This volume contains the complete text of all the lectures delivered in the plenary sessions and abstracts of the contributed papers. The invited talks were presented at the Conference in a rather random order because of technical reasons, it seemed. however, more sensible to change their order according to their subjects and to print them grouped under the above main headings. Book excerpt: Discovering unexplored high-spin states in neutron-rich nuclei can open up a new direction to study band structure and the associated shell structure in isospin-asymmetric many-body systems. However, experimental reach has so far been limited to neutron-deficient or stable nuclei which are preferentially produced in fusion reactions used in such studies. By using neutron-rich rare-isotope beams, this limitation can be effectively removed, exposing previously inaccessible nuclei to this proven approach.This dissertation reports an experiment designed to kick off a spectroscopy program to study nuclear structure by means of low-energy nuclear reactions with reaccelerated rare-isotope beams available from the ReA3 facility at National Superconducting Cyclotron Laboratory. A 40Ar stable beam and a 45K rare-isotope beam impinged on a self-supporting lithium target to produce products ranging from argon to titanium via both direct and compound nucleus reactions. These mechanisms provide complementary tools to study the single-particle and collective natures of the states being probed. Using particle and gamma-ray coincidence relations between a silicon charged-particle detector and the Segmented Germanium Array, reaction channels were distinguished, and new properties were revealed, including for the nuclei 46Ca and 47K. For 46Ca, three new higher-lying states around 6 MeV and five new gamma-ray transitions were identified, suggesting three independent band structures formed from different particle-hole configurations. The rotational-like band built on the 0+2 state is established up to the tentatively assigned 6+2 state. New results are compared to large-scale shell model calculations, confirming the validity of the effective interaction describing particle-hole excitations across the Z=20 and N=28 shell gaps in the vicinity of doubly-magic 48Ca. Shape coexistence observed in lighter-mass calcium isotopes is suggested to persist in 46Ca, albeit as part of a transition from neutron to proton cross-shell excitations. For 47K, differential cross sections were extracted for the two-neutron transfer channel related to the present intruder configuration. Comparisons to Coupled Reaction Channels calculations indicate strong single-particle character for the states and a direct one-step process for the reaction itself. This work successfully developed the experimental techniques to use reaccelerated beams for spectroscopy of hitherto unexplored nuclei and demonstrated the ability of this approach to expand the experimental reach of nuclear structure studies.

Book excerpt: The 12 month period from May 1988 to July 1989 represents the first full year of our 18 month pilot program in nuclear structure research. In this period, research was initiated to develop a capability for radioactive secondary beams at Argonne National Laboratory using the Atlas and the new Fragment Mass Analyzer (FMA), which is currently under construction. Two major new detector facilities are currently in the final stages of design and testing. The Large-Area, Scintillator Telescope (LAST) detector is fully operational and will be shipped to Argonne National Laboratory in August for fit-tests and in-beam calibrations. The first segments of a new sixteen-segment neutron multiplicity detector have been built and tested. The remaining segments are currently being constructed. Research was continued in the areas of (1) Coulomb excitation studies of rare earth and actinide nuclei; (2) In-beam, gamma-ray spectroscopy of nuclei in the mass 100 region, and (3) Advanced detector design. Several journal articles and abstracts were published or submitted for publication in the reporting period, and others are currently in preparation. Three graduate students participated in the program, one from the University of Florida and two from the Royal Institute of Technology, Stockholm, Sweden.

Book excerpt: ABSTRACT: Increasing dominance of negative parity intruder states in neutron-rich nuclei in the sd shell as $N$ approaches $20$ shows evidence of evolving shell structure. Systematically examining the structure of isotopes with increasing $N$ while filling the $ u d_{3/2}$ level highlights a large number of intruder configurations. These intruder configurations come from the decrease in energy to promote a neutron across the $N = 20$ shell gap. Such studies are needed to help in the refinement of the shell model and increase its predictive power for nuclei far from stability. The presented work chronicles a series of $^{18}$O($^{18}$O, $pn$) experiments conducted around the world to study high spin states in $^{34}$P, a nucleus in the $sd$ shell bordering the ``island of inversion'. One of these experiments which was conducted at Argonne National Laboratory where a 24 MeV neutron rich $^{18}$O beam impinged on a Ta backed $^{18}$O target, is presented here in great detail. The evaporated charged particles were detected with {sc microball} while the $gamma$ rays emitted were detected with {sc gammasphere}. A brief discussion of the theory of analysis techniques used in in-beam $gamma$-ray spectroscopy is presented followed by an in depth discussion of the analysis of this experiment.
