Medical countermeasures such as drugs, vaccines, and diagnostic devices, can prevent or treat the effects of exposure, but few are currently available. This book examines the federal efforts needed to develop and acquire countermeasures to threats from terrorists and other sources, primarily through the Public Health Emergency Medical Countermeasures Enterprise (PHEMCE).

Available in PDF, EPUB and Kindle. Book excerpt: "Nuclear terrorism is such a disturbing prospect that we shy away from its details. Yet as a consequence, we fail to understand how best to defeat it. Michael Levi takes us inside nuclear terrorism and behind the decisions a terrorist leader would be faced with in pursuing a nuclear plot. Along the way, Levi identifies the many obstacles, large and small, that such a terrorist scheme might encounter, allowing him to discover a host of ways that any plan might be foiled. Surveying the broad universe of plots and defenses, this accessible account shows how a wide-ranging defense that integrates the tools of weapon and materials security, law enforcement, intelligence, border controls, diplomacy, and the military can multiply, intensify, and compound the possibility that nuclear terrorists will fail. Levi draws from our long experience with terrorism and cautions us not to focus solely on the most harrowing yet most improbable threats. Nuclear terrorism shares much in common with other terrorist threats--and as a result, he argues, defeating it is impossible unless we put our entire counterterrorism and homeland security house in order. As long as we live in a nuclear age, no defense can completely eliminate nuclear terrorism. But this book reminds us that the right strategy can minimize the risks and shows us how to do it."

Book excerpt: This volume aims to improve understanding of nuclear security and the prevention of nuclear terrorism. Nuclear terrorism is perceived as one of the most immediate and extreme threats to global security today. While the international community has made important progress in securing fissile material, there are still important steps to be made with nearly 2,000 metric tons of weapons-usable nuclear material spread around the globe. The volume addresses this complex phenomenon through an interdisciplinary approach: legal, criminal, technical, diplomatic, cultural, economic, and political. Despite this cross-disciplinary approach, however, the chapters are all linked by the overarching aim of enhancing knowledge of nuclear security and the prevention of nuclear terrorism. The volume aims to do this by investigating the different types of nuclear terrorism, and subsequently discussing the potential means to prevent these malicious acts. In addition, there is a discussion of the nuclear security regime, in general, and an important examination of both its strengths and weaknesses. In summary, the book aims to extend the societal and political debate about the threat of nuclear terrorism. This book will be of much interest to students of nuclear proliferation, nuclear governance, terrorism studies, international organizations, and security studies in general.

Available in PDF, EPUB and Kindle. Book excerpt: For nearly eight decades, the world has been navigating the dangers of the nuclear age. Despite Cold War tensions and the rise of global terrorism, nuclear weapons have not been used in conflict since Hiroshima and Nagasaki in 1945. Efforts such as strategic deterrence, arms control and non-proliferation agreements, and the U.S.-led global counterterrorism have helped to keep nuclear incidents at bay. However, the nation's success to date in countering nuclear terrorism does not come with a guarantee, success often carries the risk that other challenges will siphon away attention and resources and can lead to the perception that the threat no longer exists. This report found that U.S. efforts to counter nuclear or radiological terrorism are not keeping pace with the evolving threat landscape. The U.S. government should maintain a strategic focus and effort on combatting terrorism across the national security community in coordination with international partners, State, Local, Tribal and Territorial authorities, the National Laboratories, universities and colleges, and civil society. Developing and sustaining adequate nuclear incident response and recovery capabilities at the local and state levels will likely require significant new investments in resources and empowerment of local response from Federal Emergency Management Agency (FEMA), working with the Centers for Disease Control and Prevention, Environmental Protection Agency, Department of Energy, and National Institutes of Health.

Book excerpt: The nuclear crisis in Fukushima and growing threats of nuclear terrorism must serve as a wake-up call, prompting greater action to prepare ourselves for nuclear and radiological disasters. Our strategy to prepare for these threats is multi-layered and the events of these past years have proved the necessity to re-evaluate the national and international preparedness goals on a scale never before considered. The programme of NATO Advanced Research Workshop on “Preparedness for Nuclear and Radiological Threats” has been focused on science and technology challenges associated with our need to improve the national and international capacity and capability to prevent, protect against, mitigate the effects of, respond to, and recover from the nuclear and radiological disasters, including nuclear and radiological accident, terrorist attack by Improvised Nuclear Device (IND) or by “Dirty Bomb”-Radiological Dispersal Device (RDD), that pose the greatest risk to the national and international security and safety.

