Recent decarbonization goals and rapid technological change have increased the need to appropriately represent economic characteristics and technical details of energy system resources, including variable renewable energy, energy storage technologies, carbon-capture-equipped capacity, and nuclear energy. Nuclear power represents about 20% of electricity generation and 50% of carbon-free electricity in the United States as of 2021. However, there are many perspectives on the role of existing and new nuclear in the future U.S. energy system, which is reflected in the broad range of potential contributions reported in the literature. This project aims to understand how issues central to nuclear energy are represented in long-term energy models. Building on earlier collaborations that focused on variable renewable energy and energy storage, this project convenes four modeling teams that use national-scale long-term energy system models from the Electric Power Research Institute, the National Renewable Energy Laboratory, the U.S. Energy Information Administration, and the U.S. Environmental Protection Agency to share methods and data, update models, run coordinated scenarios, and identify research needs. Improving tools can provide more insightful analyses and ensure that methods are more transparent.

We employ four state-of-the-art CEMs with native and harmonized input assumptions, layered with different policy and technology trajectories. Comparing outputs across models, technology assumptions, and policy scenarios informs model understanding, interpretation, and development decisions. Under current policies, models differ in their projections for nuclear retirements, but nuclear power plants consistently run with high capacity factors and new builds only occur in scenarios with very low nuclear costs. String power sector carbon policies drive models to align in keeping existing nuclear capacity and employing nuclear plant flexibility, but they may not be enough to bring new nuclear capacity online in the absence of significant cost declines. Therefore, significant economic deployment of new nuclear capacity requires both a stringent electric sector CO2 policy and very low cost assumptions for new nuclear. While these scenarios should not be interpreted as predictions, they are informative for understanding differing model assessments of the relative competitiveness of nuclear energy under a range of policy and technology conditions.

Consistent nuclear energy scenarios are constructed using this multi-regional E3 model, wherein future demands for nuclear power are projected in price competition with other energy sources under a wide range of long-term demographic (population, workforce size and productivity), economic (price-, population-, and income-determined demand for energy services, price- and population-modified GNP, resource depletion, world-market fossil energy prices), policy (taxes, tariffs, sanctions), and top-level technological (energy intensity and end-use efficiency improvements) drivers. Using the framework provided by the global E3 model, the impacts of both external and internal drivers are investigated. The ability to connect external and internal drivers through this modeling framework allows the study of impacts and tradeoffs between fossil- versus nuclear-fuel burning, that includes interactions between cost, environmental, proliferation, resource, and policy issues.

These effects add costs to the production of electricity, which are not usually transparent. The report recommends that decision-makers should take into account such system costs and internalise them according to a "generator pays" principle, which is currently not the case. Analysing data from six OECD/NEA countries, the study finds that including the system costs of variable renewables at the level of the electricity grid increases the total costs of electricity supply by up to one-third, depending on technology, country and penetration levels. In addition, it concludes that, unless the current market subsidies for renewables are altered, dispatchable technologies will increasingly not be replaced as they reach their end of life and consequently security of supply will suffer. This implies that significant changes in management and cost allocation will be needed to generate the flexibility required for an economically viable coexistence of nuclear energy and renewables in increasingly decarbonised electricity systems.

Book excerpt: A new high-fidelity integrated system method and analysis approach was developed and implemented for consistent and comprehensive evaluations of advanced fuel cycles leading to minimized Transuranic (TRU) inventories. The method has been implemented in a developed code system integrating capabilities of MCNPX for highfidelity fuel cycle component simulations. The impact associated with energy generation and utilization is immeasurable due to the immense, widespread, and myriad effects it has on the world and its inhabitants. The polar extremes are demonstrated on the one hand, by the high quality of life enjoyed by individuals with access to abundant reliable energy sources, and on the other hand by the global-scale environmental degradation attributed to the affects of energy production and use. Thus, nations strive to increase their energy generation, but are faced with the challenge of doing so with a minimal impact on the environment and in a manner that is self-reliant. Consequently, a revival of interest in nuclear energy has followed with much focus placed on technologies for transmuting nuclear spent fuel. In this dissertation, a Nuclear Energy System (NES) configuration was developed to take advantage of used fuel recycling and transmutation capabilities in waste management scenarios leading to minimized TRU waste inventories, long-term activities, and radiotoxicities. The reactor systems and fuel cycle components that make up the NES were selected for their ability to perform in tandem to produce clean, safe, and dependable energy in an environmentally conscious manner. The reactor systems include the AP1000, VHTR, and HEST. The diversity in performance and spectral characteristics for each was used to enhance TRU waste elimination while efficiently utilizing uranium resources and providing an abundant energy source. The High Level Waste (HLW) stream produced by typical nuclear systems was characterized according to the radionuclides that are key contributors to long-term waste management issues. The TRU component of the waste stream becomes the main radiological concern for time periods greater than 300 years. A TRU isotopic assessment was developed and implemented to produce a priority ranking system for the TRU nuclides as related to long-term waste management and their expected characteristics under irradiation in the different reactor systems of the NES. Detailed 3D whole-core models were developed for analysis of the individual reactor systems of the NES. As an inherent part of the process, the models were validated and verified by performing experiment-to-code and/or code-to-code benchmarking procedures, which provided substantiation for obtained data and results. Reactor core physics and material depletion calculations were performed and analyzed. A computational modeling approach was developed for integrating the individual models of the NES. A general approach was utilized allowing for the Integrated System Model (ISM) to be modified in order to provide simulation for other systems with similar attributes. By utilizing this approach, the ISM is capable of performing system evaluations under many different design parameter options. Additionally, the predictive capabilities of the ISM and its computational time efficiency allow for system sensitivity/uncertainty analysis and the implementation of optimization techniques. The NES has demonstrated great potential for providing safe, clean, and secure energy and doing so with foreseen advantages over the LEU once-through fuel cycle option. The main advantages exist due to better utilization of natural resources by recycling the used nuclear fuel, and by reducing the final amount and time span for which the resulting HLW must be isolated from the public and the environment due to radiological hazard. If deployed, the NES can substantially reduce the long-term radiological hazard posed by current HLW, extend uranium resources, and approach the characteristics of an environmentally benign energy system.

Book excerpt: In March 1981 the International Institute for Applied Systems Analysis (IIASA) published the results of a global energy study looking fifty years into the future: Energy in a Finite World: A Global Systems Analysis (Cambridge, Massachusetts: Ballinger Publishing Co. , 1981)*. Not surprisingly, this book raises almost as many questions as it answers; thus, it defines a broad range of research topics that might be taken up by IIASA or other research institutions around the world. A 25-27 May 1981 workshop at IIASA entitled "A Perspective on Adaptive Nuclear Energy Evolutions: Towards a World of Neutron Abundance" was a beginning on one of these topics; it was organized by Wolf Hafele (Kernforschungsanlage Ji. ilich, Jiilich, Federal Republic of Germany, and IIASA) and Arkadius Archie Harms (McMaster University, Hamilton, Ontario, Canada). The origin of this workshop was the effort with in the IIASA energy study to explore possible "sustainable" global energy systems that might eventually replace the current "consumptive" system. In investigating the possible contributions nuclear technologies might make to a sustainable energy system, it had become clear that it is not so much particular, distinct technologies within the nuclear family that should be examined as a question of particularly advantageous configurations of mutually complementary technologies. Only when one considers exploiting a whole spectrum of arrangements of fission breeders, fusion reactors, and accelerators does the true potential of nuclear power become apparent.
