Book excerpt: The advantages of space nuclear fission power systems can be summarized as: compact size; low to moderate mass; long operating lifetimes; the ability to operate in extremely hostile environments; operation independent of the distance from the Sun or of the orientation to the Sun; and high system reliability and autonomy. In fact, as power requirements approach the tens of kilowatts and megawatts, fission nuclear energy appears to be the only realistic power option. The building blocks for space nuclear fission electric power systems include the reactor as the heat source, power generation equipment to convert the thermal energy to electrical power, waste heat rejection radiators and shielding to protect the spacecraft payload. The power generation equipment can take the form of either static electrical conversion elements that have no moving parts (e.g., thermoelectric or thermionic) or dynamic conversion components (e.g., the Rankine, Brayton or Stirling cycle). The U.S. has only demonstrated in space, or even in full systems in a simulated ground environment, uranium-zirconium-hydride reactor power plants. These power plants were designed for a limited lifetime of one year and the mass of scaled up power plants would probably be unacceptable to meet future mission needs. Extensive development was performed on the liquid-metal cooled SP-100 power systems and components were well on their way to being tested in a relevant environment. A generic flight system design was completed for a seven year operating lifetime power plant, but not built or tested. The former USSR made extensive use of space reactors as a power source for radar ocean reconnaissance satellites. They launched some 31 missions using reactors with thermoelectric power conversion systems and two with thermionic converters. Current activities are centered on Fission Surface Power for lunar applications. Activities are concentrating on demonstrating component readiness. This book will discuss the components that make up a nuclear fission power system, the principal requirements and safety issues, various development programs, status of developments, and development issues.

Just about everybody, including most pro-nuclear folks, accept the fact that nuclear electricity is inherently expensive. Nuclear power is not inherently expensive. It is inherently cheap. This book argues that conventional nuclear power should cost less than three cents per kilowatt hour. But nuclear power is expensive, prohibitively so in most parts of the planet. The reason why nuclear power is so expensive is a regulatory regime in which the regulator is mandated to increase costs to the point where nuclear power is at best barely economic. The operative buzzword is ALARA, As Low As Reasonably Achievable. In such a system, any technological improvement which should lower cost simply provides regulators with more room to drive costs up. This same regime does an excellent job of stifling competition and technological progress by erecting layers of barriers to entry. The goal is not just to make nuclear electricity as cheap as coal or gas fired electricity. The goal must be to keep pushing the cost of nuclear power down and down, allowing us to replace fossil fuels almost everywhere. Imagine what we could do with 2 cents per kWh power in electrifying transportation and producing carbon neutral synfuels. This can only be done in a harshly competitive environment. We must force the providers of nuclear power to compete with everybody. If nuclear power is to be allowed to cleave the Gordian knot of electricity poverty and global warming, then we must completely change the way we regulate nuclear electricity. This book makes the case for this change and outlines what the replacement system needs to look like. ~

In The Price of Nuclear Power, environmental sociologist Stephanie Malin offers an on-the-ground portrait of several uranium communities caught between the harmful legacy of previous mining booms and the potential promise of new economic development. Using this context, she examines how shifting notions of environmental justice inspire divergent views about nuclear power’s sustainability and equally divisive forms of social activism. Drawing on extensive fieldwork conducted in rural isolated towns such as Monticello, Utah, and Nucla and Naturita, Colorado, as well as in upscale communities like Telluride, Colorado, and incorporating interviews with community leaders, environmental activists, radiation regulators, and mining executives, Malin uncovers a fundamental paradox of the nuclear renaissance: the communities most hurt by uranium’s legacy—such as high rates of cancers, respiratory ailments, and reproductive disorders—were actually quick to support industry renewal. She shows that many impoverished communities support mining not only because of the employment opportunities, but also out of a personal identification with uranium, a sense of patriotism, and new notions of environmentalism. But other communities, such as Telluride, have become sites of resistance, skeptical of industry and government promises of safe mining, fearing that regulatory enforcement won’t be strong enough. Indeed, Malin shows that the nuclear renaissance has exacerbated social divisions across the Colorado Plateau, threatening social cohesion. Malin further illustrates ways in which renewed uranium production is not a socially sustainable form of energy development for rural communities, as it is utterly dependent on unstable global markets.
