Some economies of the European periphery also suffered from similar domestic issues and plunged into recession due to economic crisis and austerity policies implemented in its wake. This book theorises and analyses the evolving nature of capitalism in emerging economies (the BRICs) and the European periphery in the face of pressures from globalisation and economic crises The volume seeks to make sense of these crises and their impact using the framework of comparative capitalism while testing its applicability beyond the advanced industrialised countries for which it was developed. The authors draw on late Uwe Becker’s open qualitative approach, systematically integrating the state into the analysis and paying close attention to the role of changing ideas, character of international integration, leadership and informality. The contributors analyse different responses to crises by the BRICs and countries of the Southern European periphery as well as respective dimensions of state-business interaction. The findings contribute to theorising varieties of capitalism beyond the OECD world and to developing a dynamic theory of capitalist change in the face of pressures from globalisation and economic crises. The authors explain how the tactics employed by the Bolsonaro administration to dismantle bureaucracy and public policies, especially labour and social policies, find expression in the fiscal austerity measures recently inscribed in the Federal Constitution: a counter-democratic device employed by technical and financial elites to systemically derail the social protection system. Through this in-depth case study, the book presents new theoretical arguments and concepts that can be useful to understand the dynamics of such new regimes, and discussing similar cases in other contexts. Democratic governments in Brazil, driven by social movements and political actors, have strengthened social protection through a distinctive institutional architecture that combines the strengthening of public bureaucracies, the creation of intergovernmental networks, and the democratic instances of social participation and agreement. The contributions throughout this volume analyze these transformations in different sectors of public policy, such as labour, employment, pensions, food and nutrition security, health, and social assistance. Each contribution discusses the recent trajectory through a political analysis of the main actors and institutions, reform processes and policy changes, and the results achieved. Finally, the existing weaknesses in each of these social protection sectors are identified in the context of the literature on policy dismantling, revealing the strategies used to take advantage of these political and institutional weaknesses. Kimberly DaCosta Holton examines the evolution and significance of ranchos folclóricos, groups of amateur musicians and dancers who perform turn-of-the-century popular tradition and have acted as cultural barometers of change throughout 20th-century Portugal. She investigates the role that these folklore groups played in the mid-twentieth-century dictatorship, how they fell out of official favor with the advent of democracy, and why they remain so popular in Portugal's post-authoritarian state, especially in emigrant and diasporic communities. Holton looks at music, dance, costume, repertoire, venue, and social interplay in both local and global contexts. She considers the importance of revivalist folklore in the construction and preservation of national identity in the face of globalization. This book embraces "invented tradition" as process rather than event, presenting an ethnography not only of folkloric revivalism but also of sweeping cultural transformation, promoted alternately by authoritarianism, democracy, emigration, and European unification.