Elsewhere, terrorists have taken the lives of prominent people in ostentatiously cruel ways. In Iraq, bloody terrorist attacks are an endemic phenomenon. They have become part of daily life. There is no reason to expect a reduction of the new terrorism in the foreseeable future. On the contrary, there will be new waves of terrorism, including attacks with unconventional means. The globalization of the new terrorism is reflected not only in the mobility of terrorists but.

Book excerpt: A nuclear attack on a large U.S. city by terrorists-even with a low-yield improvised nuclear device (IND) of 10 kilotons or less-would cause a large number of deaths and severe injuries. The large number of injured from the detonation and radioactive fallout that would follow would be overwhelming for local emergency response and health care systems to rescue and treat, even assuming that these systems and their personnel were not themselves incapacitated by the event. The United States has been struggling for some time to address and plan for the threat of nuclear terrorism and other weapons of mass destruction that terrorists might obtain and use. The Department of Homeland Security recently contracted with the Institute of Medicine to hold a workshop, summarized in this volume, to assess medical preparedness for a nuclear detonation of up to 10 kilotons. This book provides a candid and sobering look at our current state of preparedness for an IND, and identifies several key areas in which we might begin to focus our national efforts in a way that will improve the overall level of preparedness.

Book excerpt: A leading strategist opens our eyes to the greatest terrorist threat of all-and how to prevent it before it's too late Americans in the twenty-first century are keenly aware of the many forms of terrorism: hijackings, biological attacks, chemical weapons. But rarely do we allow ourselves to face squarely the deadliest form of terrorism, because it is almost too scary to think about-a terrorist group exploding a nuclear device in an American city. In this urgent call to action, Graham Allison, one of America's leading experts on nuclear weapons and national security, presents the evidence for two provocative, compelling conclusions. First, if policy makers in Washington keep doing what they are currently doing about the threat, a nuclear terrorist attack on America is likely to occur in the next decade. And if one lengthens the time frame, a nuclear strike is inevitable. Second, the surprising and largely unrecognized good news is that nuclear terrorism is, in fact, preventable. In these pages, Allison offers an ambitious but feasible blueprint for eliminating the possibility of nuclear terrorist attacks. The United States once relied on the threat of mutually assured destruction to deter the Soviet Union from launching a nuclear strike. But in today's fragmented world, a new strategy is needed, especially with nuclear material vulnerable to theft or sale through black-market channels. The choice is ours: to grab this beast by the horns or to be impaled on those horns. We do not have the luxury of hoping the problem will go away, and Allison shows why.

Book excerpt: Many believe that terrorists could cause more deaths and destruction with nuclear weapons than by any other means. The United States and the world community have tried for decades to avoid that spectre through the Nuclear Non-proliferation Treaty of 1970, the Nuclear Non-proliferation Act of 1978 (P.L. 95-242), the Nunn-Lugar Co-operative Threat Reduction Program, and many other measures. Many have called the attention to the problem; websites with current resources include the Nuclear Control Institute, the Carnegie Endowment for International Peace, and the centre for Non-proliferation Studies. In the wake of the September 11 attack, the nuclear threat has taken a new urgency. This book addresses potential terrorist capabilities.

Available in PDF, EPUB and Kindle. Book excerpt: The most difficult challenge for a terrorist organization seeking to build a nuclear weapon or improvised nuclear device is obtaining fissile material, either plutonium or highly enriched uranium (HEU). Experts acknowledge that obtaining HEU, uranium that has been processed to increase the proportion of the U-235 isotope to over 20%, is the most difficult challenge facing a state or non-state actor seeking to build a nuclear explosive. The large stocks of HEU in civilian use, many not adequately protected, are thus one of the greatest security risks facing the global community at present. This book contains chapters examining the various uses for this material and possible alternatives; the threat posed by this material; the economic, political and strategic obstacles to international efforts to end the use of HEU for commercial and research purposes; as well as new national and international measures that should be taken to further the elimination of HEU. This book was published as a special issue of The Nonproliferation Review.
