Dada la importancia teórica y práctica que hoy ha alcanzado la jurisprudencia, el hecho de acercarla, con el mayor rigor científico posible (tanto en amplitud, como en el detalle y el orden), juzgamos, sería de enorme utilidad para jueces, abogados y para profesores y estudiantes de Derecho. Por dicha razón hemos entendido que esta obra merece también renovación, actualización, puesta al día. Y eso es lo que contiene esta edición para Colombia. Una puesta al día del desarrollo jurisprudencial del derecho procesal constitucional, tal como la ha efectuado el Tribunal Constitucional (TC) peruano. Se han incluido, pues, nuevos institutos y categorías procesales incorporados por el TC, desde diciembre de 2008, en que se cerró la anterior edición. Las nuevas reglas del "amparo contra amparo", la apelación por salto en favor de la ejecución de las sentencias constitucionales, el recurso de agravio constitucional por vulneración del orden constitucional, la actuación inmediata de las sentencias estimatorias de primer grado, la represión de actos lesivos homogéneos, el estado de cosas inconstitucional, la inconstitucionalidad por omisión son, entre otras, algunas "novedades" de esta edición. Pero no solo eso: también se ha ampliado la selección jurisprudencial realizada en la edición anterior, tanto en los aspectos procesales como en las cuestiones básicas de la teoría constitucional, la teoría general de los derechos fundamentales y la teoría procesal constitucional, que sirven de complemento para entender cabalmente la naturaleza del derecho procesal constitucional.

It is based on the analysis of the current reality and in six decades of relationships with Peru, in which the Bank has implemented more than 100 projects and prepared more than 500 technical reports covering the wide range of development topics. When necessary, the study provides lessons that the Bank has learned elsewhere. The study provides a conceptual framework to the analysis of the country's 34 economic sectors and the two historical perspectives behind them. Countless thousands of others have been tortured; no one knows how many have disappeared. Caught between government forces and organized crime cartels, the Mexican people have suffered as atrocities and impunity reign. Based on three years of research, over 100 interviews, and previously unreleased government documents, this report finds a reasonable basis to believe that government forces and members of criminal cartels have perpetrated crimes against humanity in Mexico. The report comprehensively examines why there has been so little justice for atrocity crimes, and finds the main answers in political obstruction. Given the lack of political will to end impunity, new approaches must be taken.
