Book excerpt: According to Benedict Anderson, the rapid expansion of print media during the late-1700s popularised national history and standardised national languages, thus helping create nation-states and national identities at the expense of the old empires. The ideals of 1989 have largely been frustrated by the crises and turmoil of the past decade. The liberal consensus was first challenged as early as the mid-2000s. In Eastern Europe, grievances were directed against the prevailing narratives of transition and ever sharper ethnic-racial antipathies surfaced in opposition to a supposedly postnational and multicultural West. In Western Europe, voices regretting the European Union's supposedly careless and premature expansion eastward began to appear on both sides of the left–right and liberal–conservative divides. The possibility of convergence between Europe's two halves has been reconceived as a threat to the European project. In a series of original essays and conversations, thirty-three contributors from the fields of European and global history, politics and culture address questions fundamental to our understanding of Europe today: How have perceptions and misperceptions between the two halves of the continent changed over the last three decades? To Michael David-Fox, Soviet history was shaped by interactions across its borders. By reexamining conceptions of modernity, ideology, and cultural transformation, he challenges the polarizing camps of Soviet exceptionalism and shared modernity and instead strives for a theoretical and empirical middle ground as the basis for a creative and richly textured analysis. Discussions of Soviet modernity have tended to see the Soviet state either as an archaic holdover from the Russian past, or as merely another form of conventional modernity. David-Fox instead considers the Soviet Union in its own light—as a seismic shift from tsarist society that attracted influential visitors from the pacifist Left to the fascist Right. By reassembling Russian legacies, as he shows, the Soviet system evolved into a complex “intelligentsia-statist” form that introduced an array of novel agendas and practices, many embodied in the unique structures of the party-state. Crossing Borders demonstrates the need for a new interpretation of the Russian-Soviet historical trajectory—one that strikes a balance between the particular and the universal.

The book argues that Thaw journalism was characterised by an unresolvable tension between innovation and conservativism: the more journalists tried to devise new forms to attract readers, the more officials grew anxious about the potentially disruptive consequences of reform. Taking readers from the gloomy climate of late Stalinism to the invasion of Czechoslovakia in 1968, the book's six chapters offer examples of journalists attempts to innovate, from its advocacy for person-centred pedagogy in the late Stalin and Thaw periods, to the creation of the country's first polling institute and its support for Brezhnev's technocratic reforms in the 1960s.
