them. Carter describes the history of previous peace efforts and why they fell short. He argues persuasively that the road to a peace agreement is now open and that it has broad international and regional support. Most of all, since there will be no progress without courageous and sustained U.S. leadership, he says the time for progress is now. President Barack Obama is committed to a personal effort to exert that leadership, starting early in his administration. This is President Carter's call for action, and he lays out a practical and achievable path to peace.

Book Synopsis Conquering Peace by : Stella Ghervas
Download or read book Conquering Peace written by Stella Ghervas and published by Harvard University Press. This book was released on 2021-03-30 with total page 529 pages. Available in PDF, EPUB and Kindle. Book excerpt: A bold new look at war and diplomacy in Europe that traces the idea of a unified continent in attempts since the eighteenth century to engineer lasting peace. Political peace in Europe has historically been elusive and ephemeral. Stella Ghervas shows that since the eighteenth century, European thinkers and leaders in pursuit of lasting peace fostered the idea of European unification. Bridging intellectual and political history, Ghervas draws on the work of philosophers from Abbé de Saint-Pierre, who wrote an early eighteenth-century plan for perpetual peace, to Rousseau and Kant, as well as statesmen such as Tsar Alexander I, Woodrow Wilson, Winston Churchill, Robert Schuman, and Mikhail Gorbachev. She locates five major conflicts since 1700 that spurred such visionaries to promote systems of peace in Europe: the War of the Spanish Succession, the Napoleonic Wars, World War I, World War II, and the Cold War. Each moment generated a “spirit” of peace among monarchs, diplomats, democratic leaders, and ordinary citizens. The engineers of peace progressively constructed mechanisms and institutions designed to prevent future wars. Arguing for continuities from the ideals of the Enlightenment, through the nineteenth-century Concert of Nations, to the institutions of the European Union and beyond, Conquering Peace illustrates how peace as a value shaped the idea of a unified Europe long before the EU came into being. Today the EU is widely criticized as an obstacle to sovereignty and for its democratic deficit. Seen in the long-range perspective of the history of peacemaking, however, this European society of states emerges as something else entirely: a step in the quest for a less violent world.
Book Synopsis Politics of Difference by : Hartmut Behr
Download or read book Politics of Difference written by Hartmut Behr and published by Routledge. This book was released on 2014-04-29 with total page 203 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book develops a notion of differences and 'otherness' beyond hegemonic and hierarchical thinking as represented by the legacies of Western philosophical and political thought. In doing so, it relates to the phenomenological discourse of the twentieth century, especially to Georg Simmel, Alfred Schütz, Emmanual Lévinas, and Jacques Derrida, and drafts our understanding of difference as a genuine human experience of a social and political world that is in motion and transformative, rather than static and predictable. On this basis of temporalized ontology and its normative consequences, differences are drafted as a positive social and political force and as powerful capacities of transformation and change. In practical terms, this understanding is most important for our theorizing and acting upon peace, peace-building, and conflict solution. Differences now appear not as obstacle to peace and reconciliation, but as lively and constructive articulations of 'otherness' and as a positive power of transformation, emancipation, and change. This book will be of interest to students of international relations, philosophy and political theory.
