Para lograr tal objetivo, buscamos compreender as formas de relacionamento homem/natureza, em particular com a agua, atraves de uma contextualizacao historica. Desde a antiguidade, essencial para a existencia da vida, a agua foi revestida de forte conteudo simbolico, presente nos mitos e lendas de diversas culturas. Do mundo antigo e sacralizado, desembocamos no mundo moderno, secularizado e pluralista, baseado na cientificidade e no tecnicismo. Contudo, a agua foi, e continua sendo, geradora de mitos, crencas e doencas, fonte de energia e abastecimento, meio de transporte, opcao de lazer e alimento. Ao final do seculo XIX, nos primordios da institucionalizacao da saude publica, o paradigma higienista contribuiu para a reformulacao dos planos urbanisticos em varias cidades, atraves da abertura de vias, canais, redes de abastecimento de agua e esgoto, com consequente aumento da poluicao hidrica, decorrente da crescente urbanizacao e industrializacao. Ao final deste seculo, o Brasil, como diversos outros paises, enfrenta o dilema de ter que se desenvolver e, simultaneamente, preservar o meio ambiente. A agua, por ser um bem de uso difuso e publico, serve como bom exemplo desse impasse e, ao tornar-se um recurso dotado de valor economico, passa a ser um gerador potencial de conflitos entre diversos usuarios. Neste caso, a mediacao do Estado torna-se necessaria por meio de politicas que assegurem a sua distributividade de maneira equitativa. Com a atual Lei 9.433/97, que instituiu a Politica Nacional de Recursos Hidricos, surge uma oportunidade no pais para conhecer e melhor gerir tais recursos em seus usos atuais e futuros, evitando-se uma possivel escassez ou degradacao generalizada dos mananciais. Book excerpt: In recent decades there has been an exponential increase in large hydroelectric plants in Brazil, especially in the Amazon region. These large hydraulic structures impact the environment and the lives of people living in the places where they settle and require a special type of water governance. The dictatorial regime (1964-1985) created a "standard" for the construction of these great structures, through an institutional and legal framework, which benefited the Brazilian business elite but also, through the creation of a popular imagination, which shows itself lasting progress on the country's progress and development. The suspension of security, the fragility of institutional environmental structures, the disrespect for indigenous reserves, the lack of clarity about the concept of "affected population" and the non-payment of fair compensation were identified as one of the main challenges for a democratic water governance in the country. In the late 1970s, the Dam-Affected Movement (MAB) began its organization and is also studied in this research. The study is an important and insightful academic contribution to the understanding of the main bottlenecks of effective water governance in Brazil.

A resolucao dos problemas ambientais aponta para a utilizacao de conceitos e ferramentas, como o Principio da Precaucao e a Educacao Ambiental, uma vez que formas de minorar a degradacao dos recursos hidricos, impedir que surjam novas fontes de poluicao, diminuir o consumo, acabar com o desperdicio, sao atitudes que vao alem da vontade e da atribuicao do Poder Publico e devem fazer parte de um escopo decisorio, onde todos sao responsaveis pela Gestao Sustentavel das Aguas (AU).
