Book excerpt: Having succeeded in establishing themselves in Europe, Asia, Africa and the Americas, in the early 16th century Spain and Portugal became the first imperial powers on a worldwide scale. Between 1580 and 1640, when these two entities were united, they achieved an almost global hegemony, constituting the largest political force in Europe and abroad. Although they lost their political primacy in the seventeenth century, both monarchies survived and were able to enjoy a relative success until the early 19th century. The aim of this collection is to answer the question how and why their cultural and political legacies persist to date. Part I focuses on the construction of the monarchy, examining the ways different territories integrated in the imperial network mainly by inquiring to what extent local political elites maintained their autonomy, and to what a degree they shared power with the royal administration. Part II deals primarily with the circulation of ideas, models and people, observing them as they move in space but also as they coincide in the court, which was a veritable melting pot in which the various administrations that served the Kings and the various territories belonging to the monarchy developed their own identities, fought for recognition, and for what they considered their proper place in the global hierarchy. Part III explains the forms of dependence and symbiosis established with other European powers, such as Genoa and the United Provinces. Attempting to reorient the politics of these states, political and financial co-dependence often led to bad economic choices. The Editors and Contributors discard the portrayal of the Iberian monarchies as the accumulation of many bilateral relations arranged in a radial pattern, arguing that these political entities were polycentric, that is to say, they allowed for the existence of many different centres which interacted and thus participated in the making of empire. The resulting political structure was complex and unstable, albeit with a general adhesion to a discourse of loyalty to King and religion.

Institutionalization becomes a process of moving away from existing institutions towards creating new ones. While discourses entail openness and enable the questioning of what is instituted, institutions offer continuity and stability to social mobilizations. This dual movement of openness and stabilization explains how social struggles ensure their continuity, without completely assuming the logic of the dominant order. The book proposes an analytical model of social change, which is unfolded through three intertwined areas: discourse, communication, and institution. Collective experiences of social change, from the anti-globalization movement to Occupy, illustrate the main theoretical points and concepts. Through the example of the Platform for People Affected by Mortgages, the book concludes by analyzing how social change from below is possible.

The revolutionary wave of demonstrations, protests, riots and civil wars in the Arab world starting in 2010 (Arab spring); the waves of human asylum seekers as a direct consequence of this reality; the so-called colour revolutions that overthrew governments in Georgia, Ukraine, Kyrgyzstan, and Lebanon; the territorial conflict between Russia and Ukraine; the intensification of the anti-globalisation movements; the outraged protests around the world; the conflict between Israel and Palestine, one of the hardest and longest conflicts to date that has been reactivated over and over; the terrorist attacks in Madrid, London, Boston and Paris; or the recent global threat created by the Islamic State of Iraq and the Levant (ISIS); all this leads societies to an unprecedented present in the realm of political communication. Some of those topics are treated in this volume, approaching the main questions with the googles of political communication, since most of these developments have a very visible communicational dimension. When José Luis Rodríguez Zapatero became Spain's opposition leader in 2000, he pledged that if his socialist party won power he would govern Spain in accordance with the principles laid out in Philip Pettit's 1997 book Republicanism, which presented, as an alternative to liberalism and communitarianism, a theory of freedom and government based on the idea of nondomination. When Zapatero was elected President in 2004, he invited Pettit to Spain to give a major speech about his ideas. Zapatero also invited Pettit to monitor Spanish politics and deliver a kind of report card before the next election. Pettit did so, returning to Spain in 2007 to make a presentation in which he gave Zapatero's government a qualified thumbs-up for promoting republican ideals. They claimed that all men were created equal with similar capacities and also that the community should become self-governing. Following the first constitutional debates that took place in the region, these promising egalitarian claims, which gave legitimacy to the revolutions, soon fell out of favor. Advocates of a conservative order challenged both ideals and favored constitutions that established religion and created an exclusionary political structure. Liberals proposed constitutions that protected individual autonomy and rights but established severe restrictions on the principle of majority rule. Radicals favored an openly majoritarian constitutional organization that, according to many, directly threatened the protection of individual rights. This book examines the influence of these opposite views during the 'founding period' of constitutionalism in countries including the United States, Argentina, Colombia, Chile, Ecuador, Mexico, Peru, and Venezuela.
