Its proposal is designed to remedy the widely acknowledged breakdown of the architecture of the Nuclear Non-Proliferation Treaty on which we can no longer rely for global nuclear security. First, Nuclear Weapons Counterproliferation defines the distinctively dangerous character of contemporary nuclear risk and explains why the Nuclear Non-Proliferation Treaty no longer provides a viable foundation for counterproliferation of nuclear weapons. It then sets out the reforms needed in order to limit the radical increase in availability, for rogue governments and terrorists, of nuclear weapons related material and technology. Garvey proposes a new counterproliferation architecture, to be built on presently available scientific, legal, and institutional resources, which could achieve a critical reduction of nuclear risk and an expanded deterrence. Guiding principles for establishing this new architecture are formulated, including, most importantly, the principal mechanism for implementation, a United Nations Security Council Counterproliferation Resolution applying equally for all states. This book presents what may be our best opportunity to secure a profoundly more effective global nuclear security and counter the world's current course to a catastrophic nuclear detonation.

This strategy will feature a combination of deception, dispersion, mobility and maneuver, diffused logistics, remote engagement, missile defense bubbles, non-combatant evacuation operations, and large area decontamination. It will also involve upgrades to NBC passive defense measures and equipment, as well as a counterforce capability that can find and destroy a variety of adversary targets, including mobile launchers and deeply buried and hardened underground structures.

A series of U.S. government analyses, including the Nuclear Posture Review and the Quadrennial Defense Review, has guided the restructuring of U.S. conventional forces and provided the basis for the late 1997 Presidential Decision Directive on nuclear weapons policy. Book excerpt: It is a paradox of the present security environment that at a time when the United States has renounced the possession of offensive biological and chemical weapons and is reducing fundamentally the role of nuclear weapons in its defense posture a number of actors are actively pursuing such weapons. These include not only rogue states such as North Korea and Iran, but also nonstate actors such as the Aum Shinrikyo cult that employed sarin gas in the Tokyo subway. Moreover, as the May 1998 nuclear tests in India and Pakistan demonstrated, the value ascribed to these weapons in some regions of the world is actually increasing. In fact, as evidenced by the use of chemical weapons in recent conflicts despite the strengthening of international legal norms against the possession of NBC weapons, barriers to possession and use may actually be eroding. For these reasons, NBC proliferation represents a growing and direct threat to U.S. security strategy and to the ability of the United States to use military force as an instrument of that strategy. The intelligence community has published various assessments of more than two dozen countries that are actively pursuing NBC weapons programs and has identified many of these states as currently possessing or seeking ballistic missiles with ever longer ranges. Looking at a wide range of nations, from India and Japan to the Soviet Union and North Korea to Iraq and Iran, Vipin Narang develops an original typology of proliferation strategies—hedging, sprinting, sheltered pursuit, and hiding.
