Available in PDF, EPUB and Kindle. Book excerpt: EU Cohesion policy accounts for a major share of the EU budget and is central to economic and social development in many European countries. This book provides a comprehensive and theoretically-informed analysis of how Cohesion policy has evolved over time, in particular the budgetary and policy dynamics of the 2007-13 reform. In the context of the budgetary politics of the EU, the book examines the process by which the reform of Cohesion policy has been shaped; it identifies the key factors that explain the allocation of funding, assesses the roles of the Member States, European Commission and European Parliament, and tests whether the process and outcome are consistent with the expectations of EU decision-making and integration theories. Based on extensive, EU-wide research over a ten-year period, the book provides new insights into both the process and outcomes of EU policy reform. Presenting original research in an accessible format, this book will be of interest to scholars as well as undergraduate and postgraduate students in the fields of European integration and policy studies.

Available in PDF, EPUB and Kindle. Book excerpt: The EU is under stress. Many believe in the euro’s demise because they blame it for the 2008 financial crisis and the unwelcome austerity measures. Many resent the immigrants from the new EU member states, threatening the survival of the Single European Market. Many complain of a ‘Brussels diktat’, seeking an escape from joint EU decisions. Several member states want to unilaterally deal with the enhanced competition from the emerging markets, especially China, undermining the EU’s ‘common commercial policy’, run by a single EU commissioner. And many in the UK want its exit from the EU, diluting EU unity and reducing its global influence. These concerns are either misguided or require a stronger EU to deal with them – this book aims to address these issues by considering the nature, importance and future of the European Union.

Available in PDF, EPUB and Kindle. Book excerpt: This book offers a comprehensive and up-to-date understanding of legal and political progress toward the protection of the financial interests of the European Community. Historically, progress has been uneven due to the sectoral approach adopted. On the expenditure side of the EC budget, the most regulated area remains the EAGGF-Guarantee Section Fund. By contrast, procurement fraud of the Structural Funds, sometimes involving corruption of officials, is rife in many Member States. On the income side, control of VAT rests mainly with the Member States. The near collapse of the transit system has made collection of duties more difficult, stimulating proposals for computerization of the transit system and improvements in Customs strategies. All Member States have experienced difficulties in recovering EC funds through irregularities: a case study is offered, comparing British and Danish approaches to recovery. The author also describes and evaluates more far-reaching developments and prospects. An EC penal-administrative space has been created which some penalists regard as a fore-runner to a European Criminal Legal Space. Acknowledging both the attractions and difficulties inherent in such a project, the author focuses attention back to existing First Pillar competencies for EC fraud. For example in relation to VAT and excise regimes, the organisation of Customs, and recovery of funds, deeper integration would reduce criminal opportunities. The book concludes with a review of the Amsterdam Treaty from this perspective. This book is designed for professionals, teachers, students, and researchers, especially those whose interest in EC institutions and law overlaps in the investigation of so-called `white collar crime'. However, the book should also be of interest to all those concerned with the integrity and development of the European Union in general.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides an over-view of the key developments in the politics of European Union regional policy from the creation of the EEC to the present day. The discussion of 'who decides what and to what effect' in relation to regional policy is part of the contemporary academic debate about the nature of politics and policy-making in the EU. Bache argues that no single theory can explain the complex politics of EU regional policy-making. In particular, current theories pay insufficient attention to the importance of implementation in shaping policy outcomes. The book concludes that the application of different analytical tools at different stages of policy-making provides the fullest picture of the politics of EU regional policy. Book excerpt: Europe is the biggest political issue in contemporary Britain. The contributions to this volume all express disapproval and doubt about the integration process. Some favour EU membership while rejecting the single currency; others favour renegotiation of Britain's relationship with the EU; others recommend withdrawal. But different preferred solutions do not obscure a commonality of belief that the status quo of EU membership, leading inexorably to a monetary and fiscal euroland, is undesirable and should be democratically resisted. Similarly Tony Blair's advocacy of a 'superpower' Europe is conceptually repudiated.

Book excerpt: Mature ecological criticism of agricultural policies is not easy: targets agreed in Biodiversity Action Plans must be achieved within a framework of agricultural and economic policies. Developing a balanced solution is the essence of sustainability. Until recently the hidden costs of high-production systems on biodiversity has been ignored. This booklet identifies some of the hidden costs of unsustainable production, and also considers examples where conservation management has failed. The authors argue that sustainable land management is possible, and that conservation and production interests can be satisfied. They go on to show how a sustainable approach can be applied throughout Europe. The approach adopted is the one that has underpinned the development of the European Union Biodiversity strategy and is becoming a compelling force for change in Europe's decision-making processes. Land managers and planners, ecologists and agriculturalists will, in particular, find this booklet an invaluable resource. However, it will also appeal to those with a more general interest in the issues of land management.
