Mattis argues that a proposed new nuclear treaty, replacing today's inadequate 1968 Non-Proliferation Treaty, would demand unanimous accession by States which must be achieved before such a treaty enters into force. By asking essential questions, and offering value-creative proposals for nuclear treaty provisions, this work offers a clear path to the daylight of worldwide weapons of mass destruction prohibition. Not only is global safety threatened by the use of nuclear and chem-bio weapons, but more inclusively, today, society is at risk of nuclear weapons being stolen or acquired by terrorists for purposes of destruction. This risk lends to a necessary treaty that would require down-blending of highly enriched uranium to low-enriched uranium to eliminate this prospect. The heart of this work is its delineation of necessary elements for a nuclear ban treaty that addresses inevitable concerns of all States, especially today's nine nuclear weapon States. Mattis addresses 17 major proposed treaty provisions that include: how to suitably ascertain "unanimous accession" by states to a nuclear ban treaty (unanimity being a condition for entry into force); requirement that states be signatories to the current chemical and biological weapons bans [CWC/BWC] prior to signing a nuclear ban treaty; "non-withdrawal" by states from the treaty once it is in effect; necessary and new verification elements for banning nuclear weapons; the establishment, via nuclear ban provision, of "non-withdrawal" from the CWC and BWC. By asking essential questions, and offering illuminating proposals for nuclear ban treaty provisions, the work offers a path to a safer future through worldwide prohibition of weapons of mass destruction.

These assumptions, however, fail to acknowledge the depth of Reagan’s involvement in nuclear abolition, and how passionately committed Reagan was to the pursuit of this goal. In Ronald Reagan and His Quest to Abolish Nuclear Weapons, Paul Lettow renders untenable the persistent belief that Reagan was an ideologically shallow figurehead. Reagan’s wish to ban nuclear armament first came to light in 1945, just months after the Hiroshima and Nagasaki bombings. While sidestepping political partisanship, Lettow demonstrates that scholars and historians have largely neglected to assess properly the influence of Reagan’s ideal and how it led to one of the most important, if the least understood, of Reagan’s accomplishments. In a narrative that covers the start of Reagan’s presidency and the 1986 Reykjavík summit between Reagan and Soviet leader Mikhail Gorbachev, during which SDI was a defining issue, we see SDI for what it was: a full-on assault against nuclear weapons waged as much through policy as through ideology. While cabinet members and advisers–Secretary of State George Shultz and Defense Secretary Caspar Weinberger among them–played significant roles, it was Ronald Reagan, himself who presided over every element, large and small, of this paradigm shift in U.S. diplomacy. Lettow conducted interviews with former Reagan officials–four of his six national security advisers, both of his ambassadors to the USSR, and both of his defense secretaries. He also draws upon the vast body of declassified security documents from the Reagan presidency; much of what he quotes from these documents appears publicly here for the first time. The result is the first major work to apply such evidence to the study of SDI and superpower diplomacy. Chapter II will cover thematic similarities between these conventions, and then demonstrate how the ideas codified within these treaties left the issue of the use of nuclear weapons’ legality ambiguous. It will then analyse the ICJ’s famous Advisory Opinion on the matter, and the debates leading up to the acceptance for such a request. Chapter III will discuss the main recurring ideas and issues furthering the need for a convention with clarity on the illegality of nuclear weapons, and analyse the drafting process of the Treaty by observing the contribution of several states, international organizations, and non-governmental organizations (‘NGOs’). Various opinions will be observed to outline the perceived legal impact of the Treaty, considering that most are dubious of the cooperation of nuclear weapons states. Chapter IV will analyse key provisions of the Treaty, its adoption, and voting patterns. This will include a look at the boycotting of the process by states with nuclear weapons and their allies, with a closer observation of the case of the Netherlands, who was the only State voting against the adoption. The Treaty on the Prohibition of Nuclear Weapons’ likelihood of achieving its aims will depend on the pressure it creates on states that possess nuclear weapons and their efforts towards disarmament. With an analytical view of the drafting process and subsequent voting on the Treaty, it seems the only states likely to sign or ratify the Treaty belong to the group that does not possess them to begin with. Nonetheless, the Treaty may have an effect on nuclear weapon states’ behaviour if it is widely accepted by other states, compelling them to take more aggressive action towards nuclear disarmament. Therefore, while the TPNW’s adoption is a progressive step towards greater certainty on the illegality of nuclear weapons, its success in creating a safer world for humanity will largely depend on the likelihood of states in possession of nuclear weapons to feel some obligation to comply with its provisions.
