The Department in consultation with Scottish Ministers are responsible for approving our plans and providing a policy framework for the NDA. The NDA sets the estate-wide strategy, contract manages the operation of the SLCs and provides performance assurance across the estate to ensure value is delivered for the taxpayer. The SLCs are responsible for delivering NDA site progress through their running of day to day activities. Along with SLCs, the NDA also has a portfolio of subsidiaries, which operate a range of specialised services and help facilitate activities of the NDA and its estate. As part of the Energy Act (2004) the NDA is required to: (i) Strategy: Review, update and consult on its strategy every five years, the third edition of the NDA Strategy is due for publication in 2016. The purpose of this document is to outline the long-term objectives that will guide the NDA through to the completion of its mission; (ii) Business Plan: Publish a Business Plan annually looking at the key activities for the NDA and the estate over the next three years. The Business Plan also outlines expected expenditure and revenue for the coming financial year; (iii) Annual Report and Accounts: Publish annually a summary of the financial and corporate performance across the previous financial year. From 1 April 2016 the NDA will become the owner of Sellafield Limited, the SLC responsible for managing and operating the Sellafield site on behalf of the NDA. The new arrangements will replace the current Parent Body Organisation (PBO) model and therefore ownership of Sellafield Limited by Nuclear Management Partners (NMP).

Book excerpt: This book provides a readable and thought-provoking analysis of the issues surrounding nuclear fuel reprocessing and fast-neutron reactors, including discussion of resources, economics, radiological risk and resistance to nuclear proliferation. It describes the history and science behind reprocessing, and gives an overview of the status of reprocessing programmes around the world. It concludes that such programs should be discontinued. While nuclear power is seen by many as the only realistic solution to the carbon emission problem, some national nuclear establishments have been pursuing development and deployment of sodium-cooled plutonium breeder reactors, and plutonium recycling. Its proponents argue that this system would offer significant advantages relative to current light water reactor technology in terms of greater uranium utilization efficiency, and that separating out the long-lived plutonium and other transuranics from spent fuel and fissioning them in fast reactors would greatly reduce the duration of the toxicity of radioactive waste. Book excerpt: Following the acquisition of the atomic bomb by five states, the United Nations began drafting several treaties to limit nuclear proliferation. These efforts failed, as four more states also acquired nuclear weapons. In a similar vein, an attempt to limit atomic weapons - primarily within the two superpowers - was initiated. While the number of weapons has decreased, the new bombs now being manufactured are more powerful and more precise, negating any reduction in numbers. In the field of civil nuclear use, all nuclear facilities (reactors, factories, etc.) have a limited lifespan. Once a plant is permanently shut down, these facilities must be decommissioned and dismantled. These operations are difficult, time-consuming and costly. In addition, decommissioning generates large volumes of radioactive waste of various categories, including long-lived and high-activity waste. Risks to the environment and to health are not negligible during decommissioning. The International Atomic Energy Agency (IAEA) and the Nuclear Energy Agency (NEA) of the Organisation for Economic Co-operation and Development (OECD) have produced numerous publications with recommendations. Each state has its own decommissioning strategy (immediate or delayed) and final plan for the site - whether it be returning it to greenfield status or obtaining a nuclear site license with centuries-long monitoring.

For 2007/08 its budget is set at £2,790 million; of this, £1,420 million was intended to be ring-fenced grant-in-aid and £1,370 million commercial income, chiefly from reprocessing but also including income from waste substitution. The National Audit Office report (HC238, session 2007-08, ISBN 9780102951974) identified uncertainty as to whether the waste substitution income budgeted for would actually be forthcoming. There has been a shortfall in the NDA's budget and the large request for additional funding that resulted came at a very late stage in the financial year. The Committee believes the NDA's funding model is unsustainable, particularly in light of the volatile and declining nature of the NDA's commercial income. Public funding will almost certainly have to increase significantly, over and above the current plans. This has major implications for the Department for Business, Enterprise and Regulatory Reform (DBERR) which already spends 40 per cent of its departmental expenditure limit on the NDA. A new system of funding is needed, as the Permanent Secretary of DBERR acknowledged, and work on this needs to begin urgently.

The NAO produced a report on the same subject (HCP 238, session 2007-08, ISBN 9780102951974). The Nuclear Decommissioning Authority (NDA) was established in April 2005 with the aim of decommissioning the UK's civil public sector nuclear sites. By December 2007, 14 of its 19 sites had already shut down and were being decommissioned, with parts of Sellafield being cleaned-up. The NDA discharges its responsibilities through contracts with licensed operators at each site. The sites are managed by site licensees, including preparation of decommissioning plans and performing and sub-contracting work. The licensees are owned by four parent bodies. The NDA aims to improve site performance by putting the right to be the parent body out to tender. There is uncertainty over the costs of decommissioning, with an estimate of £73 billion prepared in 2007, up 30% since 2003. The Committee accepts that the legacy of deferred decision making over a period of 50 years is in part responsible for the cost increases, but believes that some of the escalating costs should be avoidable, including short-term changes to the decommissioning programme and the scale of site support costs. Further, the NDA's work has been hampered by the uncertainty in the level of commercial income earned from ageing and unreliable facilities, with the NDA cutting, at short notice, the levels of funding it projected to provide in the 2007-08 period of decommissioning. This has imposed additional costs on the taxpayer, with the NDA providing £31.6 million to cover costs of early contract closure, staff training and redundancy.
