Book excerpt: Summary: Sierra Leone's 2002 presidential and parliamentary elections were conducted only four months after a formal declaration of peace. The voter registration process was hampered by high illiteracy, limited media and voter education outreach, inadequate materials and staff at some sites, and changes in the voter registration system. The candidate nomination deadline was April 2 but was extended to allow the political party RUFP to replace rebel leader Foday Sankoh as their presidential nominee. A Carter Center delegation arrived in Sierra Leone, co-led by former Benin President Nicephore Soglo and Carter Center Associate Executive Director Ambassador Gordon Streeb. 83% of those registered cast ballots on May 10 or 14. The electoral environment was remarkable for its lack of violence, for the dignity and patience of Sierra Leonean voters, and for the competence and enthusiasm of polling station officials. Incumbent President Ahmad Tejan Kabbah won a decisive 70.1 percent of the votes, and his SLPP also won a majority in the 124-member Parliament. The report continues with recommendations for improving future elections and fortifying democratic development.

This work begins by documenting patterns of peacekeeping missions in 70 UN operations, noting the dramatic increase in number and diversity since the end of the Cold War and the shift to conflicts with a substantial internal conflict component. The core of the book examines eight expectations about how different missions interact with one another. The expectations are guided by theoretical logics associated with sequencing, compatibility, and multitasking.
